Subject: Violation of Rolling Hills Municipal Code - Disturbance by Vehicle
This letter is formal notification that the City of Rolling Hills has once again received a
complaint regarding the use of a motor vehicle (motorcycle) on your property. The motor
vehicle in question has been reported to be creating a disturbing noise level which is
affecting the peace and quiet of the residents living in the neighborhood. You have received
notification in the past (attached) with regard to this situation.
The Rolling Hills Municipal Code expressly prohibits the operation of any motor vehicle,
on private or public property, which disturbs the peace and quiet of any person or
neighborhood by noise, smoke, dust or fumes caused by said motor vehicle (Section
10.64.200 and Section 10.64.250). Copies of the pertinent sections of the Municipal Code
are enclosed herewith.
You are hereby directed to immediately cease and desist from operating the subject
offending and prohibited vehicle. Your cooperation in this matter is appreciated. If you

received several complaints regarding the use of a motor vehicle on
your property. The motor vehicle in question has been reported to be
creating a disturbing noise level that is affecting the peace and
quiet of the people living in the neighborhood.
The Rolling Hills Municipal Code expressly prohibits the
operation of any motor vehicle, on private or public property, which
disturbs the peace and quiet of any person or neighborhood by noise,
smoke, dust or fumes caused said motor vehicle (Section 10.64.200 and
Section 10.64.250) . Copies of the pertinent sections of the Code are
enclosed herewith.
You are hereby directed to immediately cease and desist from

10.64.230 Motor vehicles on public or private property --
Possession of written consent required. Any person who
operates any type of motor vehicle on the private property
of another or upon any public property within six hundred
feet of any building or structure designed for or used
for residential or commercial -limited purposes, except upon
a private roadway or private street or road, shall at all
times when operating said vehicle maintain in his possession
the written permission required by Section 10.64.220.
(Ord. 116 S23129, 1973).
10.64.240 Motor vehicles on public or private property --
Exceptions. This title does not prohibit the use of such
public or private property by:
A. Emergency vehicles;
B. Vehicles of commerce being used and operated in the
conduct of normal business, providing said vehicles have
been licensed by or permission given by the Rolling Hills
Community Association of Rancho Palos Verdes, a nonprofit
corporation;
C. Vehicles operating on property actually used for
residential purposes and where such vehicles are there at
the express or implied invitation of the owner or occupant;
D. Vehicles being operated on public or private parking
lots where permission to so operate is expressly or impliedy
given by the person in possession of the lot. (Ord. 116
S23130, 1973).
10.64.250 Disturbances by motor vehicles prohibited.
No person shall operate a motor vehicle, including any
motorcycle, dune buggy or motor scooter, or the motor there-
of, on any parking lot, property or acreage so as to disturb
the peace and quiet of any neighborhood or person by noise,
dust, smoke or fumes caused by such motor vehicle. (Ord.
116 S23131, 1973).
10.64.260 Effect upon other remedies. Provisions of
this title do not prohibit any act, either expressly pro-
hibited by Sections 372 and 602 of the Penal Code of the
State of California, nor does this title apply to any act
either expressly authorized or expressly prohibited by
Section 21113 of the Vehicle Code of the State of California,
or by any other state law. (Ord. 116 S23132, 1973).
10.64.270 Motorcycles --Compliance with State law re-
quired. No person except a resident of the City shallride
or operate a motorcycle or motor -driven cycle, as the same
are defined in the Vehicle Code of the State of California,
upon a road, driveway, easement or vacant property in the
City unless the same is licensed, registered and has

is registered to such person under the age of twenty-one
years, the vehicle may be impounded at the owner's expense
for not less than one nor more than thirty days. (Ord.

No person shall operate any motorcycle or motor vehicle on
any hiking trail, horseback riding trail or bridle path
or trail within the City, whether the trail or path is
marked or unmarked, without written the.

This section shall apply to all such trails or paths within
the City, whether on public or private property. (Ord.

or public property, so as to disturb the peace and quiet of
any person or neighborhood by noise, dust, smoke or fumes

10.64.210 Use of horseback riding and bridle trails.
No person shall ride, walk, lead, or draw any horse on any
trail, path, or way in the City which is maintained, intended
or by custom used for equestrian traffic unless he then has
in his immediate possession a permit issued to him by the
Rolling Hills Community Association authorizing his use of
such trail, path or way. Any person riding, walking,
leading_ or drawing a horse on any trail, path or way shall
present his authorization permit and satisfactory identi-
fication upon demand of any Deputy Sheriff or other City
official designated to enforce this section. (Ord. 116
§23127, 1973) .
10.64.220 Motor vehicles on public or private property --
Written consent required. No person shall operate any
type of motor vehicle upon the private property of another
or the public property of a public entity within six
hundred feet of any building or structure designed or used
for residential or commercial limited purposes, except on
a private driveway, street or road, without first obtaining
written permission of the person in lawful possession of
the property or, if the property is unoccupied, of the
owner thereof. (Ord. 116 §23128, 1973).
