Extensive remodel was approved at the property. The entire inside was gutted. On May
26, 2005 a representative from MAF Construction Co. (831-2914) came by and informed
us that the house is ready to be finaled, but that Steve DeMarr, Building Inspector won't
final the project because the utilities were not undergrounded. He mentioned that no one
told them before that utilities would have to be undergrounded. After speaking to the
representative and Craig we determined that the remodel in this instance did not trigger
the requirement for undergrounding. According to the contractor, no addition was
constructed, the electrical panel was "CHANGED OUT" not increased, or relocated and
no new wires were installed, (service was not lengthened).
Afterwards I spoke to Steve DeMarr, Building Inspector, who said that on many
occasions during inspections he spoke to the contractor and warned him that utilities will
need to be placed underground. He was upset that we undermined his requirements.
However, even though the contractor lied to us about not being told about the
undergrounding, the Code does not warrant undergrounding for the type of work
performed at the property.
We directed Steve to inspect for final of the project.
17.27.030
H. Landscape Irrigation Audit. Each required land-
scape irrigation system which is required for projects
specified in subsection (A)(1)(a) of this section shall be
periodically audited for conformance with the approved
plan, in accordance with State of California Landscape
Water Management Program - Landscape Irrigation Auditor
Handbook, hereby incorporated by reference. Such audits
shall be conducted on a regular basis, at intervals of not
less than every five years.
I. Landscape Maintenance. The property owner shall
permanently and continuously maintain all landscaping and
irrigation in a neat, clean and healthy condition, includ-
ing removal of litter, proper pruning, mowing of lawns,
weeds, fertilizing and watering; and replacement of dis-
eased and/or dead plants and malfunctioning or missing
irrigation system components.
J. Relative Water Requirements of Commonly Used
Plants. The City of Rolling Hills shall develop a list of
plants that are commonly used in landscape designs with
water requirement classifications of low, medium and high
to assist landscape designers to. choose species of appro-
priate water demands to comply with this section and to
group species of similar water demands to facilitate effi-
cient irrigation. This list shall be included in the land-
scape guidelines developed to implement the provisions of
this section. (Ord. 240 §3(part), 1993).
17.27.030 Underaroundinq of utilities. All utilities
servicing the building in question on any residentially
zoned parcel shall be installed underground upon:
A. Construction of any new
building;
B. Remodeling of a primary
which entails enlargement of the

C. Lengthening or adding electrical
building or parcel;

accessory
or accessory building
structure or alteration of
lines servicing a
D. Relocating or increasing the electrical panel
servicing a.building ..or parcel; or
E. Inclusion -of a parcel in an underground utility
assessment district, in which event new or replacement
