Dear Mr. Sanchez,
Thank you for obtaining a City of Rolling Hills Construction and Demolition Waste Permit for 32
Middleridge Lane South. With issuance of the permit and your commitment and cooperation, we look
forward to accomplishing the recycling and diversion goals that the permit is intended to achieve.
As noted in the permit application, please be mindful that within thirty (30) calendar days following the
completion of each construction project for which your permit is issued, you are required to submit
documentation to the City of Rolling Hills demonstrating that at least 50% of the construction and
demolition waste generated from the project is not disposed at a landfill. Satisfactory documentation
of compliance is necessary for final inspection of the construction project and, if applicable, the
issuance of a certificate of occupancy. In other words, your failure to comply with the
recycling/diversion requirement will cause the City to withhold from your clients final approval of the
construction project you are servicing.
Enclosed you will find a "Recycling and Waste Reduction Compliance Report" for you to document the
disposal of your construction and demolition waste. The form must be supported and accompanied by
originals or photocopies of receipts, weight tickets, invoices or other records of measurement from
recycling companies, the landfill and/or disposal companies. It is strongly recommended that you
submit this form as frequently as you dispose of construction and demolition waste rather than
wait until the end of a project. This will avoid complications with final inspection of the project and
with you and your client. Additional forms can be obtained at City Hall or on the City's website at
www.Rolling-Hills.org.
Please be aware that your permit will expire on February 11, 2011 at which time a new permit will be
required. If the conditions of the permit are not followed, the permit will not be renewed or could be
revoked mid -year.
Recycling is important not just for extending the usefulness of landfills; it is valuable for sustaining the

As requested in our letter to you dated April 20, 2009, we have received a plan prepared
by Bolton Engineering for a new dirt path traversing the rear slope of your property.
Thank you for responding to the City's notice. We have reviewed your plan and have
determined that a grading or other building permit is not required for this work,
because the design height of retaining walls is limited to 36-inches at any point. Further,
the plan will not require zoning review and approval by the City's Planning
Commission.
In order to guard against the effects of erosion, we request that you replant the newly
terraced slopes with drought resistant plants (see landscaping guide and plant list
attached). It is requested that you complete all of the work, including walls and
replanting no later than October 1, 2009. Please contact Yolanta Schwartz, the City's

We understand that you spoke with City Manager Craig Nealis by telephone on
Wednesday, February 2, 2000, regarding the unauthorized lower flat soil area on
your property, 29 Middleridge Lane, where remedial grading took .place after City
and County permits were issued in preparation for residential additions and a new:
barn in the subject zoning case approved by the Planning Commission on, October
15,1996.
Your conversation with Mr. Nealis centered, around the fact that your architect, who
has had the job to design a barn since August, 1999;..would be completing, the barn.
design within 10 days forsubmittal to the Rolling. Hills. Community Association
Architectural Committee. You also indicated that you are aware of the need *to
correct the grading and the unauthorized pad on the lower portion of your property
and that the redesigned barn will not change the location, will not change the
previously approved grading plan, and will not cause any further encroachments on
the property.
Therefore, we have determined that you must implement one of the following four
options to repair your property and bring it into conformance with the approved
grading plan:
1. Repair and return the slopes to the original approved grading plan dated
October 15, 1996; or
2. Build the barn at its approved location and return the slopes to the original
approved grading plan dated October 15, 1996; or
3. Submit appropriate applications to the Planning Commission and City staff
should there be any increased encroachment of the barn into the front or side
yard setbacks; or

4. Submit appropriate applications to the Planning Commission and City staff
should there be any major modifications of previously approved grading
and/or site plan.
At this time, to show that you are pursuing the renovation of your property with
due diligence, we are going to give you 120 days. by Tune 7. 2000, to correct the
grading and bring your property into compliance with the approved grading plan
dated October 15, 1996 or submit appropriate applications to initiate the public
hearing process.
