With issuance of the permit and your commitment and cooperation, we look forward to accomplishing the recycling and diversion goals that the permit is intended to achieve. As noted in the permit application, please be mindful that within thirty (30) calendar days following the completion of each construction project for which your permit is issued, you are required to submit documentation to the City of Rolling Hills demonstrating that at least 50% of the construction and demolition waste generated from the project is not disposed at a landfill. Satisfactory documentation of compliance is necessary for final inspection of the construction project and, if applicable, the issuance of a certificate of occupancy. In other words, your failure to comply with the recycling/diversion requirement will cause the City to withhold from your clients final approval of the construction project you are servicing. Enclosed you will find a "Recycling and Waste Reduction Compliance Report" for you to document the disposal of your construction and demolition waste. The form must be supported and accompanied by originals or photocopies of receipts, weight tickets, invoices or other records of measurement from recycling companies, the landfill and/or disposal companies. It is strongly recommended that you submit this form as frequently as you dispose of construction and demolition waste rather than wait until the end of a project. This will avoid complications with final inspection of the project and with you and your client. Additional forms can be obtained at City Hall or on the City's website at www.Rolling-Hills.org. Please be aware that your permit will expire on February 11, 2011 at which time a new permit will be required. If the conditions of the permit are not followed, the permit will not be renewed or could be revoked mid -year. Recycling is important not just for extending the usefulness of landfills; it is valuable for sustaining the environment. Thank you for responding to the City's notice. We have reviewed your plan and have determined that a grading or other building permit is not required for this work, because the design height of retaining walls is limited to 36-inches at any point. Further, the plan will not require zoning review and approval by the City's Planning Commission. In order to guard against the effects of erosion, we request that you replant the newly terraced slopes with drought resistant plants (see landscaping guide and plant list attached). It is requested that you complete all of the work, including walls and replanting no later than October 1, 2009.
