Thank you for your electronic letter with an explanation of the activity on your
property and for allowing Rafael Bernal, the Building Official, and me to visit your
property.
After viewing the area of soil movement and areas of erosion, we have determined
that the current activity on your property is a continuation of the work approved by
the City on December 8, 2006. Therefore, you may finish the spreading of the
existing ,p.iles of dirt on your property, scrape off no more than 2 1/2 feet of soil from
the path near the gate that you would like to erect, use that dirt for erosion control
further down the slope and smooth out the path near/in the easement of 1 Maverick
Lane to create a lesser slope for Dr. Mirsaidi. Please inform and discuss with Dr.
Mirsaidi your plan of action.
In addition, please contact the Rolling Hills Community Association to determine if
they need to review the soil movement in the easements.
Please be advised that none of this work may change the existing terrain by more
than 3 feet. In addition any future dirt import/export or soil movement on your
property, regardless of the height of cut or fill, must be reviewed and approved by
the County Building Inspector and the City.

Regarding our conversation on 4/19/07 (moving of soil on easement between 9,
Caballeros and 1 Maverick)
On 8th of December 2006 City Manager Toney Dahlerbruch and County Rep. Rafael
Bernal Came by to observe soil that was on the Easement between 9 Caballeros
and 1 Maverick.
I explained to them that the soil was to be used to repair erosion from the winter

storms of 2004 and to improve the easement for Horse access. At this time Toney
and Rafel agreed that the erosion repair work could be continued and I agreed that
no additional soil would be imported to the site.
Due to various medical problems and other time commitments, work was not
started until 4/11/2007.
Once work commences it should take only one day or two at most to finish.

Your request to import rocks for repair/maintenance of the drainage system installed by
Mr. Scarboro has been approved at the discharge end of the pipe.
However, please inform the owner that the area is to be maintained free of weeds, debris,
trash and other materials and that the rocks are to be placed in such a manner that the
dissipated water does not wash out or erode the trail.

In order to complete the rebuilding of the trail system at this location it is
necessary to place rocks at the discharge end of the pipe. This method was used upstream
of this repair and has proven successful.
The correct amount and size of rock has become available at a location outside of
the city. It is the desire of the neighbors in the area to import these rocks and place them
before the rainy season begins. Your positive response would be greatly appreciated.

Your letter dated July 9, 1997 to me was discussed by the Board of
Directors at its regular meeting July 17, 1997. The Association
operates under the Deed Restrictions created in 1936 which do not
mention the use of gas blowers in them.
We suggest you contact the City of Rolling Hills which does
consider Ordinances to control or prohibit use of the blowers.
Enclosed is a recent newspaper listing area cities that have banned
or curtailed blower use and encourage you to work with the City of
Rolling Hills.
