Thank you for meeting with me on Thursday, September 23 at your property to
point out which outdoor lights you would like to keep for entertaining and dining.
Pursuant to the City's lighting ordinance lighting fixtures on the exterior wall of a
structure immediately adjacent to a patio or terrace used as ambient light for
cooking, dining or entertaining need not cast light downward, so long as they are
operated manually.
After.reviewing your plan and the layout of your residence, it has been determined
that the areas around the swimming pool and the pizza oven/fire place could be
considered "entertainment" areas and the light fixtures labeled #5, 6 7 and 8 on the
plan you submitted are therefore approved as not having to cast light downward.
Bulbs used in these light fixtures must be non -reflective and not exceed a total
wattage in each light fixture of forty watt or technologically equivalent. Such lights
must be on a timer and used on as needed basis only.
I have also determined that the areas to the rear of your bedrooms and the front
area of the house and garage do not constitute entertaining, cooking or dining areas,
and therefore the only lights that would be permitted in the eves or on the wall of
the structure for those areas would be downcast lights, (except for the entry door
lighting).
As we discussed, you may appeal staffs determination to the Planning Commission.
Instructions for an appeal were provided to you. The next Planning Commission
meeting will be held on October 19, 2010 at 6:30 P.M.
Please note that the Rolling Hills Community Association Architectural Committee
must approve all lighting fixtures affixed to the residence or located elsewhere on
the property.

Roger North recused himself and did not participate in the decision of the Committee.
The Committee reviewed a floor plan with the proposed location of the exterior light fixtures
indicated as well as photos of the proposed light fixtures for the residence. Please see
indications in red on the plans regarding the approved placement and type of fixture,
downcast or outcast. (Highlighted with a red "X" means that the light fixture must be
downcast. Highlighted with no "X" means that the light fixtures may be outcast.)
The Committee approved the brass Troy wall sconces in the sizes indicated on the plans for
the locations where outcast lighting was approved. (See indications in red on plans.) The
Committee requires that a design for the downcast light fixtures be submitted for approval for
all other locations prior to installation.
The decision of the Committee was unanimous.

Thank you very much for taking the time to meet with me yesterday. I know you are
anxious to receive a final inspection on the Thomas's residence and as we discussed
during the preliminary inspection, there are some elements of the exterior that must be
addressed before the RHCA can sign off on the final inspection. Items that require
Architectural Committee approval will be placed on agenda for the next meeting on
Tuesday, September 7(h
The following are the items that must be addressed and completed prior to the RHCA
signing off on inspection:
• Light fixture type and design must be reviewed and approved by the Architectural
Committee. Light fixtures must comply with City Ordinance No. 309 and RHCA
Building regulations (see enclosed).
• Revisions made to the basement light well's guard-rail must be reviewed and
approved by the Architectural Committee. The design of the guardrail must be
submitted for Committee approval.
• The small exterior changes made to the residence must be reviewed and approved
by the Committee. These modifications included changing the door located by the
garage doors into a window and relocating the bathroom door located by the
outdoor barbeque.
• The design of the as -built front door must be reviewed and approved by the
Committee.
• Small finishes such as electrical outlets and panel covers must be installed.
• Construction of the trash enclosure must be completed.
• The landscaping does not need to be completed prior to final inspection but it will
need to be inspected by the Association to verify that vegetation is planted per
plan.
• A landscape lighting plan and sample of the light fixtures must be reviewed and
approved by the Architectural Committee. Light fixtures must comply with City
Ordinance No. n9 and RHCA Building regulations (see enclosed).
Please note that anything related to hardscape will not be signed -off until approval by the
Architectural Committee is given. Since the hardscaping is permitted separately than the
residence, the final inspection of the residence will not be held up on the completion of
the hardscape.

Dear Mr. Fadich,
Thank you for obtaining a City of Rolling Hills Construction and Demolition Waste Permit for 45 Eastfield
Drive. With issuance of the permit and your commitment and cooperation, we look forward to
accomplishing the recycling and diversion goals that the permit is intended to achieve.
As noted in the permit application, please be mindful that within thirty (30) calendar days following the
completion of each construction project for which your permit is issued, you are required to submit
documentation to the City of Rolling Hills demonstrating that at least 50% of the construction and
demolition waste generated from the project is not disposed at a landfill. Satisfactory documentation of
compliance is necessary for final inspection of the construction project and, if applicable, the
issuance of a certificate of occupancy. In other words, your failure to comply with the
recycling/diversion requirement will cause the City to withhold from your clients final approval of the
construction project you are servicing.
Enclosed you will find a "Recycling and Waste Reduction Compliance Report" for you to document the
disposal of your construction and demolition waste. The form must be supported and accompanied by
originals or photocopies of receipts, weight tickets, invoices or other records of measurement from
recycling companies, the landfill and/or disposal companies. It is strongly recommended that you
submit this form as frequently as you dispose of construction and demolition waste rather than wait
until the end of a project. This will avoid complications with final inspection of the project and with you
and your client. Additional forms can be obtained at City Hall or on the City's Web site at
www.Rolling-Hills.org.
Please be aware that your permit will expire on May 27, 2011 at which time a new permit will be required.
If the conditions of the permit are not followed, the permit will not be renewed or could be revoked mid-
year.
Recycling is important not just for extending the usefulness of landfills; it is valuable for sustaining the

I'm writing as a result of our meeting on Tuesday, June 23rd with Wayne of the Los Angeles
County Building Department. We met to clarify the extent of the work being done and what is
being classified as existing and what is 'new' construction. As we discussed, the eThomas
project was proposed and permitted as an extensive remodel of existing areas along with new
additions.
Demolition was done by hand in a costly and labor intensive manner because many existing
walls were planned to remain rather than `bulldoze' the existing home. The removal of two
large fireplaces and chimneys and the removal of existing ceiling joists required the removal of
much of the existing roof framing. Additionally, during demotion and initial construction phases
(post building permit issuance) many substandard construction conditions were discovered.
This meant that many walls which were planned to be retained needed to be removed.
Existing substandard walls were therefore removed and replaced with new framing in the same
location on existing footings.
As Wayne mentioned, all required construction documents and details were provided to and
reviewed by the County. All building valuations were provided and all,appropriate fees were
paid. The County is providing all necessary inspections as well as the structural engineer of
record providing continuing construction observation.
I am providing some photographs that document the demolition process and show what I have
