On October 2, 1998, we were informed that a trellis was constructed at your property in front of the garage off Eastfield Drive. Upon separate inspections by District Engineering Associate Rafael Bernal and myself, we observed that indeed, a trellis had been constructed in that area. Mr. Bernal left the attached form on October 8, 1998 to advise you to obtain City approval and a building permit for the trellis. Rolling Hills Municipal Code Section 15.04.010 and Los Angeles County Building Code Section 106 (Permits Required) require that, "No person shall erect, construct, enlarge, alter, repair, move, improve, remove, connect, convert, demolish, or equip any building, structure or portion thereof, or automatic fire -extinguishing system regulated by Chapter 9, perform any grading, or perform landscaping as regulated by Chapter 71, or cause the same to be done, without first obtainine a separate permit for each such building, structure, automatic fire -extinguishing system, grading or landscaping from the building official." Please contact this office within fourteen days s (by October 28, 1998) to arrange an office meeting or to inform us of any planned action. DE ,ROLLING FilLL It is our understanding that you have been informed of the existence of piles of wood all along our west boundary, a dilapidated wood workshop crammed full of wood, and an extended carport on Dr. Basque's property . Besides being an aesthetic eyesore & against the city's otherwise strict codes & covenants, this poses a serious fire hazard to our property. We are not aware if Dr. Basque has any kind of an updated sprinkler system. We have noticed him trying to water his land in parts by a manual water hose. DATE: 1/1R4,444»........,.. IN RESPONSE TO YOUR LETTER DATED 1/12/94 REGARDING POSSIBLE FIRE HAZARDS AT 49 EASTFIELD DR. AN INVESTIGATION WAS MADE BY ME TODAY. THE TAMBOLI'S SEEM TO HAVE CONCERNS IN THE FOLLOWING AREAS: 1. DRY OVERGROWTH ABUTTING THEIR PROPERTY. THERE IS A HAZARD ALONG THE PROPERTY LINE IN THAT THERE IS A ROW OF MATURE EUCALYPTUS TREES THAT ARE OVERGROWN AND NEED TO BE "LACED OUT". 2. AN ILLEGAL CARPORT IN THE EASEMENT. THIS APPEARS TO BE THE CASE BUT IS NOT A FIRE DEPARTMENT CONCERN. 3. STACKS OF FIREWOOD ALONG THE PROPERTY LINE. WE ACCEPT NEATLY STACKED FIREWOOD WHICH IS AT LEAST 10' FROM ANY STRUCTURE. THERE IS SOME FIREWOOD STACKED ALONGSIDE THE HOUSE THAT I GAVE THEM A NOTICE TO MOVE. 4. THE ROOF IS COVERED WITH PIECES OF WOOD. THERE ARE LOOSE SHINGLES STACKED ON THE ROOF, ACCUMULATED TREE LEAVES, AND WHAT APPEARS TO BE THE DEBRIS FROM A SOLAR HEATER. I GAVE THEM A NOTICE TO REMOVE THESE ITEMS FROM THE ROOF. 5. THERE IS A STORAGE SHED THAT HAS BEEN CONSTRUCTED ALONG A LARGE PORTION OF THE E. EASEMENT. THIS TO SEEMS TO BE THE CASE BUT IS NOT A FIRE DEPARTMENT CONCERN. I MET MIKKI BASQUE AT THE PROPERTY. SHE IS HOUSE SITTING WHILE HER PARENTS ARE TRAVELING IN MEXICO FOR TWO MONTHS. SHE SAID SHE DOES NOT HAVE THE AUTHORITY OR ASSETS TO TAKE CARE OF THESE PROBLEMS. SHE SAID IF HER PARENTS CALL SHE WILL TELL THEM WHAT IS GOING ON. ON MY FIRST NOTICE I DID NOT MENTION LACING OUT THE EUCALYPTUS TREES BUT IN LIGHT OF THE RECENT FIRES THIS NEEDS TO BE DONE AS OVERGROWN LANDSCAPING CONTRIBUTED TO THE INTENSITY AND SPREAD OF THOSE FIRES. A SECOND OFFICIAL INSPECTION NOTICE WILL BE MAILED TO THE BASQUES.
