Mrs. Dottie Delpit , 45 Saddleback Road, informed the City that Mr. Wagner at 35 Saddleback is working on drainage/grading in an area of his property which is adjacent to her, and which she allows him to use for horses. She thought that he might be constructing a riding ring. I spoke to Mr. Wagner on March 31, 2003 and was informed that he is correcting drainage and that it was approved by Roger Vink, RHCA Inspector. He is also installing pilasters at the entrance of his driveway, but will not be placing lights there. He informed me that Roger approved 54" high pilasters, without light fixtures. On April 1, 2003 Rafael Bernal and I inspected the property. Rafael is familiar with the lot and determined that no grading took place. There is a large culvert with pipes on the property, including a perforated vertical pipe. The area is enclosed by a chain link fence. The Association is aware of this design and approved it. According to Roger Vink, RHCA Inspector Mr. Wagner will connect to the pipe that goes across Saddleback, which will help the owners of 35 and 45 Saddleback and the vacant parcel in-between as well as save the Association in repairs of the drainpipe that goes across Saddleback. Rafael did not see anything illegal. Aesthetically, is not very pleasing, but not illegal. I called Mrs. Delpit on 4/3/03 and informed her that no grading or illegal activities are taking place. She seemed to be pleased.
