Dear Mr. Reddy:
This is to inform you that the City Council, at their meeting
on September 10, 1990, voted to ratify the Planning
Commission's approval of the above referenced planning/zoning
case application.
Pursuant to Section 17.32.087, Ordinance No. 207, an Affidavit
of Acceptance form must be executed before the approval becomes
effective. A copy of the Resolution of Approval, specifying
conditions of approval set forth by the Planning Commission,
is enclosed for your information. Once you have reviewed
the Resolution of Approval, please complete the enclosed
Affidavit of Acceptance form, have the signature(s) notarized,
and forward the Affidavit to the Office of the County Recorder,
Room 15, 227 North Broadway, Los Angeles, CA 90012, with
a check in the amount of $7.00. When the Affidavit of
Acceptance has been returned to the City, duly executed and
recorded, the Los Angeles County Department of Building and
Safety will be notified that a permit can be issued.

RESOLUTION NO. 90-23
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROLLING HILLS APPROVING A SPECIAL PERMIT
FOR A TRAILER AS A TEMPORARY USE
IN SPECIAL PERMIT NO. 4
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES
HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. An application was duly filed by Mr. Damoder
Reddy with respect to real property located at 68 Portuguese Bend
Road South, Rolling Hills (Lot 31-FT) requesting a special permit for
a trailer as temporary use while the existing residence is being
repaired from resulting damage due to land movement.
Section 2. The Planning Commission conducted a duly noticed
public hearing to consider the application on June 19, 1990 and July
17, 1990; and conducted a field site review on June 30, 1990.
Section 3. Section 17.16.010 (D) permits a mobile home or
trailer as a temporary use in the RAS zone upon approval of a Special
Permit by the Planning Commission subject to affirmative findings.
Section 4. The Planning Commission makes the following
findings:
A. There is a presently occupied primary residence on the
property which has been rendered unhabitable by an active landslide.
B. According to testimony from the applicant and the
applicant's representative, placement of a mobile home or trailer on
the property will not create a geologic hazard or otherwise be
detrimental to the public health, safety and welfare.
C. The applicant has presented facts demonstrating a
necessity for temporary alternative living arrangements during the
pendency of an active landslide.
Section 5. Based upon the foregoing findings, the Planning
Commission hereby approves a Special Permit for Special Permit No. 4
to permit a trailer as a temporary use on the property located at 68
Portuguese Bend Road South, as indicated on the Development Plan
submitted with this application and incorporated herein by reference
as Exhibit A, subject to the following conditions:
A. The Special Permit shall expire if not used within
twelve months from the effective date of the approval. Extensions may
be granted subject to the requirements specified in Section 17.16.010
(D) (5) of the Municipal Code.
B. The Development Plan must be approved by the Rolling
Hills Community Association and the County of Los Angeles before the
Special Permit becomes valid.

C. All plans submitted to the County Department of Building
and Safety for plan check must conform to the Development Plan
approved with this Special Permit.
D. The mobile home or trailer shall not be placed on a
permanent foundation.
E. All utilities shall be above -ground and adequate
above -ground storage tank facilities shall be provided for sewerage
and provisions shall be made for the regular pumping of such tank
facilities.
F. The primary residence shall not be occupied while the
mobile home or trailer remains on the property. Gas and electric
utilities shall be disconnected from the primary residence unless the
Commission determines otherwise. The mobile home or trailer may only
be occupied by the applicant.
G. The mobile home or trailer shall be removed from the
property upon the happening of any of the following:
1. The Commission or City Council on appeal declines to
approve a time extension for the approval.
2. The owner resumes occupancy of the primary residence.
3. The property is sold, rented or leased; or
4. The Commission or the City Council finds that the
primary residence is no longer endangered by a landslide.
H. The owner shall enter into an agreement holding the City
harmless for any liability resulting from placement of the mobile
home on the property.
I. Applicant shall execute an affidavit of acceptance of
all conditions or this Special Permit shall not be effective.

SUBJECT: Special Permit No. 4; Request for a Special Permit for a
temporary residential trailer
Dear Mr. Reddy:
Pursuant to Section 17.32.090 (enclosed) of the Rolling Hills
Municipal Code, this letter shall serve as official notification that
the above -stated Zoning Case application was reviewed by the Planning
Commission at their regular meeting of July 17, 1990. At that
meeting, the Planning Commission voted to approve the request for a
Special Permit for a Temporary residential trailer.
The Planning Commission's decision will be reported to the City
Council at their regular meeting on August 13, 1990. The decision of
the Planning Commission may be appealed pursuant to Sections 17.32.140
and 17.32.150 (enclosed) of the Municipal Code. A copy of Resolution
614, establishing the fee for filing an appeal, is also enclosed for
your information.

Gentlemen*
T am writing this letter in support of the application for permit
to use a mobile home ( house trailer ) on the property at
68 Portuguese Bend Road while the stabilization work for soil
movement is being performed at the same property. The size of
the trailer that will be used is about 10 feet by 46 feet.
This trailer was transported on to the subject property on
four passenger car size wheels . Based on the area of contact
of tires, my estimate of the weight of the trailer is about
6,000 lbs, equal in weight to two average size cars . This
trailer has been parked on a cocrete pavement and the
distributio'nof load on soil below is somewhat uniform. The
average pressure on the soil is calculated as 15 psf against
a minimum allowable soil bearing pressure of 1,000 psf.
The size of the trailer is smaller compared to some other
trailers ( e.g., 12 feet by 50 feet ) that were used recently
in this area for similar purposes. Also, at 69 Portuguese Bend
Road , the stabilization work consists of building a new
residence while the old residence is being occupied . The
dead weight of an average home in this area is estimated
at 75,000 lbs.
The trailer has been parked on the site since about three
months and no new cracks or widening of existing cracks in
the vicinity have been noticed. Also the existing cracks run
in the north -south direction ,while the trailer is being
oriented in the east -west direction.
Based on the above facts and on my engineering judgement,
can confidently state that the placement of the trailer
will not cause new slide ,aggravate the existing slide ,or
cause any safety hazards.
