Dear Mr. and Mrs. Cardenas,
I am writing in follow-up to a recent phone call to you from the City Planning Director,
Yolanta Schwartz. The City has received a report that horse manure is being stored on
your property, in a way that has resulted in the breeding of flies and obnoxious odors.
Please be aware that, per City Municipal Code Section 6.40.060 manure from animals
kept on the property must be either removed on a daily basis or on a weekly basis if
stored in appropriate bins or containers that prevent such nuisances (see code excerpt
attached).
In addition, Chapter 8.32 STORM WATER RUNOFF POLLUTION CONTROL of the
Municipal Code prohibits discharging of any material, which would contribute to the
pollution of storm drain systems.
Please contact the undersigned and advise as to a time and day when City staff can visit
your property to view the conditions related to this matter.

6.40.000 - Excrement disposal.
Every person owning or occupying premises where excrement from
any horse, donkey, mule, burro, pony, cow, pigeon, fowl, rabbit, dog, cat or
other animal accumulates shall provide for the removal of such daily.
Unless all excrement accumulated on any premises be removed daily, bins
or receptacles of a design and construction acceptable to the Health Officer
shall be provided by the owner or occupant of such premises, and such
boxes, bins or receptacles shall be used only for the purpose of containing
the accumulation of excrement, which shall be placed therein or removed
therefrom, and in no instance shall excrement be so placed in such boxes
or receptacles in such a manner as to prevent the tight closing of the lid;
provided, however, that nothing contained in this section shall apply to
excrement which is spread as fertilizer over or around cultivated plants,
vines, vegetables, lawns, bushes or trees, unless such excrement creates
a nuisance either from fly breeding or excessive obnoxious odors. Said
boxes, bins or receptacles shall be constructed of brick, stone, concrete,
metal or wood lined with metal or other sound material and shall be proof
against access to the contents thereof by flies. The contents of said boxes,
bins or receptacles shall be removed once a week.

I am writing this letter in regards to the dirt that was removed from #3
Eucalyptus and delivered toy#13 Portuguese Bend Road.
The dirt was from the excavation of the septic tank that was being
installed by Peninsula Septic Company. The amount of dirt was
approximately 5 to 6 truck loads, 30 to 40 Cubic Yards. Two additional
truck loads of asphalt, rocks and unsuitable soil was transported to
Chandler"s landfill. The dirt hauled to # 13 Portuguese was dumped on
the coral area in front of the barn and spread to take care of erosion.

I am writing to inform the City of Rolling Hills that over the past several weeks, I have
received a few piles of dirt for landscaping. The dirt has been deposited in the `turnout
pen' area near the barn. Our intention is to acquire a few more piles of similar soil as it
comes available to complete the landscaping.
Please let us know if you become aware of any qualified dirt that may be moving within
or intended for removal from the City of Rolling Hills. Thanks for your help!
