Building permits were obtained and the City and LA County building inspector, pending the Rolling Hills Community Association (RHCA) finaling the project, is ready to sign off on the work. According to the Building Department the restoration of the slope did not trigger soils or engineering report requirements. In addition, the fence was a requirement of the RHCA. Regarding the vegetation along Portuguese Bend Road near the driveway, City staff will look into this. Should there be other matters not covered above, I would like to visit your property, so that you could show me your concerns. If this is so, please call me to schedule a visit at your convenience. 15 Portuguese Bend Road You have obtained all the required building permits from the City and your project is completed per the plans submitted to date and approved by the City. City staff needs to inspect the new wall, and as soon as it is determined that the wall was built per the approved plans, the City and the LA County building inspector would be ready to final this work, subject to RHCA sign off on the project. ® Punted on Recycled Paper • • However, I understand that the RH Architectural Committee requires a trellis off of the converted sunroom. The City has not seen any plans nor granted approval for the trellis. Please submit a plan to the Planning Department for the trellis and obtain a building permit for its construction. They have worked without a variance or a licensing agreement pending. To our knowledge the work on their property has been going on since July 2016 without the above? There also is a concern regarding the larges amounts of cement pumped and poured into the slope of their property adjacent to our property line. There is no assurance this slope is restored after their major alterations. We want the soils test and engineering available for our review. As you well know we have provided engineering as well as soils reports following the construction of the wall that we have built on our property. This kind of information should be provided to us so that we have confidence in the work done without permits and oversight by the Planning Dept.and the County Engineering Dept and the RHCA. The RHCA should sign off on this work also. As you know the city continues to block our attaining our Certificate of Occupancy for our home at #15. This discriminating behavior while you totally ignored the the unpermitted work mentioned above. Your influence with the RHCA also has damaged us. Every engineering agency from out side this city has approved our work yet the planning department and the RHCA stonewall out personal property rights. We wait for your response to the above issue as we have reached the limit of our patience. In addition to the above requirements placed on the property at #18 there are critical safety requirements placed on this property. The hedge growth on this property along the road was addressed during development. It was a major concern of the traffic committee to maintain safe site on this road.. Your records should be clear that the traffic committee made this requirement. Please keep us up to date before an accident happens. The septic tank is located in asphalt driveway and was serviced November 26, 2014 and is in satisfactory condition. The septic tank meets the 5' set back from residence. A 24" manhole access is available for future service. The septic system has 3 secondary seepage pits. The seepage pits are satisfactory and have the minimum 8' set back from structure. This single family residence has a large lot and plenty of expansion area, if needed. It is our professional opinion that the system is in satisfactory condition. There is no indication of over -flows to the surrounding soils that would present a health problem. It is recommended that the septic tank be serviced every two to three years, based on a family of four, and not to exceed five-year duration. I have personally sent you communications regarding these problems and had no response from Southern California Edison. The owners of these two properties have moved forward and met with the Rolling Hills Community Association regarding our safety as well as the issues we have raised. with Southern California Edison regarding our easements. The Rolling Hills Community Association directors have jurisdictions over these easements. At their request we were told to reach an agreement and attitude of co-operation. We were told to bring that agreement to the Association for their review. This letter serves as a notice to the Rolling Hills Community Association and Edison that there is an agreement of purpose. The Nuccions and the Hassoldt's have agreed to work with the Association to resolve the pole and power line violations. After speaking with the Board of Directors and receiving a positive commitment from them to take their easement oversight powers and work with Southern California Edison , these problems must be resolved. The easement violations that exist on these two properties may not continue. They are the trustee of all the easements in Rolling Hills and make the decisions that best serve our community long term. They are not interested in what short cuts work for Edison! The board requires a copy of the existing plan that provides information on the present condition of Edison's equipment. This must include pole placement, easements, location of overhead power lines, vaults and transformers. The plan must include and identify individual properties being served by this equipment. The recent plan you have submitted does not fulfill the above, rather it includes further burdens being placed on their properties. After reviewing the existing conditions the board of directors want to see a new plan. This should be a schematically accurate plan including concerns with pole placement, transformers, overhead power lines, vaults and under grounding. This plan should include the properties in the area showing how they receive service from Edison.. Their message and ours is Edison must correct the installation that violates personal properties as well as easements. The goal is to recover the easements for the use and visual pleasure of the community. Certainly the most recent plan from Edison shows no sign of co-operation. Reducing the Impact of # 15 Portuguese Bend Road was a lost concept on your map. Placing a power pole on each side of this property, leaving the utility lines in place dissecting their property, and not under grounding the lines to the street vault definitely is not a solution acceptable to anyone. The following day, Tuesday, December 18, 2001, I received the enclosed correspondence from Dr. Robert W. Marshall, 17 Portuguese Bend Road, alleging that the bee hives are located within the easement on Dr. Marshall's property and in a location inconsistent with the requirements of the attached Municipal Code Section. In discussing this with Dr. Marshall, it is my understanding that he is going to contact the beekeeper and require that these bees be relocated off of his property. I have enclosed a copy of Rolling Hills Municipal Code Section 6.32.060, which sets forth the requirements for bee keeping in the City. I encourage you to cooperate with your neighbor in this regard and, further, take all necessary action to ensure that you are keeping the bees in the manner prescribed in the Municipal Code. I telephoned you yesterday and you investigated the beehives. You discovered that they are owned by a bee keeper named Mr. Martinez and were authorized to be placed in that location by Dr. Roberts my neighbor at 15 Portuguese Bend Road. I stopped by Dr. Roberts house yesterday to see if he would move the beehives. He insisted that I write a letter because he wants a "paper trail". Hence, the reason for my complaint being filed in letterform. I have included a map of that portion of my property. You can see my fence by the "x" symbols. The beehives are marked in red. You can see that the beehives are within my easement. I own the land under the easement area and do not want the beehives on my property. Yesterday, you also informed me of the rules and regulations regarding beehives within Rolling Hills' city limits. You said that they must be over 100 feet from houses and horse trails. If you look at the map (scale 1 "/ 20 feet) it appears that the hives are located about 60 feet and 50 feet from Dr. Roberts' residence. I did not physically measure them but on inspection you could do that to verify my map's measurements. By looking at the map it is quite obvious that Dr. Roberts does not have significant distance to place the beehives on the north end of his property. If you go to the location for inspection it may be possible for Dr. Roberts to relocate the bee hives behind his house in a westerly direction over 100 feet from his house and 100 feet from the horse trail back there. I want to fix and repaint my fence in that location and find it an impossible task with beehives within 10 feet of the fence. I also have the need to mow the lawn as it grows this year for weed abatement regulations. I read on the Internet that you should keep lawn mowers over 50 feet from beehives. Please keep me advised as to your progress and communications with Dr. Roberts in letterform. This is necessary because of the "paper trail" Dr. Roberts desires. Sincerely, Dr. Robert W.
