Now that your new, lovely house is completed and as you begin to work on the outdoor
of your property, I would like to remind you of the City's lighting requirements and other
regulations. I am enclosing a flyer about lighting. Please adhere to these requirements
when designing your outdoor lighting. In addition, should you wish to construct entry
pilasters, with or without lights on top or inside the pilasters, please contact the
Community Association, as they have specific requirements for pilasters.
Please also be reminded, that as required by the Resolution of approval, the area of the
old driveway must remain landscaped. As per the latest driveway plan, (May 21, 2007),
the areas indicated on said plan shall also remain landscaped.
Should you have any questions or require additional information, please do not hesitate to

OUTDOOR
LIGHTING
In order to preserve the rural environment of the City
including nighttime darkness, the following outdoor lighting
is permitted:
1. Lighting is permitted along pedestrian pathways for the
purpose of providing safe passage. Bulbs used in such
lighting shall not exceed 40-watt or maximum of 400
lumens, or their equivalent. Lighting fixtures shall
accommodate only one bulb, shall incorporate shields
to cast light downward, shall be spaced no closer than 20 feet apart and shall be
no higher than 18 inches from grade to the top of the fixture. In no event shall
light from such fixtures be cast upward or off the property;
2. Security lighting is permitted, provided that in no event shall a security light be
set to shine for longer than 5 minutes following activation and the bulb shall not
exceed 40-watt or maximum of 400 lumens, or their equivalent;
3. Entry post lighting is permitted at the foot of a driveway, provided that lighting
is cast downward and does not spill onto the roadway. Bulbs used in such
lighting shall not exceed a total of 40-watt or maximum of 400 lumens, or their
equivalent;
4. Lighting that illuminates porches and entryways into buildings is permitted.
Bulbs used in such lighting shall not exceed 40-watt or maximum of 400
lumens, or their equivalent;
5. Temporary lighting is permitted for holidays and for special events.

Bulbs used in any lighting shall be nonreflective and shall not exceed the
wattage of a forty -watt incandescent light bulb to a maximum of four hundred,
lumens. or their equivalent if nonincandescent lighting is used..

2 South Bay Engineering Company which are attached hereto as
3 . Exhibit "A".
4 2. Upon completion of said improvement in accordance
5 with said plans and specifications and when a Certificate of
6 Completion has been delivered to the Association certifying that
7 all said work of improvement of Eucalyptus Lane has been completed
8 in accordance with said plans and specifications heretofore
9 - approved by the Board of Directors of the Association as set
10 forth on the engineering drawing dated October 18, 1984, and said
11 Eucalyptus Lane has been inspected and approved by the Associa-
12 tion's maintenance foreman, then the Association agrees to
13 ' deliver and release to Developer said Certificate of Deposit.
14 3. Within fourteen (14) working days after receipt of
15 the Certificate of Compliance from South Bay Engineering, the
16 Association Manager shall cause the release of said Certificate
17 1 of Deposit and the acceptance of said Eucalyptus Lane as part of
18 the Rolling Hills Community Association road system to be placed
19 on the agenda of the Board 'of Directors for action. If the Board
20 ! of Directors finds that Eucalyptus Lane has been constructed and
21 approved i.n accordance with the plans and specifications approved
22 by the Board of Directors on October 18, 1984, and the Certificate
23 1 of Compliance has been so certified to by South Bay Engineering,
24 then the Board of Directors will take the necessary action to
25 i release said Certificate of Deposit to Developer and thereafter_
26 cause the necessary documents to be prepared by the Association

1 shall be responsible for its maintenance and upkeep as provided
2 for in the instruments of acceptance referred to above.
3 4. In the event developer does not secure a grading
4 permit for said improvement from the City of. Rolling Hills within
5 fifteen (15) working days after a Certificate of Completion has
6 been issued by the Association as provided for by Declaration of
7 Restriction No. 150, or developer fails to complete said improve-
8 ! ment within one (1) year after the issuance of said permit by the
9 Association, or fails to perform any of the obligations of this
10 . contract to he performed by the developer, then all of the
11 developer's right, title and interest in and to said Certificate
12 : of Deposit shall be forfeited and terminated and the Association
13 , shall have the immediate right (but not the duty) to take
14 I possession of all said funds as evidenced by the certificate of
15 ; deposit and expend so much thereof up to the total amount thereof
16 to complete said improvement in accordance with the plans and
17 1 specifications attached hereto.
18 1 5. If any .legal action is necessary to enforce the
19 i terms of this Agreement, the prevailing party shall be entitled
20 I to reasonable attorneys' fees in addition to any other relief to
