We would like to request that our project on Sagebrush Lane be calendared to discuss
acceptance into the Rolling Hills Community Association maintenance system. To help
facilitate this, a brief Project History is presented as follows:
J. William Greenhut processed a four lot map taking access off Blackwater Canyon Road
in the City of Rolling Hills. This map, designated as Tract No. 30345, recorded on
December 2, 1977 in Book 887 Pages 28-30. The original Greenhut residence remained
on Lot 1 which takes access off Appaloosa Lane. Access to Lots 2, 3 and 4 was
delineated and noted on the map as "Easement for ingress, egress and utility purposes to
be reserved in documents for Lots 2, 3 and 4." This proposed easement, branching off
the west side of Blackwater Canyon Road and running northwesterly along the north side
of Lot 2 and northerly along the east side of Lot 3 to the southeasterly corner of Lot 4,
became known as Sagebrush Lane. Additional existing and proposed easements to Palos
Verdes Properties and the Rolling Hills Community Association as well as various utility
easements are also shown and noted on the attached map.
Mr. Tony Fan and Mr. James Hao purchased vacant parcels (Lots 2 and 3 respectively) to
build single family dwellings that take access from Sagebrush Lane. Due to extensive
ground failure, Mr. Hao was forced to purchase Lot 4 at 6 Sagebrush Lane in order to
repair the landslide that would have eventually destroyed his home on Lot 3. The actual
location of the road easement for Sagebrush Lane, as shown on the map, was positioned
in the drainage area of the canyon. As a result the original private driveway was built
partially out of the existing dedicated road easement. To remedy this situation, Mr. Fan,
owner of Lot 2, executed an easement grant deed for the benefit of Lots 3 and 4 (5 and 6
Sagebrush Lane, respectively). This provides legal access to Lots 3 and 4.

Mr. Hao is nearing completion of the construction of his intended home at 6 Sagebrush
Lane. Upon completion of this residence, there will be three (3) dwellings that take
access off Sagebrush Lane, i.e. Fan residence at 1 Sagebrush, along with the current Hao
residence at 5 Sagebrush and the soon to be completed home at 6 Sagebrush Lane.
The current designation of Sagebrush Lane in Rolling Hills is a double private driveway.
The reasons it was not originally accepted into the association's maintenance system are
because the roadway was not constructed in an association easement and presumably did
not meet minimum engineering standards. The present owners are currently
reconstructing Sagebrush Lane to meet acceptable engineering standards to be able to
turn the road over to the Community Association for maintenance. No new grading was
proposed and the project's geotechnical engineer, Dale Hinkle, provided pavement
specifications for the road (re)construction. The current roadway is being improved to a
condition that would be acceptable to the homes' association. On Mr. Hao's property a
larger, 32-foot radius, county standard cul de sac is being constructed at the terminus of
the lane and improved with four inches (4") of A.C. paving over twelve inches (12") of
base, over twelve inches (12") of recompacted subbase.
In the future, there will most likely be three separate property owners occupying the
homes on Sagebrush Lane. From a long term planning standpoint it would be in the best
interest for all involved to assign the maintenance of Sagebrush Lane to the Rolling Hills
Community Association for all future upkeep.
