SUBJECT: 38 SADDLEBACK ROAD, STABLE
Building permit records indicate that the stable at 38 Saddleback Road was constructed in
1964, and contained 3 stalls, tack room and a loft.
A visit to the property by City staff in 2006 revealed that the loft area was being used as
an office or similar use. (No inspection was conducted of the lower portion of the stable).
Per the City's Zoning Ordinance, the loft area is limited in use to the storage of feed, tack
and stable equipment. In addition, the Building Code requires that no construction or
conversion be conducted without building permits; no building permits have been issued
for the conversion of the left.
The City Council has directed the Planning Commission to study the City's regulations
for stables and corrals and related uses and to consider whether to expand the allowable
uses of buildings constructed as stables. Code enforcement of stables converted to
unauthorized uses has been temporarily suspended pending this review. Depending on the
outcome of this review, code enforcement against illegal conversions may resume.
The first public hearing regarding stable uses and construction and potential Zoning Code
amendments will be held on September 8, 2009 at City Hall at 6:OOPM. Following the
Planning Commission hearing, the matter will be heard by the City Council.

Thank you for your March 13, 2007 letter concerning refuse collection in the City.
We appreciate your interest in maintaining clean streets free of debris and stains
in the roadway as well as your ideas for changes in the refuse collection process.
In response to your concerns, Allied Waste Services drivers are responsible for
collecting trash that blows off their trucks. As a result of your letter, the drivers
have been reminded by their supervisor of this obligation. Moreover, while not
stipulated in their contract, Allied Waste Services has advised the City that its
drivers will, as a courtesy, collect minor debris from the street that was not
dropped or put there by its staff.
With regard to the residue stains on the roadway, Allied Waste Services has also
now equipped its primary truck with a waste oil container that is installed under
the tailgate area to collect leakage. Allied Waste Services is confident that this
will prevent residue from dripping onto the pavement. In regard to their
location(s) for parking the primary, they advise that they are selected for both
operational and safety reasons.
Implementation of a requirement to collect other trash on the road or implement
a fine for each piece of litter found in the City would require opening the contract
for, further negotiation. The City's contract with Allied Waste Services expires in
2010 at which time the City will have an opportunity to re -bid the contract,
specify the level of service and implement contract specifications relative to
performance and operation standards.

In the event that I decide to run for the Rolling Hills City Council in its next
election, I wanted to put into writing my recommendation to you. during our
meeting, as to how I suggest to help beautify the City of Rolling Hills
without any additional costs to its City residents. I hope that you may have
thought enough of my idea to consider pursuing it, and if need be, to bring it
to the attention of the City Council.

Dear Tony:
The following is my recommendation to the City of Rolling Hills on how to
improve both the beauty and environment of our City, at no additional costs
to its residents.
As a resident for over 30 years, I continue to notice, as do my neighbors
more and more trash along our streets and horse trails. This I know has
increased as more residents move into the City, but it is also my personal
observance that most trash left in the streets and along its trails are a direct
result from the small waste trucks returning household garbage to the larger
trash trucks parked along our roads.
Although one may debate as to whose responsibility this trash clean up is,
the real losers are the residents who live and love Rolling Hills.
Each week, I see paper from the trash trucks that pick-up resident's garbage
along our streets and I know for a fact, that papers and trash blow out or fall
off the smaller trucks on their way to deliver loads of trash to the larger
trucks. I personally have seen this take place.
The trash truck drivers are busy and do not look for the papers blowing off
their trucks. In all the time I have lived in Rolling Hills, I have never once
seen a driver stop to pick-up any litter that has fallen.
I realize that not all the trash along our streets is deposited in this manner,
but believe that Atlas Waste Services is paid to haul trash away as part of
their contract and not to leave any.
In view of this, it is my recommendation to the City that it should inform
Atlas Waste Services that the company through its drivers will now be
responsible at the end of their day's shift to retrace their route and pick-up
all the litter along the road, whether or not they believe that they are
responsible for it being left there.
Atlas Waste Services I am sure has a large and profitable contract with the
City of Rolling Hills, and one that they want to maintain. It is my
suggestion to the City, that my recommendation as stated here be stipulated
into its contract with Atlas Waste Services.
I would suggest that after 60 days of having informed Atlas Waste Services
of this new inclusion to their service contract, that someone from the City
spot check the roads for litter, and that Atlas be fined $25.00 for each time
litter is found. This amount could be deducted directly from their monthly
invoices to the City.
If this suggestion is enforced, our City would immediately look more
environmentally friendly with no additional costs passed on to its residents.
This is the reason we move here in the first place.
Should Atlas Waste Services object to including this item in their contract,
then I would further suggest to the City that it put out for bid their contract,
at the earliest opportunity, as I believe there are several other waste
companies that would be willing to accept this responsibility with a contract.
In addition, please review the two attached photos: one of which shows the
Atlas Waste Services main truck parked on Saddleback Road, with the other
photo showing all the liquid waste that drains through the truck onto the
road. This is a health hazard to residents as well as leaving the roadway a
mess.
I would suggest that Atlas Waste Services park its trash trucks off the
roadway when picking up garbage or at City Hall. Should the City decide to
continue to allow Atlas Waste Services to use its roads as shown in these
photographs, then I think they should be made to steam clean the roadway
monthly whenever the larger trucks are met by the smaller ones.
If I decide to run for City Council in its next election, I would like to advice
the residents of my suggestion to the City and when it was made. I also
think it would be only fair to share with them whatever action is taken by the
City on this recommendation.
