At the request of Councilman Lay, staff is continuing to research the origins of the
guest house observed being remodeled at the subject site. County records do not
include permits for the guest house. RHCA Manager Peggy Minor reports that the
guest house was the original house when the existing residence was constructed in
1951. (Conditional use permits for guest houses became a requirement of the
Municipal Code by Ordinance No. 170, August 13, 1979). At this time, the contractor
has been notified to apply for building permits for remodeling with the Community
Association and the County. At his point, there is no need for a CUP in this case as
the structure is pre-existing/non-conforming. We will coordinate inspection efforts
with the County to insure that no illegal conditions (kitchen facilities) exist in the
guest house.

Staff made some inspections with Senior Building Inspector Rafael Bernal
and District Engineer Lata Thakar and noted the following:
3 Crest Road West (Zee):
Revaluation estimate will be reevaluated because small addition
turned out to be much more of an extensive remodel. (Building
valuations of residential square footage determine plan check fees).
16 Crest Road West (Shaikh):
While we were inspecting new construction, Roger Vink, Association
Buillding Inspector, issued an "Association Stop Work Order" to the
work crew because of many changes to building plans that were not
approved by the Association (i.e. windows).

Staff reviewed the architect's plans, proposed landscape plans, a letter from the
architect, and inspected the subject property this date. We determined that there
were two preexisting driveways on North Quail Ridge Road at the property. The
proposed landscape plans are correct. But, as the architect's letter noted, the
driveway nearest to the corner of Crest Road West and North Quail Ridge Road as
shown on previous drawings was inaccurate.

Attached for your review is a plan describing a proposed importation of
approximately 84 cu. yds. of soil to 3 Crest Road West. It has been reported to this
office that this soil will be used solely for landscaping purposes as described on the
attached plan. Your review of this plan will be appreciated.
It is also reported that the soil from the pool excavation will provide the soil for half
of the landscaping features that are described in the attached plan. If you have any
questions or need any further information, please let me know. Thank you for all
of your assistance.
