SUBJECT: ALLEGED GRADING ACTIVITY AT 7 CREST ROAD EAST
Dear Mr. and Mrs. DeRoy:
As you know it has come to the City's attention that grading activity is taking place on your
property, which could exceed the threshold for over -the counter approval.
In March 2007 an over the counter approval was granted for construction of a 672 square foot
stable with 288 square foot porch, paddock and corral areas. The plans indicated that no grading
was required. In July 2007 a building permit was issued for the stable without grading by the Los
Angeles County Building and Safety Department.
Thank you for allowing me to visit your property on October 1, 2007 to determine the scope of
work. During my visit you explained the limits and scope of construction including the required
excavation and movement of dirt. I viewed a report from the soils engineer who required that the
footings be set into the bedrock, which accounts for the excavated dirt.
From the visit to your property and review of the construction site, conversation with your
engineer and the report from the soils engineer it has been determined that the work observed
does not constitute grading under the City's definition of grading and that no grading permit
would be required for this work. Therefore, no violation of the City's regulations was found on
the property.
