Dear Mr. Ripley:
In regard to your inquiry with respect to Schedule B of Title Insurance
and Trust Company Policy Number 2584241 dated April 3, 1947, Page 5
states as follows:
"By an instrument recorded July 3, 1946 in Book 23433 Page 68, Official
Records, the terms and conditions of said declaration were amended
to provide for two building sites."
This document does not show a plan for subdivision of the single
parcel 69B into two sites. In order to record a new deed, a lot divis-
ion must occur by submitting the lot division to the Rolling Hills
Community Association, the successor in interest from the orginial
subdivider, Palos Verdes Properties.
Enclosed is a copy of Resolution 131 that outlines procedures that
are necessary to follow in establishment of the two sites on the one
parcel 69B.
Many difficulties arise in complying with Resolution No. 131. Please
note on Page 6 reasons for disapproval of the subdivision:
A) "Lack of adequate width or improvement of access roads to the
property.
B) Creation of a land -locked lot or building site without frontage
on a road or other approved ingress or egress from a road."
The only access for the two lots would be Crest Road and each lot would
require ownership frontage along this road. You would not be .allowed
to create a "flag lot" or cross the front lot to reach the rear lot.
The southerly half of the total property is extremely steep and prove
difficult to comply with Resolution No. 131.
Page 7 (F) "Non-conformance with any officially adopted General Plan
of the City of Rolling Hills." For your information, the City of
Rolling Hills was established in 1957, some years after this property
was deemed to have "2 building sites" by the private Homes Association,
Palos Verdes Properties. The City has established subdivision and

property development regulations that in my opinion as a 30 year employee
of the Community Association of working with the City in considering
plans to satisfy requirements of both entities, cannot be overcome to
establish an additional building site. Many restrictions and regulations
are now applicable to property development and I do not believe it poss-
ible for you to create and provide a clear title for a second site.
It is also difficult to plan proper design for the property when a home
has already been built on the property. Consideration must be given to
the location of the existing house and many constraints have been placed
on the property by the fact that the lot hasalready been developed.
I discussed this matter with Mrs. Lola Ungar, Principal Planner of the
City of Rolling Hills and was advised by her that although the private
Homes Association had approved "two building sites" in 1946, the actual
creation of two sites would have to be filed and presented to the City,
and conform with current parcel subdivision regulations as well as
zoning regulations now in force on the property.
