That information' includes: • That the proposed elevations of these berms be identified on the plan, and • that the calculations on how this quantity of soil (84 cubic yards) was achieved. It is not our intent to create obscure rules. However, we do wish to understand the totality of the request and make an appropriate determination after the necessary information is submitted. I wish I was able to be there to understand the scope of the issue, but unfortunately, I am in San Francisco. I would like to express my concern about the difficulty of moving soil in Rolling Hills. Building and landscaping in the city is a painful experience because there are so many rules and because everyone has a different interpretation of these rules. I understand the need to control the aesthetics of the city in order to maintain a sense of community, but restricting the importation of topsoil is extreme. Most importantly, the quality of the soil in Rolling Hills is quite poor. Large amounts of topsoil and amendments are necessary to make the plants grow well. The importation of soil should be allowed for this purely practical reason. Secondl, the topography and the roll of the land is the foundation and structure for the garden. A small berm or roll in the Iandscape can transform a flat area in to something much more pastoral, and beautiful. The garden is the homeowners Eden and families should be able to improve the appearance of their own yards. The community is the combination of the wishes of many individuals. It would be unfortunate if the community became so restrictive that no one was able to create a home and garden that made them happy. According to Section 17.210(A)(2) of the Rolling Hills Municipal Code, a pool house or cabana requires Planning Commission approval of a Conditional Use Permit. In addition, there are now three (3) different accessways. Originally there were two accessways: one off Crest Road and one off Quail Ridge Road. There are now two different Quail Ridge Road accessways. One driveway is now 47 feet from the center of Crest Road that was previously 83 feet from the center of Crest Road. (See attached portion of original 1993 approval). More than one driveway requires a Conditional Use Permit per Section 17.16.210(A)(1) "More Than One Driveway. Additional driveways which provide a second or more means of vehicular access from a lot to a maintained street shall be permitted only in the following circumstances: a. The subject property is not developed with a driveway, within fifty feet of a roadway intersection. b. The subject property has frontage on maintained roadway of not less than thwo hundred fifty feet; and c. A minimum separation of one hundred feet is maintained between driveways on the same property." Further, new driveways must be reviewed by the Traffic Commission.
