Thank you for your correspondence. As I indicated to you on the telephone, I am sorry
for the loss of you pet. You have our condolences. If you have any information relating
to the vehicle that was involved, please forward it to me so that I can forward it to the
Sheriff's Department for an investigation.
Regarding the issues that you have addressed, I offer the following. Issues regarding
Gate Guards, easement or trail maintenance fall under the Community Association. I
have enclosed a copy of the Wildlife Preservation Committee flyer on how to handle
peacocks on your property for your information.
Effective July 1 of this year, the City of Rolling Hills has more law enforcement
personnel assigned for a variety of law enforcement services then at any time in history.
Most recently, the City Council joined the other Peninsula Regional Law Cities in
establishing another Special Assignment Deputy position which will allow other
deputies to provide additional law enforcement services.
I will remind the Sheriff's Department to enforce speed laws along Crest Road. To
further that effort, please report any instances of speeding vehicles to us, with as much
detail as possible, and I will contact the Sheriff's Department immediately for an
appropriate response.
Finally, the municipal code permits construction activity between 7:00 a.m. and 6:00
p.m. Monday through Saturday. If you experience a violation of this restriction, please
let us know and we will be pleased to respond.

The Rolling Hills Wildlife Preservation Committee, with the cooperation of the
City Council, has compiled information on the behavior of peafowl that live on
the Palos Verdes Peninsula. Listed below are tips that will prompt or hinder
peafowl from visiting your property.

Hungry peafowl are attracted to
properties with vegetation they
like to eat. These plants and
flowers include tomatoes,
broccoli, chives, brussel sprouts,
cabbage, cauliflower, kale,
impatiens, California poppies,
petunias, amaryllis, nasturtiums,
sweet alyssum, primrose,
begonias, kohlrabi, lettuce, young
spinach, and holly berries.
Peafowl are also attracted to
leftover pet food.
Peafowl tend not to visit
properties with dogs. Residents
who have dogs, and wish for
peafowl to visit their property,
may want to keep their dogs in an
enclosed area.

• Peafowl are attracted to wild bird
seed, bread, and pet food. If you do
not wish to invite peafowl to your
property, it is a good idea to feed
pets indoors, and remove any
leftover food immediately.
• Certain vegetation exists whi
ch
peafowl do not like. These include,
azaleas, camellias, bougainvillea,
ivy, roses, jade, geraniums,
cactus, hibiscus, snapdragons,
bird of paradise, pink lady bush,
clivia, canvas, columbine,
coneflower, gladiolus, hostas,
marigolds, peonies, gaillardia,
hardy lavender, gardenias,
poinsettia, mums, painted daisy,
fuchsia, baby's breath, ferns,
lavender, mint, bee balm, blazing
star liatris, butterfly plant, giant
columbine, Shasta daisy,
plumbago, sunburst coreopsis,
gloriosa daisy, phlox, and weigela.
• If you have a stable on your
property, keep it and the
surrounding area clean because
peafowl are attracted to the seeds,
bugs, and worms usually found
near manure. The same can be
said of you If wish to
compost, use a covered compost
bin, and keep the composting
area clean.
• As was previously mentioned,
peafowl are afraid of dogs.

SUBJECT: SPEED, NOISE, AND ODORS OF LARGE TRUCKS
Dear Mrs. Hawkins:
Thank you for your fax message.. Let us assure you that your concerns are being
taken seriously and are being addressed by City staff.
As we told you on July 3rd, we spoke with representatives of the 1 Buggy Whip
construction site and they notified the two trucks that were working that day to slow
down in response to your previous fax message. They assured us that the two trucks
that were removing large rocks from the City would be finished by noon that day.
The Rolling Hills Municipal Code restricts construction work or the operation of
mechanical equipment to Monday through Saturday between the hours of 7 AM
and 6 PM each day (Chapter 15.36). Unfortunately, during the construction of a
residence, the use of heavy equipment results in a certain amount of noise and
odors.
Regarding your concerns about the speeding of trucks on Crest Road, we spoke with
the contractor at the 1 Buggy Whip Road construction site and we have alerted the
sheriff to increase radar patrols along Crest Road.
Regarding your concerns about the exclusive use of Crest Road of large trucks and
truck monitoring, we spoke with the Community Association. We learned that the
majority of daily traffic takes place at the Main Gate on Portuguese Bend Road and
not Crest Road. In addition, the Association monitors truck loads, charges a fee for
the trucks as well as each load of rocks that leaves the City.
We believe that your immediate concerns relate to one particular construction site,
but you should note that there are also more than thirteen (13) other construction
sites within the City that receive and dispose of construction materials and waste
using large trucks. While this activity will generate slight increases in vehicle trips
during construction, the quiet environment of Rolling Hills should remain intact
following construction.

City Manager Craig Nealis is investigating other possible proposals related to truck
speed limits on Crest Road. He reports that sheriff's deputies issued 5 citations for
passenger cars speeding along Crest Road in that vicinity during the latter part of the
week of June 30, 1997 through July 4, 1997. The sheriff's office reported that none of
the large trucks from the Buggy Whip Drive site was observed speeding.
We have forwarded your letters to the City Council and the Rolling Hills
Community Association and hope that our explanations and efforts respond to all

ANOTHER WAY OF SAYING THAT THE CITY IS GOING TO DO
NOTHING ABOUT THE PROBLEM AND THAT I AM GOING TO BE
SHINED ON.
I HAVE MADE TWO VERY REASONABLE REQUESTS. ONE: REQUIRE
THAT ALL WORK TRUCKS ARE ALLOWED ACCESS TO THE CITY ON
WEEKDAYS ONLY - NOT WEEKENDS - AND THAT ACCESS IS LIMITED TO
THE HOURS BETWEEN 8:00 A.M. AND 3:00 P.M. THE WORK THAT THE
TRUCKS ENGAGE IN STILL GET COMPLETED. THE CITY WILL STILL
GENERATE THE SAME AMOUNT OF REVENUES FROM GATE FEES THAT IT
NOW CHARGES EVEN THOUGH IT MAY TAKE A TAD LONGER TO
ACCOMMODATE THE TRUCKS. THE RESIDENTS' LIVING ON CREST, WHO
TAKE THE BRUNT OF ALL THIS TRAFFIC, WOULD ONLY HAVE TO LISTEN
TO THIS OUTRAGEOUS NOISE AND SMELL DEISEL FUMES FOR A "MERE"
SEVEN HOURS A DAY, FIVE DAYS A WEEK.
TWO: EITHER REDUCE THE SPEED LIMIT FOR THESE TRUCKS TO 25
MPH OR MAKE SURE THAT THE EXISTING, 30 MPH SPEED LIMIT IS
STRICTLY ENFORCED. FOR WHAT SEEMS LIKES MONTHS, THESE TRUCKS
HAVE BEEN RACING UP AND DOWN CREST LIKE WHEELED BATS FROM
HELL. LAST WEEK, I COUNTED 21 SUCH TRUCKS WITHIN THE SPACE OF
ONE HOUR. THEY ARE LOUD. THEIR DEISEL FUMES STINK. THE DRIVERS
IGNORE OUR SPEED LAWS AND, IN DOING SO, ENDANGER DOG, HORSE
AND PEDESTRIAN TRAFFIC ALONG CREST.

SAFETY HAZARD? IF THE COUNCIL MEMBERS DO NOT BELIEVE THESE
TRUCKS CREATE A DISTURBANCE, THEN IT HAS TO BE BECAUSE THEY DO
NOT RESIDE ON CREST OR BECAUSE THEY ARE EMPLOYED OUTSIDE THE
CITY WHEN THE TRUCKS ARE PRESENT.
THE EXCLUSIVE USE OF CREST TO ACCESS THE CITY BY THESE
LARGE TRUCKS AND OTHER HEAVY DUTY EQUIPMENT IS UNFAIR TO THE
RESIDENTS WHO LIVE ON CREST. THE CITY HAS ALREADY ALLOWED
CREST TO BECOME A MAJOR "CUT ACROSS THE HILL" THOROUGHFARE
WITH ITS "COURTESY," WINK YOUR EYE, LOOK THE OTHER WAY, LET 'UM
RUN THROUGH POLICY TO ALL MAIL CARRIERS, CABLE WORKERS, WATER
PERSONNEL, GAS PERSONNEL, PHONE COMPANY PERSONNEL, EDISON
PERSONNEL AND ANYONE ELSE WITH A "CONVENIENCE" STICKER
PURCHASED FROM CITY HALL, IRRESPECTIVE WHETHER THESE PEOPLE
ARE CONDUCTING ANY LEGITIMATE BUSINESS' WITHIN CITY LIMITS.
WERE THESE PRIOR AFFRONTS TO OUR PEACE AND QUIET NOT ENOUGH,
CREST RESIDENTS ARE NOW BEING SADDLED WITH THIS LATEST GAGGLE
OF NOISY, STINKING, POLLUTING HEAVY DUTY VEHICLES.
IF THE CITY BELIEVES THAT I AM EXAGGERATING TRUCK SPEED,
GET A TRAFFIC DEPUTY FROM LOMITA STATION TO RADAR ENFORCE THE
SPEED LAWS ALONG CREST. DEPUTY LOPEZ, FOR EXAMPLE, OUGHT TO BE
QUICKLY ABLE TO CONFIRM WHETHER I AM OVERSTATING THE SPEED OF
THESE TRUCKS WHICH, OF COURSE, CANNOT STOP NEARLY AS FAST AS
PASSENGER CARS.
IF THE COUNCIL BELIEVES THAT I AM EXAGGERATING THE
AMOUNT OF NOISE AND STENCH FROM THESE TRUCKS, IT IS WELCOME TO
HAVE SOMEONE SIT IN MY FRONT YARD AND "TAKE A LISTEN" AND A
"WHIFF" FOR THEMSELVES.
WHEN I CALL THE CITY REGISTERING MY COMPLAINTS, I AM ASKED
TO PROVIDE SPECIFIC SUGGESTIONS TO REMEDY THE PROBLEM, BUT
THEN INSULTS MY INTELLIGENCE MY TELLING ME THAT THE
SUGGESTIONS ARE UNDER "REVIEW." IF THE CITY IS NOT GOING TO DO
ANYTHING BUT "REVIEW," THEN SAY SO AND STOP WASTING MY TIME. IF
