The landscape plan submitted on September 2, 1993 and revised on
September 15, 1993 complies with requirements of Resolution
No. 93-19 in that the sports court will be screened from the street
and all planting conforms to the adjacent properties on
Williamsburg Lane. The cost estimate is appropriate as the owner
has arranged for the plant material to be installed at wholesale rates.
Revised plan approved is submitted.

The applicants request a Variance to permit encroachment into the
front yard setback for a master bedroom addition and the enclosure
of an existing breezeway, and a request for Site Plan Review to
permit substantial additions to an existing single family
residence.
BACKGROUND
1. The Planning Commission viewed a silhouette of the proposed
project on April 17, 1993. Staff was asked to research the
history of the existing tennis court and learned that it was 30
to 40 years old and once was screened by bushes. There is no
information about the observed court lighting.:
2. The applicants are requesting a Variance to permit encroachment
into the front yard setback for a master bedroom addition that
will encroach 14 feet into the front yard setback and the
enclosure of an existing breezeway that will encroach 14 feet
into the front yard setback. Each of these additions will not
encroach further than the existing residence.
3. The applicants are also requesting Site Plan Review to add
a 107 square foot master bedroom, a 276 master bath, and fill
in the breezeway and rear of garage with 807 square feet for a
bedroom, bath, breakfast nook and family room. These additions
will total 1,190 square feet. The residence will be 3,575
square feet and the garage will be 462 square feet.
4. The existing house, attached garage and swimming pool were
built in 1951. In 1952, a cabana was constructed north of the
pool. Then, in 1955, a retaining wall and tennis court were
completed to the rear of the house and southwest. Later, in
1958, a stable was constructed south of the residence.

5. Grading for the project site will not be required.
6. The applicants propose a new roof for the project..
7. The structural lot coverage proposed is 8,489 square feet or
10.80 (20% permitted) and the total lot coverage proposed is
14,980 square feet or 19.1% (35% permitted).
8. The building pad coverage proposed is 25.8% on a 19,345 square
foot pad.
9. Access to the proposed garage will remain the same as to the
existing garage.
10. Attached is a letter from Mr. and Mrs. Lee Sawyer, 16
Williamsburg Lane in support of the project.
11. The project has been determined to be categorically exempt
pursuant to the California Environmental Quality Act (CEQA).
RECOMMENDATION
It is recommended that the Planning Commission review the proposed
plans and take public testimony.

DISCUSSION
In reviewing the applicant's request under Title 17 (Zoning), staff
would identify the following issues for evaluation:
1. The applicants are requesting a Variance to permit encroachment
into the front yard setback for a master bedroom addition that
will encroach 14 feet into the front yard setback and the
enclosure of an existing breezeway that will encroach 14 feet
into the front yard setback. Each of these additions will not
encroach further than the existing residence.
2. The applicants are also requesting Site Plan Review to add
a 107 square foot master bedroom, a 276 master bath, and fill

bedroom, bath, breakfast nook and family room. These additions
