Mr. Bernal told us that about seven months ago he had been informed by the Corredors that they would be repairing and replacing only rotten wood for the existing deck at their property. Ms. Minor reports that the east portion of the residence was constructed prior to incorporation of the City in 1957. Twenty foot side yard setbacks were required after Ordinance No. 33 of the Zoning Code was adopted on June 13, 1960. Therefore, the existing residential structure is considered legal nonconforming. Subsequently, a change was approved on July 24, 1956 on the easterly side of the residence with addition of a family room located 16' 6" from the easterly boundary line. In 1956, sideyard setbacks were 10 feet; therefore, the setbacks were completely in compliance with Association and County regulations. The City of Rolling Hills was not established until 1957. Currently, trenching for foundations and drilling of caissons at no. 5 Wideloop has begun. This site has an existing building pad sufficient for the additions planned; therefore no grading is required or planned. This makes it very difficult to dispose of excess dirt. There are no alternative locations on site to "spread" the excess dirt as a method of disposal. Construction at no. 13 Crest Road West is nearly complete. An existing pad adjacent and slightly below the residence is currently unimproved and unlandscaped. By using the soil from no. 5 Wideloop, I can subtly join the lower pad to the main pad yielding a visually larger siting for the house. This will result in a "low slung" silhouette more in keeping with the Community Associations guidelines for aesthetics. This grading shall not meet the minimum requirements for a grading permit as set forth by the Los Angeles County Building Department. I feel that the above proposed disposal of dirt and cosmetic grading is beneficial for both properties and the community at large. Thank you for considering this request.
