William D. King. We have lived at #16 Wideloop Road (directly across from #9) for 8 years. In this time there has been five changes in ownership. With these changes there has been an increasing amount of neglect to the landscaping and mainte- nance of the property. Where there was once well manicured hedges, there is now unkept, overgrown, view destroying shrubbery. The yard nearest the roadway has been neglected and allowed to overgrow. We find it difficult to believe that this is the purpose of the city councilg' limitation on lot coverage. The home at #9 is so secluded that an addition would not be apparent from the road. If the variance is approved to allow the addition of 440 square feet of living space and 620 square feet of garage, there would be no involvement of the setback or easement requirements. With the variance a family will be able to rejuvenate the property and improve the only thing visible from the street - the landscaping. It is very important to us that the rural atmosphere of Rolling Hills be maintained. It is equally important to us that landscaping be maintained. When the addition to a home will not be visible to the street but will enhance the appearance of the property, there is no reason to not approve it! We urge you to consider and pass the variance request so that this home can be brought up to the standards of Rolling Hills. King. The three houses, #5, #7 and #9 Wideloop Road were built very early in the development of the city, and were constructed simultaneously in the mid-1940's. There has been no change in this home at #9 since that time. The addition of a pool and tennis court Ike increased the outdoor area usage. As other homes on Wideloop Road have been upgraded and even removed and rebuilt, it would be of interest to other property owners on the street for #9 to be brought up to the standard of these residences. The view, easement and setbacks will not be disturbed by the proposed construction, and no grading of any significance is needed. It is our understanding that only 440 square feet of living space under new roof and a 620 square foot garage is being planned. This is hardly an outrageous request for the present home is only a bit over 3,000 square feet and no one will be aware of the requested changes due to private nature of the property. Of all the homes on Wideloop Road, this home is the most secluded. Although there is a tennis court and stable on a lower level, neither can be seen from any neighboring residence. The house itself is tucked below the level of the street, and even if the existing trees were gone, privacy is maintained. It is our desire, as immediate neighbors on the east of #9 Wideloop, to see the variance application and appeal become a positive reality, as we have lived here in the city for over 20 years, and on Wideloop Road for over 12 years. In that time, we have experienced a series of neighbors living at #9. Some have maintained the property, others have allowed it to be neglected. We embrace the concept of the rehabilita- tion and future care anticipated through the passage of this variance request. King) Dear Madam Mayor and Members of the City Council: We live at 5 Wideloop Road. We are familiar with the above - referenced zoning case and are disappointed that the planning commission denied the Kings' request for a variance. We support their efforts in appealing this denial. As you all probably know, Wideloop Road is a unique street in the City of Rolling Hills. We do not believe that any decisions with respect to variances on this street could logically serve as any kind of precedent for homes in the rest of the city. Though there are many residences on this small street, and while all have a certain amount of privacy, the three (3) homes referred to in the Kings' letter to you of November 8 - theirs, the Smiths and ours, are far removed from the street. It is hard to imagine that the additions proposed by the Kings on their own very private property would have any effect whatsoever with respect to neighboring residences, certainly not ours. We have reviewed their letter of November 8, 1988, that appeals this decision by your planning commission, and we strongly agree with all of the contentions made by the Kings. We are particularly struck with the fact that there were absolutely no objections of any kind made to their request that we are aware of. We appreciate the efforts of all of the members of the planning commission considering this request. However, we do not feel that the citizens of this city are benefited by their decision.
