DISCUSSION
The above -stated application is continued from the Planning Commission
field inspection meeting of October 6, 1990. At the field trip, the
request for a conditional use permit and site plan review for a proposed
7,000 square foot tennis court within an existing riding ring was
reviewed. The applicant's representative restated that no grading would
be required. The paramount issue regarding this request is compatibility
with the site and surrounding properties. In the past, the subject site
was developed with an emphasis on horsekeeping facilities, including the
riding ring and two stables. In response to a statement by one of the
Commissioners, the riding ring was developed at a time (1973) when it did
not require Commission review, unlike the present requirement of a
conditional use permit. The proposed tennis court would essentially
consume the ring, but would permit some remnant use for a corral and
access between the two stable structures on the property.
Other issues raised were potential visual and noise impacts to surrounding
properties. The Commission has received a letter of correspondence from a
neighbor which mentions suggested conditions (noise study, restricted
hours of use, screening by vegetation) that had been imposed upon his
approval of a tennis court. This court was observed to be well screened
from the property under application. The Commission observed that a
number of dead or dying mature trees should receive attention, and should
the application be approved, replacement and additional vegetation must be
required in a landscaping plan.
RECOMMENDATION
In reviewing the application and the subject site and surrounding
properties, Staff is of the opinion that the property is of adequate size
to accomodate the proposed tennis court. Therefore, staff could recommend
approval of a conditional use permit and site plan review for a tennis
court, subject to conditions that mitigate potential impacts of visibility
and noise.

proposed tennis court with the site.
REVIEW AND EVALUATION OF ISSUES
In reviewing the applicant's request under Title 17 (Zoning), staff would
identify the following issues for evaluation:
1. The applicant proposes to construct a 7,000 square foot tennis court
on a portion of an existing riding ring/corral. The project will comply
with setbacks and coverages (11-.5% structure, 20.3% total).
2. Compatibility of the proposed tennis court with. the site and
surrounding properties must be evaluated. Potential visual impacts should
be addressed.
3. The plan calls for no grading. A new drainage swale is proposed.
4. Landscaping requirements regarding any screening required must be
reviewed.
RECOMMENDATION
Before a conditional use permit and site plan review can be approved,
required findings as set forth in the code must be determined by the
Planning Commission. The Commission should receive public testimony and
continue the application to an adjourned meeting for a field inspection.
