The applicants are requesting a Conditional Use Permit to allow the construction of a 789 square foot guest house at the southeast portion of the lot. They also request Site Plan Review for the construction of a 980 square foot stable at the north portion of the property. 3. A comparison of a prior proposal for a guest house in March, 1990 and the current proposal is attached. At that time, the Planning Commission denied a request for a guest house in Zoning Case No. 415 because it would adversely impact the existing hillside slope at the rear of the property, would result in overdevelopment of the lot, it will cover 380 of the 19,000 square foot building pad (in addition to the residence and stable), requires additional grading that would impact the hillside, and have visual impact to surrounding properties, and is not compatible with the site (Resolution No. 90-3 attached). The existing 4,960 square foot house, 880 square foot attached garage, and 380 square foot pool were completed in 1991. 4. The Commission should note that the Zoning Code does not address parking or walking access for a guest house, but the Community Association Building Regulations say, "There shall be no parking or walking access from the road easement or private driveway to guest house or servants' quarters."
