This letter shall serve to notify you that the Planning Commission adopted a
resolution on April 20, 2010, granting a request in Zoning Case No. 778. That action,
accompanied by the record of the proceedings before the Commission was reported
to the City Council on April 26, 2010.
The Planning Commission's decision in this matter shall become effective thirty
days after the adoption of the resolution by the Commission, (by May 20, 2010).
If no appeals are filed within the thirty (30) day period after adoption of the
Planning Commission's resolution, the Planning Commission's action will become
final and you will be required to cause to be recorded an Affidavit of Acceptance
Form together with the subject resolution in the Office of the County Recorder
before the Commission's action takes effect.

SWIMMING POOL IN ZONING CASE NO. 778, (LOT 10-RH), (REHRIG). THE
PROJECT HAS BEEN DETERMINED TO BE EXEMPT FROM THE
REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
(CEQA).

THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS
DOES HEREBY FIND, RESOLVE AND ORDER AS FOLLOWS:
Section 1. Application was duly filed by Mr. and Mrs. William Rehrig
with respect to real property located at 46 Saddleback Road, Rolling Hills,
requesting a Site Plan Review and a Conditional Use Permit (CUP) for grading of
1,172 cubic yards of dirt (including excavation from a basement and a pool) and
construction of an 800 square foot recreation room with 262 square foot attached
trellis, a 2,560 square foot addition with 397 square feet of attached trellis for a total
of 7,117 square foot residence, a 1,638 square foot basement and a major remodel at
an existing. single family residence. The existing swimming pool will be
demolished and a new 717 square foot swimming pool, barbeque area, 468 square
foot detached trellis,. service yard and pool equipment will be constructed. The
existing 704 square foot non -conforming detached garage will remain in its current
location. A 684 square foot stable, 299 square foot freestanding tack room and
corral exist on the property and will remain. •
Section 2. The Planning Commission conducted duly noticed public
hearings to consider the application on February 23, 2010, March 16, 2010 and at a
field trip on March 16, 2010. The applicants were notified of the above -referenced
hearings in writing by first class mail. Evidenc.e was heard and presented from all
persons interested in affecting said proposal, from all persons supporting the
same, and from members of the City staff at each of the hearings. The applicants
and the applicants' representatives were in attendance at the hearings.
Section 3. The property is zoned RAS-1 and is currently developed with
a 4,557 square foot residence, 704 square foot detached garage with attached 220
square foot shed, 775 square foot guest house located in the front setback, 922
square foot swimming pool, 7,200 square foot tennis court with lights, 299 square
foot tack room and a 684 square foot stable with corral. A less than 120 square foot
shed is also on the property. 230 square feet 6f the existing garage encroaches into
the front setback; and is to remain. As part of this application, the guest house and
the sheds will be demolished and the lights will be removed from the tennis court.
Section 4. The Planning Commission finds that the project qualifies as a
Class 1 Exemption [State CEQA Guidelines, Section 15301(e)) and is therefore

Mr. Schwartz:
This letter has been prepared to comply with City guidelines concerning placement of subsurface
explorations.
SITE: 46 Saddleback, Rolling Hills
PURPOSE OF EXPLORATION: Geologic, geotechnical, and percolation study.
PROPOSED WORK DATE: Somewhere between April 12 to 30, 2010.
EXPLORATION LOCATION: At various locations within the property.
EXPLORATION METHOD: Hand excavations and drill rig.
LENGTH OF EXPLORATION: One day for hand explorations, two days for drilled holes.
SITE RESTORATION: Borings and test pits will be backfilled to existing grade.
EROSION CONTROL: None needed.
GENERAL COMMENT: The hand dug test pits will be excavated and backfilled the same day.
The drilled borings needed for percolation testing will take two days to drill, the holes will be
secured and fenced, testing will take about one week, after which the borings will be backfilled to
existing grade. The percolation test borings are to be placed either at the rear of the property by
the stables or at the front of the property in a fenced landscape area. We anticipate four borings.

meeting on March 16 directed staff to prepare a resolution, with conditions, to approve
your request in Zoning Case No. 778. The Commission will consider this resolution at
their April 20, 2010 meeting.
The resolution with findings and conditions of approval will be forwarded to you on the
Friday prior to the next Planning Commission meeting. Please review the conditions of
approval.
The Planning Commission decision shall become effective thirty days after the adoption
of the resolution unless an appeal has been filed by you, any interested party or the City
Council takes jurisdiction of the case within that thirty (30) day appeal period. (Section
17.54.010(B) of the Rolling Hills Municipal Code). Should there be an appeal, the
Commission's decision will be stayed until the Council completes its proceedings in
accordance with the provisions of the Municipal Code.
The Planning Commission action, accompanied by the records of the proceedings will be
presented to the City Council as a report item on their agenda at the Council's regular
meeting following the Commission's approval.

The Planning Commission scheduled a field trip to your property to view a
silhouette of the proposed project on MARCH 16, 2010 at 7:30 AM.
The owner and / or representative must be present to answer questions regarding
the proposal.
The site must be prepared according to the enclosed Silhouette Construction
Guidelines and the following requirements:
A. A full-size silhouette in conformance with the
attached guidelines must be prepared for ALL
STRUCTURES of the project showing the
footprints and roof ridges indicating heights;
B. Indicate the limits of the light wells for the
basement and to the best of your ability stake
the wells and show the transition from the
basement to the pool building pad;
C. Delineate the side and front yard setback lines
in the vicinity of the project;
D. Delineate the property lines and easement lines
in the vicinity of the project;
E. Delineate all proposed patio areas, outdoor
kitchen and the pool; if infinity pool, show the
extent of the spillway;

F. Erect a silhouette for covered porches,
entryways, trellises, fire place, if any and all
other structures;
G. Stable, tack room, corral and access must be
available for the Commission to visit.

SILHOUETTE CONSTRUCTION GUIDELINES
A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting/field trip.
Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges and eaves.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of
construction. 21/2 - 3' high wooden stakes must be used to delineate the lines. Such stakes must
be flagged and marked on their sides:
• Property line ( red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as
during the entire construction process, when required by the Commission.
The application may be delayed if inaccurate or incomplete silhouettes are constructed.
