146, Construct a spa, ApplicationAft 7/9 4/t-*"' 411r1 CITY OF ROLLING HILLS ZONING CHANGE, VARIANCE OR CONDITIONAL USE PERMIT APPLICATION A. AUTHORITY AND RESPONSIBILITY Under Ordinance 113 of the City of Rolling Hills, the Planning Commission must consider the following: 1. The Planning Commission shall consider all matters presented to it fairly and impartially, recognizing the rights of the applicant as well as its obligation to enforce all zoning ordinances and resolutions adopted by the City Council of the City of Rolling Hills. 2. The development and use of all land within the City of Rolling Hills should be directed to the continuation of the existing rural open areas surrounding the existing residences in the City, and each new improve- ment or use of land should be carefully examined to determine what effect the proposed improvement or use of land will have on the terrain, trees and natural flora in the City. 3. The granting of variances and conditional use permits shall be carefully scrutinized to protect bridle trails, and provide the proper spacing of residences and accessory buildings so as to prevent overconstruction of the lot or parcel to be improved. Please review City Ordinances No. 33 and 113 for additional information. B. REGULAR MEETINGS I. Applications are considered at the regular meetings of the Planning Com- mission which are held the third Tuesday of each month. Applications must be submitted to the Planning Commission Secretary no later than the first Monday of the month in which the hearing is to be held. Provide sufficient time in your plans to attend at least two meetings to allow the Planning Commission to study the facts presented and to make a field trip review of the physical conditions. The applicant or a representative must appear at the meeting. C. PLOT PLANS Seven (7) copies of a Plot Plan MUST accompany the application, and must show: . 4. The location of the existing and proposed building(s) or structure(s) on the property, including accessory buildings, swimming pools, tennis courts, and other paved areas. The defined area(s) for which the change, variance or conditional use permit is requested. The outside boundaries showing dimensions and easements. Sufficient contour lines, including existing and proposed grading. It may be necessary to submit a vicinity plan showing adjoining properties where there is a possibility that approving the application will affect the interests of the surrounding properties or neighborhood. In serving your best interest and to avoid time delays, please have as complete data and facts as possible available to the Planning Commission at the time of consideration of your application, D. CONFORMANCE TO OTHER REGULATIONS In planning their improvements, applicants should also consider the require- ments imposed by the Los Angeles County Building Regulations and the Rolling kills Community Association -Architectural and Landscape Committees. Planning the sequence of submission of requests to the various authorities may save the applicant elapsed time and costs, if the application is denied. E. Small, M.D. 5 Flying Mane Lane Rolling Hills, California 20 November 1975 Board of Directors ,Architectural Committee Planning Committee Rolling Hills, California Dear Directors and Committee Members: The purpose of this letter is to make a formal complaint concerning the issuance of a spa building permit to Dr. Cooper, 8 Ringbit East. I attended a public hearing at the Planning Committee's meeting concerning the Cooper's permit. At that time, I stated illegal building had already occurred during Dr. Cooper's ownership of the property. This building activity involved a installation of a six foot wire fence on the interior side of a perimeter three rail fence. Also, a large wood and wire gate was added in the side yard. Six foot pipes with rainbird type sprinklers were attached to the inside of the perimeter fence. Two large diameter pipe structures approximately seven feet high and 8 feet long were placed at right angles to one another to form some type of play set in the front yard. Prior to Dr. Cooper's ownership, apparently a tall wire fence with thip steel poles was built around the backyard. In addition, the perimeter three railnwas constructed two to three years ago without a permit. After a field trip inspection of the above mentioned structures, the Plan- ning Committee agreed to recommend a permit to build the spa. Apparently my view of Dr. Cooper's front and side yard will be a spa complete with a metal fence, a large pipe play set, a largewire mesh gate, and a six foot wire fence (the top two feet bent to a 600 angle). The tradition of build now and obtain a.permit later (if at all) is being accepted. It is my hope to arouse concern in what may appear to be only a "minor" problem. Siicerely; Richard C. Small, M.D.
