292, Construct a new tennis court, Staff Reportsf • City O/ Rolling J�ifia INCORPORATED JANUARY 24, 1957 NO. 2 PORTUGUESE BEND ROAD ROLLING HILLS, CALIF. 90274 (213) 377-1521 TO: Planning Commission FROM: City Manager SUBJECT: Landscaping Around Tennis Courts In response to a memo from the Landscape Committee regarding inadequate screen planting around the tennis court on the Siegal property at 2 Quail Ridge Road North, staff visited the site to determine whether the conditions imposed by the Planning Commission had been met. A double row of pine trees planted along the wester- ly edge of the court, outside of the tennis court fence, will screen the court, when they mature, from properties located across the canyon. It is staff's recommendation that the same type of planting be continued across the south side of the court, for increased screen- ing from other properties. The bank along the north and east side of the court have been landscaped, and since these areas are visible only to the occupants of the property, the need for screening is not as critical, since the court is below the level of the house, and is virtually hidden by the topography. With regard to visibility of the court from the Torino property at 5 Crest Road West, which was the basis of the comments by the Landscape Committee, the Torino property is above the Siegal property and the entire surface of the tennis court is visible from the rear of the Torino property. No screen planting will eliminate the view of the court surface from that vantage point. However, it is unlikely that many people will use that portion of the Torino property, which is beyond the improved portion of the lot, and the view of the Siegal tennis court is insignificant, when considering the expanse of view from the property on Crest Road. Staff also visited the Hui property at 25 Crest Road West. The tennis court hasbeen completed, and a large addition to the residence is nearing completion. No landscaping has been installed at this time due to construction in the area. The property will be checked when the addition has been completed,for compliance with conditons of approval of the tennis court regarding screen planting.
