SUBJECT: PARCEL MAP NO. 14468
At its meeting of November 25, 1981 the Los Angeles County
Subdivision Committee reviewed the subject tentative map in
accordance with its contractural agreement with your City.
This meeting was attended by Mr. Doug McHattie,, representing
the subdivider, and Mr. Richard Anderson, representing your city.
The 'Committee 'recommended approval with the following conditions:
1. This approval expires 18 months from the date of approval by
the City Council.

2. This parcel map must be found in conformance with the City of
Rolling Hills General Plan per the.,Subdivi.sion Map Act Sections,
66473.5 and Items A through. G, of 66474, and determined that no
violation of sewer discharge -would occur per 66474.6.'
3. This parcel,map,'must'als.o be found.to,be'i,n compliance with
the California Environmental" Quality'Act.and the proper
documentation must be prepared.
4. We further recommend 'that the Advisory Agency determine that
division and development of the property in. the manner set,
forth on the subject parcel map will not,unreasonably,inter-

and/or public utility rights of way and/or easements wi.thin'.

8. Provide drainage facilities for Pine Tree Lane to the satisfaction
of the City Road Department.
9. We recommend that the street gradebe modified to permit a grade
not to exceed 8% since due to topographic conditions the required
grade is impractical.
10. Provide a minimum of 50 feet frontage on Pine Tree Lane for Lot 1.
CITY ENGINEER - MAPPING DIVISION
11. Easements shall not be granted or recorded within areas proposed
to be granted, dedicated, or offered for dedication for public
streets, highways, access rights, building restriction rights,
or other easements until after the final map is filed with the
County Recorder. If easements are granted after the date of
tentative approval, a subordination must be executed by the ease-
ment holder prior to the filing of the final map.
12. A final parcel map prepared by, or under the direction of, a
Registered Civil Engineer or Licensed Land Surveyor must be
processed through this Department prior to being filed with
the County Recorder.
13. Prior to submitting the parcel map to the City Engineer for his
examination pursuant to Section 66450 of the Government Code,
obtain clearances from all affected Departments and Divisions,
including a clearance from the Subdivision Section of Mapping
Division of County Engineer for the following mapping items;
mathematical accuracy; survey analysis; and correctness of certi-
ficates, signatures, etc.
14. If signatures of record title interests appear on the final map,
submit a preliminary guarantee. A final guarantee will be re-
quired at the time of filing of the final map with the County
Recorder. If said signatures do not appear on the final map, a
preliminary title report/guarantee is needed that covers the
area showing all fee owners and interest holders. The account
for this preliminary title report/guarantee should remain open
until the final parcel map is filed with the County Recorder.
CITY ENGINEER - ENVIRONMENTAL DEVELOPMENT DIVISION
SANITARY SEWER UNIT
15. There are no public sanitary sewers available to serve this land
division. Consult the local Building and Safety Division of the
Department of City Engineer for sewage disposal requirements.
16. Based on the provisions of Section 191.1/191.4 of the Subdivision
Ordinance, Ordinance No. 4478, this Division has no requirements,
for the installation of local main line sewers and house laterals
to serve this land division.

COUNTY ENGINEER -FACILITIES - ENVIRONMENTAL DEVELOPMENT. DIVISION,
FLOOD PLAIN MANAGEMENT SECTION
18. Portions of the property located in and adjacent to natural
drainage courses are subject to (flood hazard).
19. Portions of the property are subject to (sheet overflow) and
(high velocity scouring action).
20. Drainage plans and necessary support documents to comply with
the following requirement must be approved prior to filing of a
final map:
(1) Place a note of flood hazard to the satisfaction of the
City Engineer on the final map. A Grant of Waiver willbe
allowed.
(2) Show and label all natural drainage courses.
21. Prior to the issuance of building permits, plans must be approved
to:
(1) Eliminate the sheet overflow or elevate the floors of the
building as required by the City Engineer.
(2) Provide drainage facilities to protect the lots from high
velocity scouring action.
(3)
Provide for contributory drainage from adjoining properties.
22. A deposit is required to review documents and plans for final map
clearance in accordance with Section 211 (c) of the Subdivision
Ordinance.
CITY ENGINEER - ENVIRONMENTAL DEVELOPMENT DIVISION,
WATER ORDINANCE UNIT
23. All lots shall be served by adequately sized water system facili-
ties which shall include fire hydrants of the size and type and
location as determined by the Fire Chief.
24. The water mains shall be of sufficient size to accommodate the
total domestic and fire flows required for the land division.
Domestic flows required are to be determined by the City Engineer.
Fire flows required are to be determined by the Fire Chief.
25. At the time the final land division map is submitted for checking,
plans and specifications for the water system facilities shall be
submitted to the City Engineer for checking and approval, and
shall comply with the City Engineer's standards.

26. Approval for filing of this land division is contingent upon
approval of plans and specifications mentioned above. If the
water system facilities are notinstalled prior to the filing
of this land division, the subdivider must also submit a Labor
and Materials Bond in addition to either:
(1) An Agreement and a Faithful Performance Bond in the amount
estimated by the City Engineer guaranteeing theinstalla-
tion of the water system.
27. There shall also be filed with this Division a statement.from
the water purveyor indicating that the proposed water mains 'and
any other required facilities will be operated by the purveyor
and that under normal operating conditions the system will meet
the requirements for the land division.
28. Easements are tentatitrely required, subject to review by the
City Engineer to determine the final locations and requirements.
CITY ENGINEER - GEOLOGY SECTION
29. PRIOR TO FILING THE FINAL LAND DIVISION MAP, THE FOLLOWING
CONDITIONS MUST BE FULFILLED:
(1) The final map must be approved by the Engineering Geology.
Section to assure that all geologic factors have been
properly evaluated.
(2) A grading plan must be approved by the Engineering Geology
Section. This grading plan must be based on a detailed.
engineering geology report and/or soils engineering report
and must be specifically approved by the geologist and/or
soils soils engineer and show all recommendations submitted by
them. It must also agree with the tentative map and condi-
tions as approved by the Planning Commission. All buttresses
over 25 feet high must be accompanied by calculations.
(3) All geologic hazards associated with this proposed develop-
ment must be eliminated.
(4) or delineate a restricted use area approved by the consul-
tant geologist to the satisfaction of the Engineering Geology
Section and dedicate to the City the right to prohibit the
erection of buildings or other structures within the restrict-
ed use areas.
30. INFORMATION APPLICABLE TO THIS DIVISION OF LAND:
(1) The Health Department is advised that there is no assurance
at this time that geologic and soil conditions will allow the
sustained use of private sewage disposal on each lot.
(2) Special Conditions: See Soils Engineering Review -.Sheet
attached dated December 21, 1981.

(1) Note on the grading plans that the consultant shall inspect
and approve all keyways, benching and subdrains before com-
pacted fill is placed.
(2) Show the alignment of recommended subdrains on the plans
along with a cross -sectional view.
(3) As recommended, the consultant must review and approve the.
final plans.
CITY ENGINEER - BUILDING AND SAFETY DIVISION
32. Existing structure to be removed must be removed before final
approval and recordation.
COUNTY FLOOD CONTROL DISTRICT
33. Flood Plain Report dated October 20, 1981.
(l) Portions of the subdivision/side lying in and adjacent to
steep hillsides, natural watercourses, are subject to flood
hazard because of overflow, erosion, mudflow and/or deposition
of debris. Refer to the report of the County Engineer con-
cerning local drainage requirements.
(2) Place a note of flood hazard on the final map/grant of waiver
and submit engineering documentation to support those limits.
CITY FIRE DEPARTMENT
34. Fire Flow - 500 gallons per minute for 2 hours.
The water mains in the street fronting this property must be
capable of delivering this flow at 20 pounds per square. inch
residual pressure. A minimumi.6!' pipe is required for new. main
installations or extensions.
35. Fire Hydrants - Upgrade (.1) one 6"x4"x21/2""brass or bronze, con-
forming to AWWA Standard C503-75 or approved equal. All installa-,
tions must meet Fire Department specifications which may be obtained
from the City Planning Office. .

(2) Private Driveways shall be marked as "Fire Lanes".
DEPARTMENT OF HEALTH SERVICES
37. Although sanitary sewers are not available to serve the area
covered by Parcel Map No. 14468, the Los Angeles County Depart-
ment of Health Services will have no objection to approval on
condition that:
(1) The private sewage disposal systems will be installed in
compliance with Rolling Hills City Plumbing Code.
(2) If, for any reason, it is found that the requirements of
the Plumbing Code cannot be met on either of the proposed
lots, the Los Angeles County Department of Health Services
will recommend that no building permit be issued for the
construction of homes on such lots.
(3) This approval relates only to the minimum requirements of
the Plumbing Code, and does not include an evaluation of
geological problems.
(4) The usage of the lots may be limited by the size and type
of sewage systems that can legally be installed.
Domestic water will be supplied by California Water Service
Company.
