During the summer of 2006, the owners did a small addition to their home. The project is essentially completed. However, part of the scope of work of that addition was to put the existing overhead utility lines underground. When the contractor began excavation for the . necessary trenches for the undergrounding of the lines, he came across solid rock. A Variance is required to allow the existing overhead utility lines to remain. @PnntecJ on Hi c' ,.lr•d Criteria to be satisfied for gran Variance Such change is based upon the following described exceptional or extraordinary circumstances or conditions that do not apply generally to other property in the same vicinity and zone. The exceptional and extraordinary circumstance in this case i& the discovery of solid rock in the very location where the undergrounding of utility lines needed to occur. It is compounded by the fear that if the rock were to be blasted, there would be additional complications including but not limited to the loss of at least two mature trees. The open trenches were viewed by several authorities including Ms Schwartz, Planning Director; Larry Fay, Southern California Edison; Rafael Bernal, the County Building Inspector. Alternate routing was considered but ruled out because of the existing bedrock and existing planting. The site plan shows quite a cluster of tall trees in the very location where the lines need to run. While it is not known for sure, one might surmise that -the landscape architect back in the early 1960's specifically planted a series of trees that would grow into the visual screen that now exists. Another alternate that was considered was to locate the lines closer to the surface -of the ground. However, Edison does not permit this option even if the lines are encased in . concrete as was offered. They can only accept a 30" deep trench. Such change will not be materially detrimental to the public welfare nor injurious to the property or improvements in such vicinity and zone where property is located because . this is a request to keep the overhead service in its existing overhead state. Because of the difficulties described above, maintaining the status quo would be significantly less harmful than the impact of implementing the undergrounding.
