This project proposes to construct a stable on the property, located in an area surrounded
by an existing guesthouse, an existing riding ring and an existing horse trail. A variance
is necessary because two posts supporting a portion of the covered porch in front of the
horse stalls are -slightly closer than 35 ft to the guesthouse. Rolling Hills requires 35 ft
separating stables from living quarters.

VARIANCE REVIEW CRITERIA,
A. That there are exceptional or extraordinary circumstances or conditions applicable to the property
that do not apply generally to other properties in the same vicinity and zone. Explain how.
This property is crossed by a horse trail. Normally there is an easement where there is a
horse trail; in this case there is not. The trail remains open and accessible to the public at
the pleasure of the prof, :rty owner. This is an extraordinary circumstance that does not
apply to other properties in the same vicinity.
B. That such variance is necessary for the preservation and enjoyment of substantial property rights
possessed by other properties in the same vicinity and zone but which is denied the property in question.
Explain how.
The property owner wishes to construct a stable. However, the desirable area for the
stable, right adjacent to the existing riding ring, is restricted by the horse trail, making it
necessary to locate the stable slightly closer than 35 ft from the existing guesthouse.
C. That the granting of such variance will not be materially detrimental to the public welfare or
injurious to properties or improvements in the vicinity. Explain how.
Granting this variance will not be detrimental to the public welfare because it will allow
the horse trail to remain open. Properties and/or improvements in the vicinity will not be
affected.
D. That the variance is consistent with the portions of the County of Los Angeles Hazardous Waste
Management Plan relating to siting and siting criteria for hazardous waste facilities. Explain how.
Construction of the proposed stable is consistent with Rolling Hills codes and ordinances.
Hazardous waste is not involved in this project.

("City") and by private deed restrictions enforced by the ROLLING HILLS COMMUNITY ASSOCIATION
