236, Construct a hobby room/home of, Resolutions & Approval Conditionsr BEFORE THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS COUNTY OF LOS ANGELES, STATE OF CALIFORNIA In the Matter of the Application ) ) of ) ) Mr. Harry Gelles ) ) Lot 23-FT ) ZONING CASE NO. 236 FINDINGS AND REPORT The application of Mr. Harry Gelles, Lot 23-FT, Flying Triangle Tract, for a conditional use permit under Section 3.01 (D) Paragraph 3 (a) of Ordinance No. 170 came on for hearing on the 12th day of September, 1979 in the Council Chambers of the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California, and the applicant, having submitted evidence in support of the application, the Planning Commission, being advised, now makes its Findings and Report as required by the Ordinances of the City of Rolling Hills, California. I. The Commission finds that the applicant, Mr. Harry Gelles, is the owner of that certain real property described as Lot 23-FT located at 3 Running Brand Road in the City of Rolling Hills, and that notice of the public hearing in connection with said applica- tion was given as required by Sections 8.06 and 8.07 of Ordinance No. 33 of the City of Rolling Hills, California. The Commission finds, further, that no comment, written or verbal, was received in favor of or opposition to the request. II. The Commission finds that the plan submitted shows hobby rooms and bath as an attachment to the detached garage, and a con- ditional use permit would be required, since the use of the rooms and bath could change at a future date to guest quarters. The Commission finds further that the rooms will serve as an art studio and an office for use in connection with coin collecting, and the bath will be used as a dressing room/bathroom for the tennis court which was previously approved. The Commission finds that a..condi- tional use permit should be granted in order to preserve substan- tial property rights in the same vicinity and zone, and that the granting of such conditional use permit would not be materially detrimental to the public welfare, nor injurious to property in the same vicinity and zone. III. From the foregoing it is concluded that a conditional use permit should be granted to Mr. Harry Gelles, Lot 23-FT, 3 Running Brand Road, for construction of hobby rooms in accordance with the requirements of the City's zoning ordinance regarding prohibition of cooking facilities, and subject to the condition that the facility shall at no time be used as living quarters, and it is, therefore, so ordered.
