430, Addition & remodel to existing, Staff ReportsSTAFF REPORT DATE: JULY 6, 1990 TO: PLANNING COMMISSION FROM: STAFF SUBJECT: ZONING CASE NO. 430; Request for Site Plan Review of proposed residential additions; 10 Saddleback Road, Lot 17-1-RH; Owner: Fobi DISCUSSION The above -stated request was continued by the Planning Commission from the regular meeting of June 19, 1990 to the adjourned meeting of June 30 in order to conduct a field inspection of the site and surrounding properties. At the field inspection, it was noted that the proposed additions to the front and rear of the existing residence will comply with setback and lot coverage requirements, subject to modifications to the extent of flatwork. Further, due to more restrictive setbacks identifed in the code for a double roadway frontage parcel and the lot's highly irregular shape, the buildable area of the site is significantly limited. Issues to be addressed from the previous meetings are as follows: 1. The extent of buildable pad coverage beyond the suggested City policy standard of 40 percent was identified. 2. Additional landscaping to be provided to soften visual impact of the rear residential extensions. 3. Commission's suggested recommendations to applicant regarding neighborhood relations during the construction period and informing subcontractors of City requirements. RECOMMENDATION The Commission must evaluate the proposed project and determine that the findings required for site plan review approval as set forth by the ordinance are satisfied. June 9, 1990 1.07 acres gross, Irregular shape Single family residence, swimming pool; double roadway frontage Site Plan Review for additions Property has proposed residential remodel and REVIEW AND EVALUATION OF ISSUES, In reviewing the applicant's request under Title 17 (Zoning), staff would identify the following issues for evaluation: 1. The applicant desires site plan review for 1,347 square feet of residential additions that would involve increasing the existing building beyond 25 percent. The proposed additions will comply with required yard setbacks in the RAS-1 zone, and result in no greater incursion of an existing nonconforming residence into the front yard setback. 2. The project calls for use of the existing buildable pad without further grading. Pad coverage calculations: have been provided for Commission review and evaluation, and would indicate a figure above prescribed policy. The applicant's design professional has addressed lot coverages for the site, and it necessitated plan for removal of flatwork to comply with total lot coverage. Structure coverage is proposed within the code limit of 20%. 3. The Commission may wish to address landscape requirements regarding retention and/or replacement of vegetation. 4. Staff has received contact from a resident of the subject area, desiring Commission comment on parking and circulation of construction vehicles utilizing Saddleback Road and potential traffic hazards. RECOMMENDATION The Commission must evaluate the project and determine that the findings required for site plan review approval as set forth by the ordinance are satisfied. The Commission should receive public testimony and continue the matter to an adjourned meeting so as to inspect the site and surrounding properties. zc430rh
