single family residence which includes a basement at the subject property.
Let me assure you that your one-story single family residence with basement is
a legal conforming use in the City of Rolling Hills. Final building permits for
this use are on • file with the Community Association and the County of Los
Angeles. None of these entities consider this use as a two-story house.
Although basements may not be the norm in most flat areas of' the Los Angeles
Basin area. they are very common in the City of Rolling Hills, perhaps because
of our unique topography of "rolling hills."

legality or the 1200 square foot basement area at the subject property.
The City appreciates your concerns for your property and the legality of
permits. The basement area now being utilized as a recreation room. exercise
room. wine cellar. half bathroom and storage area are acceptable uses according
to City codes.
The City has no objection to your inclusion of the basement area as total square
footage of the structure. For our purposes, we use only the at -grade structural
square footage to determine lot coverage calculations (20% of net lot area
permitted) related to the Zoning Code.

Dear Ms. Unger:
I am applying for a residential loan with Merrill Lynch for my home at the above referenced
address.
An appraisal has been done by Pacific Real Estate Analyst Company which has established a
present market value for the property. In talking with the appraiser David Short [(310) 326-
0953], he indicated however, that the lower level of the house which consists of approximately
1,200 square feet, was not computed in the overall square footage of the house or in the fmal
valuation.
As you recall, I talked to you approximately one week ago and have had several conversations
with Peggy Minor regarding this issue.
The appraiser indicates that he can only include square footage that has a permit and that is
included in the public record as square footage. The approximate 1,200 square feet in question
is the basement area of my home and was completed when the house was built in the late 1960s.
Plans at the Rolling Hills City indicate that this area was originally completed as storage. The
basement was built with a complete stairway from both the main entry ground floor of the
house and an outside stairway to a side patio. The area in question also was originally improved
with heating ducts, electrical plugs, and a more than adequate ceiling height. It is our
understanding that before 1984 when we purchased the house, the area was further improved
with proper floor covering, additional wall covering, etc. The basement area now is being
utilized as a recreation room, exercise room, wine cellar, half bathroom (which was completed
when the house was originally built) and storage area.
In my conversation with David Short, he explained they could not include this portion of the
house since the basement was not included in the overall square footage of the home with
building permits, and therefore could not include this portion of the house for evaluation
purposes. However, there is mention of the basement area on the original plans indicated as
storage area, but not included in the computation of square footage.
We need to substantiate that this area in question is legal and that it can be utilized for uses
indicated above.
My discussions with Peggy Minor indicate that the City does not compute square footage of the
home other than the ground floor surface area. However, uses such as those indicated above
are acceptable to the City and Community Association and the area meets the proper codes for
the City as far as its construction. Further, Peggy signed and authorized the original plans.
Peggy asked that I contact you as to this matter.

I request that the City of Rolling Hills acknowledge the acceptable use of the basement
premises of my home, and further, a statement be made as to its legality from the both the City
and Community Association standpoint. I request that a letter to this effect be sent to either
me or David Short, Pacific Real Estate Analyst, 3226 West Sepulveda Boulevard, Torrance,
California 90505.
There should be no reason why this portion of the home should not be included in the overall
square footage and value. If you wish to discuss this in more detail, please feel free to contact
