FINDINGS AND REPORT
The application of Mr. C. W. Blenkhorn, Lot 34-SF, Southfield
Tract, for a variance of Front Yard Requirements under Article III,
Section. 3.06 of Ordinance No. 33 came on for hearing on the 22nd
day of May, 1973.in. the Council Chambers of the Administration Build-
ing, 2 Porteuguese Bend Road, Rolling Hills, California, and the
applicant, having submittedevidence in support of the application,
the Planning Commission, being advised, now makes its Findings and
Report as required by the Ordinances of the City of Rolling Hills,
California.
I.
The Commission finds that the applicant, Mr. C. W. Blenkhor°n,
is the owner of that certain real property described as Lot 34-SF,
Southfield. Tract, located in. the City of Rolling 'Hills, California,
and that notice of the public hearing in connection with said
application was given as required by Sections 8.06 and 8.07 of
Ordinance No 33 of the City of Roiling Hills, California

The Commission finds, further, that Mr. Frank O'elsma, 2679 Palos
Verdes Drive North, Rolling Hills Estates, appeared to represent Mr.
B1.e.nkhorn, and advised the Commission. that he had entered into an
escrow to purchase the property from Mr. B'ien.khorn, and before pur-
chasing the property he wished assurance that he would be permitted
to construct a stable in. the front yard, which is the only feasible
location on the property, and would not be visible from the street
because it would be 25 feet below the grade of the road, The Com-
mission finds that no person appeared at said public hearing in
favor of or in opposition to the request for the variance., and
no evidence was received by the Commission in. opposition. thereto.

The Commission further finds that the applicant requests
the variance to permit construction of a. stable in t:he front
yard of the property, and because -of the slope at the rear of
the property, it would. not be possible to erect, a stable in the
rear or side yards. The stable, if constructed inthe front yard,
would not be visible. from Southfield Drive because it would be
25 feet below thegrade of t.he. road. The. Commission finds that
a varian.ce to permit construction of a stable in.. the front yard
should be granted in.. order to preserve substantial property rights
possessed by other property in. t.h.e. same Vicinity and, zone.
From the: foregoing it is concluded that a variance of Front
Yard. Requirements under Article 11.1, Section. 3.06 of Ordinance
Igo. 33 should be granted. by the Planning Commission . of the City
of Rolling Dills to Mr. Charles W. Blenkhorn, Lot 34-SF, Sou.th-
field Tract, in accordance with the plot plan. marked Exhibit 1
on file in, these proceedings, and. it is, therefore, so ordered.

Th.e Commission finds that the applicant, Mr. C. W. Blenkhorn.,

Southfield Tract, :Located in. the City of Rolling Hills, California,
and that notice of the public hearing in connection with said
application was given as required by Sections 8 .06 and. 8.07 of
Ordinance No. 33 of the City of Rolling Hills, California.

The Commissionfinds, further, that Mr. Frank Jelsma, 2679 Palos
Verdes Drive. North, Rolling Hills Estates, appeared to represent. Mr.
Bl.enkhorn, and advised the Commission t:hat he h.ad entered into an
escrow to purchasetheproperty from Mr. Blen.khorn, and before, pur-
chasing the property he wished assuxancc7 that; he, would bepermitted
to construct a stablein, the front, yard, which is the only feasible
location on the praper.t::y, and would not be visible from th.e street
becauseit would be 25 feet below the gradeof the road. The Com-
mission finds that no person appeared at; said publichearing in
favor of or inopposition to therequest for th.evariance, and
no evidence was received by the Commissionin opposition thereto.

The. Commission further finds that, the applicant requests
the var.ianceto permit constructionof a stable: inthe front
yardof the property, and because: of the slope at the rear of
the property, . it would not be possibleto erect a stable in the
rear or side yards. The stable, if constructed in. the front yard,
would not be visible. from Southfield Drive, because it would be.
25 feet°, below the grade of the road. The. Commissionfinds that
a variance to permit construction of a stable in.. the front yard
should be granted in,. order to preserve, substantial property rights
possessed by other property in the sanevicinity and zone

From the foregoing it is concluded that a variance of Front
Yard. Requirements under Article III, Section 3.06 of Ordinance
No. 33 should be granted by the Planning Commission of the City
of Rolling Hills to Mr. Charles W. Elen.khotn, Lot 34-SF, South-
field Tract, in accordance with the plot plan marked Exhibit I
on file in these proceedings, an.d it is, therefore, so ordered.
