Request for Site Plan Review to construct retaining walls
substantial additions at an existing single family residence.
DISCUSSION
and
1. The Planning Commission viewed a silhouette of the project
site on June 3, 1993. The Commissioners observed that the
stable building was improved with glazed windows which is
prohibited by the Zoning Code. Commissioners also observed
that mature trees at the north will be removed for grading.
2. The applicants are requesting Site Plan Review to construct
approximately 246 feet of up to 5 foot high retaining walls at
the north and east sections of the building pad where the
grading will take place. The Site Plan Review includes a
request to construct 1,338 square feet of building additions
(40.5% increase) to the 3,302 square foot residence and 630
square foot garage at the northeast, east, and south portions
of the residence. Total residential square footage will be
4,640 square feet.
3. Also, plans are in plan check with County Building and Safety
for 625 square feet of residential additions to the 2,677
square foot house. The proposed project is additional to
those plans (submitted in August, 1992). Therefore, additions
to the residence will actually total 1,963 square feet (57.70
increase).
4. A 2,110 house and attached garage were built in 1955. In
1963, a pool was added. In 1964, a 390 square foot den was
added to the residence and an 884 square foot riding barn with
a tack and feed room was constructed. In 1986, a 600 square
foot garage was added to the residence along with a 194 square
foot bedroom addition.

5. Grading for the project site will require 730 cubic yards of
cut soil and 730 cubic yards of fill soil.
6. The structural lot coverage proposed is 6,429 square feet or
15.06% (20o permitted) and the total lot coverage proposed is
10,916 square feet or 25.57% (35o permitted).
7. The building pad coverage proposed for the 17,936 square foot
residential pad is 32.23%. Overall building pad coverage is
28.620.
8. Access to the property will not change.
9. Mrs. Joshua S. Hammond, 12 Southfield; and Mr. and Mrs.
Russell C. Chase, 2 Ringbit Road East viewed the plans at City
Hall
10. The project has been determined to be categorically exempt
pursuant to the California Environmental Quality Act (CEQA).
RECOMMENDATION
It is recommended that the Planning Commission review the proposed
plans and take public testimony.

In reviewing the applicants' request under Title 17 (Zoning), staff
would identify the following issues for evaluation:
1. The applicants are requesting Site Plan Review to construct
approximately 246 feet of up to 5 foot high.retaining walls at
the north and east sections of the building pad where grading
will take place. The applicants are also requesting Site Plan
