This is to inform you that the City Council, at their meeting
on October 29, 1990, received and filed the Planning Commission's
approval of the above referenced planning/zoning case application.
Pursuant to Section 17.32.087, Ordinance No. 207, an Affidavit
of Acceptance form must be executed before the above approval
becomes effective. A copy of the Resolution of Approval, specifying
conditions of approval set forth by the Planning Commission, is
enclosed for your information. Once you have reviewed the
Resolution of Approval, please complete the enclosed Affidavit of
Acceptance form, have the signature(s) notarized, and forward the
Affidavit to the Office of the County Recorder, Room 15, 227 North
Broadway, Los Angeles, CA 90012, with a check in the amount of
$ 7.00. When the Affidavit of Acceptance has been returned to the
City, duly executed and recorded, the Los Angeles County Department
of Building and Safety will be notified that a permit can be issued.

Pursuant to Section 17.32.090 (enclosed) of the Rolling Hills
Municipal Code, this letter shall serve as official notification that
the above -stated Zoning Case application was reviewed by the Planning
Commission at their regular meeting of September 18, 1990. At that
meeting, the Planning Commission voted to approve the request for
Modification to the previously approved Site Plan to construct a
detached garage and detached; to amend the Resolution of Approval
accordingly.
The Planning Commission's decision will be reported to the City
Council at their regular meeting on October 29, 1990. The decision
of the Planning Commission may be appealed pursuant to Sections
17.32.140 and 17.32.150 (enclosed) of the Municipal Code. A copy of
Resolution 614, establishing the fee for filing an appeal, is also
enclosed for your information.

The City Council, at their meeting on October 24, 1988, voted to
approve the above request, and, adopted Resolution No. 581 (enclosed),
on November 14, 1988, memorializing their action.
In reviewing our files, it was discovered that an executed
Affidavit of Acceptance form, required pursuant to Section 17.32.087
of the Rolling Hills Municipal Code (enclosed), and, the final step in
the approval process, was never received by the City. Thus, please
complete the enclosed Affidavit of Acceptance form, have the
signature(s) notarized, and forward the Affidavit to the Office of the
County Recorder, Room 15, 227 North Broadway, Los Angeles, CA 90012,
with a check in the amount of $7.00. Once the Affidavit of Acceptance
has been returned to the City, duly executed and recorded, the
approval process shall be deemed complete.

Re: Application for Variance, 14 Southfield Drive
Front yard Encroachment
Dear Members of the Planning Commission,
An application for a variance for encroachment of
an addition into the established front yard on the
above property was submitted and denied at a second
public hearing on June 21, 1988.
The reasons for the denial were that:
1) The site plan seemed congested.
2) The proposed stable was too close the front
of the house.
In addition we have addressed the following concerns
of the residents of the area:
1) Rolling Hills has developed as an equestrian
community.
2) Houses in the area have traditionally been
designed to harmonize with their natural
surroundings, disturbing the land as little as
possible.
3) Every lot has a magnificent view.
As a result the project has been redesigned in the
following ways:
1) The addition has been reduced to 2,900 S.F. so
that total floor area is only 10% of net site
area.

2) There is 18 feet from front yard setback line
and 98 feet from center line of the street to the
addition. This is more than the properties to the
west and north.
3) The elevation of the floor is on average 15 feet
lower than the street and is the lowest in the
neighborhood.
4) The stable has been relocated to the rear of the
lot. Access is either from the natural horse
trail on the 20' side easement or a separate
access from the corner of the lot and connected
to a paved area leading to the stable.
This puts the stable in a quiet natural area,
as removed from the street and public part of
the house as much as possible.
5) The new driveway has been designed as a gentle
curve, taking advantage of the existing topography
and as far removed for the horse access as
possible.
6) The addition has been located on a large flat
area in the front yard requiring no change to
existing topography.
Having made these changes we believe the proposed
addition to be in harmony with its site and to
respect the neighborhood, the community and their
concerns. We respectfully request the Planning
Commission to approve the variance.
