Please be advised that the Planning Commission (PC), at their November 19, 2019 meeting directed staff to prepare a
Resolution of approval of your project to be acted on at their next regularly scheduled meeting, which would have been
on December 17, 2019. However, at the meeting, we were informed that several of the Commissioners will not be
available on Dec 17, and they scheduled a special meeting just to consider your case and adoption of the resolution on
Monday, December 9, 2019 at 7:30 am. at City Hall.
You will receive a staff report together with the Resolution of approval the Friday before the meeting. Please review the
Resolution, as it will contain conditions which you will need to adhere to. You will have an opportunity to discuss the
conditions with PC at the special meeting. Following the PC approval of the Resolution, the case will be referred to the
City Council on January 13, 2020. The City Council meets at 7:00 pm. Anyone, including the applicant, could appeal the
development and/or conditions of approval to the City Council within 30-days of PC approval.
Following the City Council action, you will be required to record the Resolution of approval in the LA County Clerk's
Office. We will send you a notice and instructions on the recordation requirements after the City Council meeting.

This letter is to follow up on my email from last Friday regarding the next steps
in your review process and how to prepare your lot for a field visit.
PLANNING COMMISSION:
Your application for Zoning Case No. 960 has been set for a field visit by the Planning
Commission on Tuesday, November 19, 2019 at 7:30 am.
Your neighbors within 1,000-foot radius of your property will be notified of this
meeting.
The site must be prepared no later than Wednesday, November 13th according to
the enclosed Silhouette Construction Guidelines and the following requirements:
• Stake and flag the entire proposed project, including any walls or outdoor
amenities and patios
• Stake the footprint of the additions, ridgeline/roof of the new construction
including any chimneys and cupolas
• Stake/flag any porches, porte-cochere or other projections in a different color flags
from the main structure
• Stake all setbacks, driveway aprons, and driveways, pathways, and parking areas
• Stake or tape any additional areas that give the most complete illustration of the
proposed project
• Stake, tape, and/or flag the property lines and setbacks in the vicinity of the project
• Stake or tape the easements in the vicinity of the project.

To ensure the accurate depiction of the proposed project for the field visit, the City
of Rolling Hills will require you to submit a signed certification of the silhouette
construction by a certified civil or structural engineer or certified surveyor no later
than, November 15, 2019. If you do not provide such certification, the field visit
will be continued to another day.
The meeting will continue to the evening of November 19, 2019 at 6:30 PM in the Council
Chamber, Rolling Hills City Hall Administration Building, 2 Portuguese Bend Road,
Rolling Hills.
You or your designated representative must attend both meetings to present your project
and to answer questions.
TRAFFIC COMMISSION:
The widening of the driveway apron requires Traffic Commission review and
approval. The Traffic Commission will meet on November 21, 2019 at 8:30 am. at
City Hall. Following the review at City Hall, the Commissioners may visit the site.
The driveway apron and the driveway must be staked by November 4th, 2019 in
the morning. The Traffic Engineer will visit the site and provide her opinion before
the Traffic Commission meeting.
Please immediately submit a plot plan of the existing and proposed driveway
including all dimensions and gradient of the apron and driveway within the first
20'of the roadway easement, a letter explaining the request and a fee of $300
payable to the City of Rolling Hills.

A silhouette of proposed construction must be erected the week preceding the designated
Planning Commission or City Council meeting/field trip.
Silhouette shall be certified by a civil engineer or a land surveyor and submitted a week prior
to the field trip.

Silhouettes should be constructed with 2" x 4" lumber. Printed boards are not acceptable.
Bracing should be provided.
Lumber, wire or other suitable material should be used to delineate roof ridges, eaves, porches
chimneys and any other projections.
Flags in close proximity to each other must be attached to the wire or twine to aid in the
visualization of the proposed construction.
Property lines, setback lines and easement lines must be staked along the areas of construction.
21/2 - 3' high wooden stakes must be used to delineate the lines. Such stakes must be flagged
and marked on their sides:
• Property line (red or pink flag)
• Setback line (green flag)
• Easement line (yellow flag)
and remain in the ground throughout the entire review and approval process as well as during
the entire construction process, when required by the Commission.
The application may be delayed if inaccurate or incomplete silhouettes are constructed.

• The sq.ft. of the detached garage, guest house & home on the Existing Site Plan (AS101) do not match the
Calculation sheets for the same structures. Which is correct?, pls revise. The calculation sheets are correct, I
have revised sheet AS101 accordingly.
• AS202 —take off the (E) on the garage and residence (it's confusing- for example the7,511SF house is the
proposed residence, not Existing) Noted, I have removed the (E).
• AS203 — pool equipment shown as 109 SF; calculations show 100SF. Calculation sheet revised to show 109
sf.
• On the plans show a corral; minimum required is of 550 sq.ft. and adjacent to the stable. Added to Site plan
AS202.
• How big is the trellis by the guest house. It is 85 sf.
• How big is the trellis at rear of the house. This trellis is 264 sf.
• Are there any walls proposed, no matter how small and where? The only new walls are for the new service
yard located by the garage, and a 12' wide wall that is for the back of the outdoor kitchen/bbq.
• Are any walls needed for the widened drwy; how about grading? No walls are required for widening the
driveway. The areas where we are widening the driveway is at the same elevation as the driveway so no
grading will be required.
• Where is the 309 sf covered porch. I revised the calculation sheets, that area was supposed to be for the
entry but I noticed there is a line item for entryways on the calculation sheet. I have recalculated the
porches and entryway and it is all accurate now.
• Will both septic tanks remain on site; or will one be abandoned? We are currently proposing to maintain
both septic tanks.
• Need more info on the plan on drainage; where does it drain now; where proposed; are any dissipators
proposed/existing. All existing area drains drain to the west of the property down the slope. We are not
proposing any change in the existing drainage system other than eliminating a few drains where the new
addition will be.
• Provide sq.ft of the lot (excluding roadway easement) and size of home for properties in the vicinity: The
sq.ft. of the lot excluding the roadway easement is 138,746.28 (The roadway easement is 1,212 Sq.Ft.)

exceed 6' high wall/solid fence with self closing lock. Is the service yard enclosed??? It must have at least
two walls open & be accessible to the trash hauler. Is it attached to the garage? If a separate structure
enclosed on two or more sides and has a solid roof, then it's not a service yard but something else, such as
a storage room or what's called a mud room and can't be in front of the garage, or front yard area. So, if you
want it to be a part of the garage, make the garage bigger and have a separate door to that area; and then
provide a minimum 96 square foot trash/service area elsewhere; but not in the front of the garage. The
proposed service yard is located on the southeast side of the garage. It is not connected to the garage and is
surrounded by 5' tall walls with two doors, one door is accessed from the driveway for the hauling driver
and the other is accessed from the rear of the garage for the homeowners. There is no roof on the service
yard. The proposed service yard is 113 sq.ft.
