CITY OF ROLLING HILLS ENVIRONMENTAL IMPACT ASSESSMENT
NEGATIVE DECLARATION
ZONE CHANGE CASE NO. 3
LOCATION: The subject property consists of approximately 33 acres
exclusive of streets and highways bounded on the west by the westerly
boundary of the City of Rolling Hills and Crenshaw Boulevard, and on
the east by the proposed extension of Johns Canyon Road, and presently
zoned RAS-1.
DESCRIPTION: A proposed change of zone initiated by the City of
Rolling Hills from Zone RAS-1 (Residential, Agricultural, Suburban,
one acre minimum lot size) to Zone RAS-2 (Residential, Agricultural,
Suburban, two acre minimum lot size.)
SETTING: The -subject area is characterized by agricultural pursuits
over the northerly two thirds, with single family residences on lots
ranging from 1.11 to 2.63 acres over the balance. The surrounding
area in the City of Rolling Hills is developed with single family
residences on two to five acre lots.
IMPACT: 1. The proposed change of zone would be in compliance with
=the City of Rolling Hills General Plan, which designates the subject
property as Residential, Agricultural, Suburban.
2. The alternative to the proposed change of zone would
be to allow the development of residential untis at the relatively
high density of one unit per acre.
3. There would be no adverse long-term or short -term -
negative effects resulting from this proposed change of zoning. _
4. There are no known seismic faults running through the
subject property.
FINDINGS: The Environmental Quality Board finds that the proposed
change of zone provides. for uses with less potential impact than
those now permitted under the present zone. The Committee there-
fore issues a negative declaration for this project.
