Resident Arlene Honbo expressed that the project will be an investment and capital
improvements for City Hall. She also mentioned that if City Hall is upgraded, the value of
the property would increase, and would provide benefits for the staff who use the amenities.
MOTION: Councilmember Pieper motioned to bring back the item with additional
information relating to available funding and to have an estimate that includes all
foreseeable costs associated with the project. Councilmember Wilson seconded the
motion

8A RECEIVE AND FILE A REPORT ON CITY SPONSORED COMMUNAL
BINS TO BE DEPLOYED BETWEEN AUGUST 20, 2021 AND AUGUST 27,
2021, TO ASSIST RESIDENTS WITH FIRE FUEL REDUCTION IN THE
COMMUNITY.
Resident Jim Aichele recommended that the communal bins should be placed at the bottom
of the canyons instead of the proposed areas. He stated that he will not be using the bins
and will continue using his every-day trash bins. He also mentioned that tumbleweeds are
a big concern and should be addressed.
Resident Alfred Visco recommended adding signs on the bins indicating that they are only
for green waste. He also mentioned that the other five bins should be deplo yed as soon as
possible, and that staff should not be concerned about other upcoming community events.

Resident Jim Aichele recommended educating residents on the expectation for compliance
and the importance of fire fuel reduction. He recommended that if dead vegetation is
removed, plants like lemonade berry bushes be added to help prevent fires or spreading of
fires.
Resident Arlene and Gene Honbo expressed their support for the proposal and using the
nuisance proceedings. They also recommended using Trevor or someone from the Forestry
Division to assist with the process, as they are the experts. Lastly, they stated the
importance of educat ing and communicat ing with residents on the proper way to address
dead vegetation on properties. This information can be marketed immediately via various
platforms.
Resident Alfred Visco supported the proposal, and recommended the City to focus on
enforcing the current ordinance. He also agreed with Jim Achiele’s comments about using
professionals to assist with the education and communication of what needs to be done,
and the potential of adding additional plants, like the lemonade berry bush to assist with
fire fuel protection in areas that are being cleared. Lastly, Mr. Visco mentioned using other
information and processes from other cities to help guide the program management .
City Clerk Sandoval read into record the email submitted by resident Don Crocker. Mr.
Crocker expressed his support for the proposal.
MOTION: Councilmember Pieper motioned that the Fire Fuel Subcommittee continue to
refine the proposal, and Councilmember Wilson seconded the motion.

Resident Arlene Honbo expressed that the project will be an investment and capital
improvements for City Hall. She also mentioned that if City Hall is upgraded, the value of
the property would increase, and wouldprovide benefits for the staff who use the amenities.
MOTION: Councilmember Pieper motioned to bring back the item with additional
information relating to available funding and to have an estimate that includes all
foreseeable costs associated with the project. Councilmember Wilson seconded the
motion

BINS TO BE DEPLOYED BETWEEN AUGUST 20, 2021 AND AUGUST 27,
2021, TO ASSIST RESIDENTS WITH FIRE FUEL REDUCTION IN THE
COMMUNITY.
Resident Jim Aichele recommendedthat the communal bins should be placedat the bottom
of the canyons instead of the proposed areas. He stated that he will not be using the bins
and will continue using his every-day trash bins. He also mentioned that tumbleweeds are
a big concern and should be addressed.
Resident Alfred Visco recommended adding signs on the bins indicating that they are only
for green waste. He also mentioned that the other five bins should be deployed as soon as
possible, and that staff should not be concerned about other upcoming community events.
MOTION: Councilmember Wilson motioned to receive and file as presented, and
Councilmember Pieper seconded the motion.

Resident Jim Aichele recommended educating residents on the expectation for compliance
and the importance of fire fuel reduction. He recommended that if dead vegetation is
removed, plants like lemonade berry bushes be added to help prevent fires or spreading of
fires.
Resident Arlene and Gene Honbo expressed their support for the proposal and using the
nuisanceproceedings. They alsorecommended using Trevor or someone from the Forestry
Division to assist with the process, as they are the experts. Lastly, they stated the
importance of educating and communicating with residents on the proper way to address
dead vegetation on properties. This information can be marketed immediately via various
platforms.
Resident Alfred Visco supported the Fire Fuel Committee’s proposal. He recommended
that the City Attorney draft a policy and ordinance relating to the proposal. . Mr. Visco
also suggested to use professionals to assist with the education and communication on the
next steps Mr. Visco agreed with resident Jim Aichele that there are tons of canyons to
address and that the 2010 Carol Rice report has information on canyons. Mr. Visco said
that 2010 Carol Rice report is on the RHCA website and was used for the Fire Fuel
Management Strategies.
City Clerk Sandoval read into record the email submitted by resident Don Crocker. Mr.
Crocker expressed his support for the proposal.
MOTION: Councilmember Pieper motioned that the Fire Fuel Subcommittee continue to
refine the proposal, and Councilmember Wilson seconded the motion.

BACKGROUND:
During the City Council meeting on July 26, 2021, the Council was presented a draft joint letter that
included all four Peninsula cities to be reviewed and approved to be sent to the California Citizens
Redistricting Commission and the Los Angeles County Citizens Redistricting Commission. The goal of
such letter was to establish the four Peninsula cities' views and goals in wanting to be redistricted
together. The letter includes the four Peninsula cities current represented districts, and the shared
amenities and contracts, which is the reason that all four cities are advocating to stay together in the
same districts. The letter also established the communal relationship the four cities share, and the
overall goal of trying to maintain their traditions.
During the City Council meeting, the Council approved the Mayor to sign the joint letter if the four
Peninsula cities allow minor edits indicating that the the goal is for all four Peninsula cities to stay fully
together in the same districts. The edits were completed, accepted by all four Peninsula Cities, and
Mayor Dieringer signed the letter.
DISCUSSION:
Staff recommends that the City Council receive and file the final joint Peninsula letter.
FISCAL IMPACT:
The preparation and coordination of the joint letter is included in the operational cost for Fiscal Year
2021-2022.

Dear Senator Portantino:
The Cities of Palos Verdes Estates, Rancho Palos Verdes, Rolling Hills and Rolling Hills
Estates (Peninsula Cities) strongly object to AB 215 (Chiu), which would require a
jurisdiction that has not made sufficient progress toward meeting its Regional Housing
Needs Allocation (RHNA) to be subject to a mid-cycle consultation with the Department
of Housing and Community Development (HCD).
The state already has sufficient police power over housing elements under existing
laws. HCD can review any action by a jurisdiction that is inconsistent with the
jurisdiction’s adopted housing element, including a failure to implement its housing
element programs; revoke the department’s prior findings that a jurisdiction’s housing
element is compliant; and refer a non-compliant jurisdiction to the Attorney General for
potential prosecution. Rather than create a new mid-cycle housing element review
process, the state should remain focused on using the tools in existing law to promote
housing element adoption and implementation.
This bill undermines local authority by unnecessarily adding additional assessments of
jurisdictions’ compliance with RHNA allocations. For these reasons the Peninsula Cities
strongly oppose AB 215.
