The Community The City of Rolling Hills, with panoramic and tree lined views of Los Angeles and the Pacific Ocean, is nestled a top the Palos Verdes Peninsula. The bucolic three-square mile community, incorporated in 1957, has stayed true to its original General Plan as designed by A.E. Hansen. With a rural, equestrian character, the City consists of single family, one-story, ranch-style homes surrounded by open space; rolling, hillside landscapes; natural Mediterranean habitat; wildlife; and 30 miles of trails. With just under 2,000 residents, high service levels and excellent customer service are not only expected, they are a source of pride. The City maintains an excellent relationship with its residents, volunteers and community organizations. Roadways in the City are private; they are deeded by the property owners to the Rolling Hills Community Association for maintenance and use by the residents and the public. Most of the homes are on septic tanks and there is no City-owned infrastructure. In recognition of the topography of the City, there is a history of active and ancient landslides in the community. City Government The City of Rolling Hills is a General Law city operating under the Council-Manager form of government. The City Council consists of five members elected at large for staggered four-year terms. The positions of Mayor and Mayor Pro-Tem are rotated annually among the City Council Members. The City also has a Planning Commission and Traffic Commission consisting of residents appointed by the City Council. The City Manager, serves as the Chief Executive of the City. The City Manager, appointed by the City Council, is responsible for the typical aspects of a City Manager’s position including policy implementation, preparation, presentation and implementation of an annual budget, interfacing with various City Commissions and Committees, implementation and overseeing contracts and agreements, disaster response and emergency preparedness, and the day-to-day operations of the City. City staff consists of a Planning Director, Senior Planner, City Clerk/Executive Assistant and Administrative Assistant. Rolling Hills is a "contract city," contracting with the County of Los Angeles and a variety of vendors for services. The City is one of the original members of the California Contract Cities Association. The City and the Rolling Hills Community Association (RHCA) both have jurisdiction over the Rolling Hills community. The RHCA, a homeowners association is responsible for enforcing the CC&Rs. The RHCA has the same boundaries as the City. The RHCA is responsible for all easements in the community including roadways and trails, architectural review of all development and access to the City, which is through three private gates. The Position With a staff of four and multiple contracts for providing municipal services, the City Manager position requires a variety of skills, a wide range of knowledge, and the ability to balance multiple tasks and projects. Generally speaking the position involves: •Attendance at City Council, Planning Commission, Traffic Commission and community meetings •Public speaking •Report writing •Brokering and facilitating solutions to problems and issues •Disaster preparation, training and response •Development and implementation of programs and policies including finance/budgeting, animal control, solid waste services, code enforcement •Implementation and management of various projects, including public works, storm water control, underground utility, sewers, traffic related, etc. •Contract negotiation and administration •Staff development and oversight •Team work •Providing leadership and guidance •Policy recommendation •Meeting management •Public, community, and intergovernmental relations •Event coordination and planning •Strategic planning and thinking •Civic engagement The City's General Fund annual budget is approximately $2.1 million generated from property taxes and building permits. All City employees provide services as Disaster Service Workers in the event of an emergency / disaster. The Ideal Candidate The ideal candidate would be a professional who desires diversity in the position’s tasks and responsibilities; a strong will and commitment to continuous improvement of the organization; has strengths in communication, human relations and transparency; and values public service. The candidate selected for the position is expected to serve in the position for a minimum of 3 - 5 year s. Compensation & Benefits Salary offered within the range to be commensurate with education and experience. The City, including the City Manager, is on a 9/75 schedule. City participates in CalPERS Retirement System 2%@60 for classic PERS members and 2%@62 for new PERS members and provides single-party retiree health benefits through CalPERS. Employees pay the employee portion of the CalPERS Retirement System and Social Security. The City participates in the CalPERS healthcare program - the City pays 100% of single party coverage and 80% of dependent coverage up to a maximum approved by the City Council. Similarly, vision and dental coverage is provided. The City also offers a deferred compensation 457 plan. All full time employees earn 7 hours of vacation per calendar month of employment. Additional vacation days after 3, 5 & 10 years of service up to 300 hours of vacation leave and up to 225 hours of sick leave. The City observes 11 fixed holidays plus each employee is allowed one floating holiday per calendar year.
