BACKGROUND:
Government Code Section 34090 provides for the destruction of certain city records by
resolution and the written consent of the City Attorney. It states, “The head of a city
department may destroy city record, document, instrument, book or paper, under his or her
charge, without making a copy thereof, after the same is no longer required.” This section
does not authorize the destruction of:
a.) Records affecting the title to real property or liens thereon.
b.) Court records
c.) Records required to be kept by statute.
d.) Records less than two years old.
e.) Minutes, ordinances, or resolutions of the legislative body of a city board or commission.
Staff and the City Attorney have reviewed the records listed on Exhibit A of the attached
Resolution No. 1346 and have determined that they are not among the above exceptions.
Further, staff has reviewed the listed records to assure that they do not have any historical or
research value to the City. Therefore, staff has determined that they are eligible for
destruction.

RESOLUTION NO. 1346
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS AUTHORIZING THE DESTRUCTION OF
CERTAIN CITY RECORDS AS PROVIDED BY SECTION
34090 OF THE GOVERNMENT CODE OF THE STATE OF
CALIFORNIA.
WHEREAS, the keeping of numerous records after a certain length of time
is not necessary for the effective and efficient operation of the government of the City of
Rolling Hills; and
WHEREAS, Section 34090 of the Government Code of the State of
California provides a procedure whereby any City record which has served its purpose
and is no longer required may be destroyed.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS DOES RESOLVE AS FOLLOWS:
Section 1. The records of the City of Rolling Hills as set forth in the
attached Destruction of Records Schedule attached hereto as Exhibit “A” are hereby
authorized to be destroyed as provided by Section 34090 of the Government Code.
Section 2. The provisions of Section 1 above do not authorize the
destruction of:
a) Records affecting the title to real property or liens thereon.
b) Court records.
c) Records required to be kept by statute.
d) Records less than two years old.
e) Minutes, ordinances, or resolutions of the legislative body or a city
board or commission.
Section 3. The written consent of the City Attorney has been obtained for
this destruction.

BACKGROUND:
The City contracts with the Los Angeles County Sheriff's Department for public safety through
a regional contract with the cities of Rolling Hills Estates and Rancho Palos Verdes. Each city
pays a proportionate share of the Lomita Sheriff's Station regional contract for their services
that typically includes hours of general traffic enforcement for Rolling Hills.
Additionally, the City of Rolling Hills has independently contracted with the Sheriff's
Department for additional supplemental traffic enforcement. The following is a history on the
cost of service for the past five years:

Typically, supplemental traffic enforcement is reviewed by the Traffic Commission prior to the
next fiscal year. However, at its March 23, 2023 meeting, the Traffic Commission had
concerns that supplemental traffic enforcement was not being used for its intended purpose
which was to address speeding violations. This was due primarily because of staffing issues
with the Sheriff's Department and a shortage of deputies able to provide Lidar/Radar
enforcement. Lidar is an acronym that stands for Light Detection and Ranging; Radar is an

acronym that stands for Radio Detection and Ranging. Al though no action was taken, Chair
Wilson indicated he would discuss the concern with City Council.
On April 10, 2023, City Council discussed the issue and voted to eliminate supplemental traffic
enforcement.
At the May 25, 2023 Traffic Commission meeting, the Sheriff's Department indicated there are
now several officers trained at Lidar/Radar enforcement. The Commission received the report
but did not take action.
At the June 12, 2023 City Council meeting, the Council received a report on the Traffic
Commission and voted, 4-1 (Black dissenting), to reinstate supplemental traffic enforcement.
The actual budget was not part of the vote.
On July 18, 2023, the Traffic Commission considered the updated cost proposal from the
Sheriff's Department on the budget and scope for supplemental traffic enforcement totaling
$28,792.50 (Attachment 1). The Commission voted unanimously, 3-0, to recommend to City
Council acceptance of the proposal as presented.
DISCUSSION:
Attached to this report is the updated Sheriff's Department Fiscal Year 2023-24 proposal for
supplemental traffic enforcement. This proposal is for 275 hours divided into three phases
which totals $28,792.50, as follows:
Phase 1: 132 hours and runs from July 1, 2023, to November 30, 2023
Phase 2: 16 hours and runs from December 1, 2023, to December 30, 2023
Phase 3: 127 hours and runs from January 1, 2024, to June 30, 2024
In regards to deployment, the Sheriff's Department maintains a strategy of being visible when
conducting traffic enforcement as a means of encouraging safe driving and to issue warnings
if/when appropriate. The Traffic Commission has stressed the importance of enforcing speed
limits and staff has also discussed this with the supplemental traffic enforcement division of the
Sheriff's Department.
The Sheriff's Department, Lomita Station currently has 17 deputies trained at Lidar/Radar, but
not all are dedicated to traffic enforcement or the Palos Verdes Peninsula area. Typically,
about 2 deputies handle traffic between the 3 Peninsula cities. Moving forward, the Sheriff's
Department indicated a priority will be given to deputies trained at Lidar/Radar who can issue
speeding citations when signing up for supplemental traffic enforcement. Supplemental traffic
enforcement is an overtime service for deputies who must complete regular shifts prior to
providing supplemental traffic enforcement. As such, many deputies will only work about 4
hours of supplemental traffic enforcement at any given time.
FISCAL IMPACT:
Supplemental traffic enforcement is separate from the regional contract with the Sheriff's
Department which is shared with Rolling Hills Estates and Rancho Palos Verdes.
Supplemental traffic enforcement is paid using the COPS fund, which covers supplemental
public safety activities. The total for 275 hours at $104.70 per hour of service is $28,792.50,
which is currently budgeted under the COPS fund.

ROLLING HILLS TRAFFIC ENFORCEMENT FISCAL YEAR 2023-2024
The program will begin July 1, 2023. The supplemental traffic enforcement will run from
July 1, 2023 through June 30, 2024. The primary focus of this direct traffic enforcement
will be Monday thru Friday. Location will be random to increase our visibility and the
effectiveness of the enforcement. The breakdown is as follows:
PHASE 1
The first phase will start July 1, 2023 and continue through November 30, 2023. This
will be a total of 132 hours. 60 hours from phase 1 will correspond with the first two
weeks of the 2023/2024 school year, which tentatively begins on August 26, 2023.
The cost of the initial phase is $13,820.40 (132 hours X $104.70 per hour).
PHASE 2
A Second phase will begin on December 1, 2023 and will continue through December
30, 2023. The program will consist of 16 hours of traffic enforcement. The breakdown
is as follows:
8 hours per week for 2 weeks for a total of 16 hours. The cost of this phase for
the month of December will be $1,675.20 (16 hours X $104.70 per hour).
PHASE 3
A third phase will commence on January 1, 2024 and will conclude on June 30, 2024.
The remaining 127 hours of traffic enforcement will be utilized throughout this time
period. The breakdown is as follows:
127 hours spread over a 6 month time period. The cost of this phase is
$13,296.90 (127 hours X $104.70).
The traffic office will work closely with city staff and residents to increase the overall
effectiveness of the entire program. High visibility and compliance with traffic regulations
will be the main goal of this operation. This will result in a safer environment for
everyone traveling through the city of Rolling Hills.
If a shift is missed, it can be made up during the phase in which it was missed. This will
ensure maximum coverage throughout the operation.
TOTAL COST FOR ALL 3 PHASES: $28,792.50 (275 hours X $104.70)

BACKGROUND:
Since 2019, the City has been receiving fire fuel abatement services in the Palos Verdes
Nature Preserve from the Palos Verdes Peninsula Land Conservancy (PVPLC). The original
agreement has been amended five times to cover a four-phase area adjacent to the
southwestern portion of the City. PVPLC staff implements fuel modification work as required
by the County Department of Agriculture Weights and Measures as part of landowner
responsibilities for fuel modification near adjacent homes and beyond. PVPLC has focused on
the removal of invasive plants such as Acacia, Mustard and other Non-native plants.
DISCUSSION:
On September 26, 2022, The City entered into a fifth amendment with PVPLC for fire fuel
abatement in the Palos Verdes Nature Preserve abutting the City of Rolling Hills. The fifth
amendment includes maintenance service in 2023 for Phases 1, 3, and 4; maintenance
services in 2023 for Phase 2 was included in the third amendment. For 2023, the City
committed $54,300 to maintain all four phases as shown in Attachment 1. The size of each
phase is as follows:

On August 4, 2023, PVPLC received approval to purchase a mower as part of a grant
received for wildfire resiliency. However, there is a backorder on the mower and it is unknown
when it will be delivered.

PVPLC is completing the mowing for the four phases and planning to do a second mowing for
one of the sections that has regrown. Despite the regrowth, PVPLC indicates there has been a
visible improvement with less mustard in areas mowed in previous years. Criss Sarabia of
PVPLC will be at the meeting to provide a presentation.

On July 27, 2023, Mayor Wilson and Mayor Pro Tem Mirsch received an email request from
the Peninsula Symphony requesting support of their upcoming 57th Season Program Book by
placing a quarter page advertisement as all four Peninsula cities had done in the past.
Currently Rolling Hills is the only City to yet commit.
Their four high quality concerts are free of charge and performed at Redondo Union High
School's Auditorium. Their next season features two local soloists from the community, Karen
Su on violin and Robert Thies on piano. The orchestra is comprised of players from the
Peninsula community including physicians, judges, lawyers and aerospace employees.
Two lifelong board members reside in Rolling Hills, Marion Ruth as well as Dorothy & Allen
Lay.

FISCAL IMPACT:
The cost for a quarter page ad is $250.00. There are sufficient funds in the FY 23-24 Budget.

BACKGROUND:
In recent years the theft of catalytic converters has grown considerably both nationwide and
locally. Catalytic converters have become a hot commodity for thieves because of their value,
relative ease to steal (unbolt or cut out), and lack of identifying markings. The lack of
identification makes it hard to identify victims and successfully apprehend and prosecute
criminals. Thieves take stolen catalytic converters to metal recyclers. The recyclers will pay up
to $250 per converter for the precious metals inside them. Victims, however, will pay an
average of $1000 (or their deductible) to replace it.
While any vehicle manufactured after 1974 can be considered a target for catalytic converter
thieves, the most targeted vehicles are typically:
Trucks and SUV's - Because trucks and SUVs are higher off the ground, thieves do not
need to jack the vehicle up to slide underneath and remove the catalytic converter.
Light vehicles - Lighter vehicles, such as the Toyota Prius are a target vehicle because
they can be quickly jacked up off the ground to remove the catalytic converter.
Catalytic converter thieves are very quick - some have been known to steal a
catalytic converter in less than two minutes. Some of the most common places that they
target vehicles are:
Driveways or Streets - Catalytic converter thieves will target vehicles parked on
driveways or streets, especially at night and if the driveways or street is not lit since
there is less chance that they will be seen.
Auto Dealer Lots - Auto dealer lots are targets, especially at night when thieves
may target lots of vehicles in a short period of time. Some lots have reported
having as many as 20 catalytic converters stolen in one night.

Parking Lots - Large parking lots may also be targets for catalytic converter
thieves. Catalytic converter thieves have been known to steal catalytic converters
during the day at these locations. A look out will stand watch while another person
steals the catalytic converter from the vehicle.
As a result, many local jurisdictions have hosted etching events in collaboration with their local
Police Departments or the Los Angeles County Sheriff's Department (LACSD.) In June, 2023,
the City of Rancho Palos Verdes proposed hosting an etching event at their City Hall location
for the residents of Rolling Hills, Rolling Hills Estates and Rancho Palos Verdes on Saturday,
July 29, 2023.
On June 26, 2023, the City Council approved participation in the event at a cost of $366.67 but
requested that staff provide follow-up information on how many Rolling Hills residents
participated.
DISCUSSION:
The event was held at RPV City Hall’s parking lot from 9am-1pm and considered a successful
event. The first three cars in line were from Rolling Hills. Councilmember Dieringer attended
but her vehicle has a casing around the catalytic converter, so it unable to be etched. 158 cars
participated. The breakdowns were:
RPV - 116 Cars
RH - 19 Cars
RHE - 17 Cars
6 cars did not indicate what city they were from
Following the event, Torrance Auto Repair, which supplied the mechanics for the event,
offered free catalytic converter etching for the PVP residents who did not have chance to
come during the event from August 1st to 9th. Staff advertised this additional opportunity via
social media and the Community Association's Dwelling Live e-blast.
