A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS APPROVING THE TRAFFIC COMMISSION RECOMMENDATIONS
REGARDING PARKING REGULATIONS ON EUCALYPTUS LANE.
WHEREAS, the City's Deputy Traffic Engineer has provided
recommendations relating to Eucalyptus Lane parking regulations;
and
WHEREAS, according to the recommendations
Traffic Engineer, parking should be restricted to
adequate clearance for vehicle passage; and
WHEREAS, members of the Traffic Commission
meeting held September 21, 1990 recommended that
approve the recommendation of the Deputy Traffic

NOW, THEREFORE, be it resolved by the members of the Rolling
Hills City Council as follows:
Section 1. Parking on Eucalyptus Lane is hereby restricted
in the following manner:
a. on the north side between the edge of pavement on
Portuguese Bend Road and a point two hundred and fifty
feet (250') easterly;
b. on the north side, between four hundred feet (400') and
four hundred and sixty five feet (465') east of the edge
of pavement; and
c. on the south side, between two hundred and seventy five
feet (275') and four hundred and sixty five feet (465')
of the east edge of pavement.
Section 2. A copy of the parking regulations as described
above are herewith attached as Exhibit "A".
;Section 3. City staff is directed to forward copies of this
resolution to property owners on Eucalyptus Lane.
Section 4. The Mayor, or presiding officer, is hereby
directed to affix his signature to this resolution signifying its
adoption, and the City Clerk, or duly appointed deputy, is directed
to attest thereto.

BACKGROUND
At the regular meeting of the City Council held Monday, October 8,
1990, City Council members unanimously approved recommendations of
the Rolling Hills Traffic Commission relative to parking
regulations on Eucalyptus Lane. Resolution No. 622 is presented
this evening formalizing City Council action of Monday, October 8,
1990.
RECOMMENDED ACTION:
It is recommended that members of the City Council of the City of
Rolling Hills adopt Resolution No. 622.

SUBJECT: Consideration of Recommendations from the Traffic
Commission Relative to Parking on Eucalyptus Lane.
October 8, 1990
During the regular meeting of the Rolling Hills Traffic
Commission held on July 18, 1990, a formal recommendation
was made for City. Council consideration regarding Eucalyptus
Lane parking regulations. Attached to this staff report is
a memorandum from Deputy Traffic Engineer Tom Sorrentino
regarding the specific recommendations of the Commission.
Additionally, a memorandum dated February 7, 1990 regarding
this issue is attached. Deputy City Traffic Engineer Tom
Sorrentino is in attendance this evening to answer any questions
City Council members may have. If there are no objections,
it would be in order to approve the recommendation of the
Rolling Hills Traffic Commission.

Subject: EUCALYPTUS LANE PARKING RESTRICTIONS
REQUEST
The Traffic Commission requested that staff evaluate the need for parking
restrictions on Eucalyptus Lane due to the narrow width of the roadway.
DISCUSSION
Eucalyptus Lane is a short street which terminates several hundred feet east of
Portuguese Bend Road. It varies in width from 14'-20'. Construction of the road
was completed several months ago and it has recently been accepted by the
Homeowner's Association for maintenance.
Eucalyptus Lane provides access to several homes, with four located on the north
side and one on the south side of the street. There are several driveways along the
north side, as well as a utility pole toward the east end which juts into the roadway
and restricts the effective width of the road at that point.
Due to the narrow width, parking should be restricted to one side only so as to
assure adequate clearance for vehicles. It is recommended that parking be allowed
on the north side due to the offset adjacent to the utility pole. Prohibiting parking
on the south side would ensure that there is adequate room for vehicles to maneuver
into and out of the driveways.
RECOMMENDATION
It is recommended that signs be posted prohibiting parking on the south side of
Eucalyptus Lane from Portuguese Bend Road to its eastern terminus.

SIGNING ON EUCALYPTUS LANE
Mr. Sorrentino advised the Traffic Commission that he has
visited Eucalyptus Lane, and it was his recommendation that
Mr. Tony Lin, 10 Portuguese Bend Road, should be asked to trim
the bushes on that portion of his property adjacent to Eucalyptus
Lane to increase sight distance. The Manager was asked to relay
the recommendation to the Planning Commission to be included
as a condition of approval of the Site Review.
With regard to parking on Eucalyptus Lane, Mr. Sorrentino
recommended that parking be regulated as follows: on the south
side of Eucalyptus Lane, permit parking for approximately 250
feet,. then prohibit parking on the south side to the end of
the road on the north side of Eucalyptus Lane, prohibit parking
for approximately 250 feet, then permit parking on the north
side to the end of the road. Chairman Leeuwenburgh suggested
that Dr. Espinas be asked to put a No Parking sign at his gate.
A motion to approve the recommendations was made by
Commissioner Virtue, seconded by Commissioner Welborn and carried
unanimously. Staff was directed to measure Eucalyptus Lane
accurately to define the parking/no parking areas, and check
with the attorney regarding the restriction, and to bring the
matter back to the Traffic Commission if there is any question
about implementing the parking regulations.
