A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING
HILLS APPROVING THE TRAFFIC COMMISSION RECOMMENDATIONS
REGARDING SAFETY IMPROVEMENTS FOR VEHICULAR ACCESS TO THE
CITY ADMINISTRATION FACILITY
WHEREAS, the City's Deputy Traffic Engineer has provided
recommendations for safety improvements for vehicular access to the
City Administration faciIity; and
WHEREAS, members of the Traffic Commission at their regular
meeting held September 21, 1990 recommended that the City Council
approve the recommendations; and
WHEREAS, implementation of these recommendations will improve
vehicular safety in and around the City Administration facility.
NOW, THEREFORE, be it resolved by the members of the Rolling
Hills City Council as follows:
Section 1. City Staff is hereby directed to cause the
following to occur at the City Hall Administration facility:
o installation of median striping from Portuguese Bend Road
easterly approximately seventy-five feet (75') toward the
parking lot;
o installation of a stop sign for vehicles exiting the
Administration Building;
o installation of a "STOP" pavement legend on the driveway
adjacent to the proposed stop sign; and
o tree trimming adjacent to the new stop sign.
Section 2. The Mayor, or presiding officer, is hereby
directed to affix his signature to this resolution signifying its
adoption, and the City Clerk, or duly appointed deputy, is directed
to attest thereto.
PASSED, APPROVED and ADOPTED this 29th of October, 1990.

c. RESOLUTION NO. 623: A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROLLING HILLS APPROVING THE TRAFFIC AND SAFETY COMMISSION
RECOMMENDATIONS REGARDING SAFETY IMPROVEMENTS FOR VEHICULAR ACCESS
TO THE CITY ADMINISTRATION FACILITY. It was explained by
Councilwoman Leeuwenburgh that the Stop sign is currently in place
but is hidden by tree branches, which will be trimmed in the near
future. Councilwoman Leeuwenburgh moved approval of Resolution
No. 623; it was seconded by Councilwoman Murdock and passed
unanimously.

BACKGROUND
At the regular meeting of the City Council held Monday, October 8,
1990, City Council members approved a recommendation by the Traffic
Commission relative to safety improvements for vehicular access to
the City Administration Facility. Resolution No. 623 is presented
this evening formalizing City Council action of Monday, October 8,
1990.
RECOMMENDED ACTION:
It is recommended that members of the City Council adopt Resolution
No. 623.

SUBJECT: Consideration of Traffic Commission Recommendations
Regarding Safety Improvements for Vehicular Access
to the City Administration Facility
October 8, 1990
At the regular meeting of the Rolling Hills Traffic Commission
held on Friday, September 21, 1990, Commission members made
a formal recommendation regarding safety improvements for
vehicular access to the City Administration facility. It
is reported that vehicles exiting the facility often drive
down the middle of the driveway. -
The recommendation included:
- Installation of median striping from Portuguese Bend
Road, easterly approximately 75 feet toward the parking
lot;
- Installation of -a Stop sign for vehicles exiting the
Administration Building; and
- Installation of the word "STOP" on the driveway adjacent
to the proposed Stop sign, to further emphasize that
a vehicular stop at this location is required.
This recommendation was supported by the City's Deputy Traffic
Engineer, Tom Sorrentino. A drawing of the proposal is
attached.

Excerpt from September 21, 1990 Traffic Commission meeting:
CONSIDERATION OF SAFETY STRIPING AT CITY HALL
Deputy Traffic Engineer Sorrention stated that it is reported
that drivers have a tendency to drive down the middle of the
driveway to ingress and egress the City Hall parking lot. The
driveway, being approximately twenty feet wide, would be adequate
for the creation of two ten foot wide lanes. He proposed a
solid yellow line which would extend fifty feet back from the
stop bar. CHAIRWOMAN LEEUWENBURGH suggested a sixty foot line.
At 8:55 A.M. CHAIRMAN LEEUWENBURGH adjourned the meeting to
the site location. The meeting was reconvened in the City
Council Chambers at 9:04 a.m.
MOTION: COMMISSIONER WELBOURN moved that seventy-five feet
of solid yellow line be installed easterly of the existing
stop sign; that the existing trees be trimmed and the stop
legend be repainted.
CHAIRMAN LEEUWENBURGH suggested that the potential relocation
of the existing mailbox re considered.
COMMISSIONER VIRTUE seconded the motion. There being no
objection, the motion carried by unanimous vote.
