City Manager Dahlerbruch presented the staff report providing background regarding the
agreement for landslide monitoring service and the associated costs. Following brief
discussion regarding the number of inclinometers that need monitoring, Mayor Lay called for
a motion.
Councilmember Hill moved that the City Council approve an agreement and purchase order
with Group Delta Consultants for continued and on -going monitoring and analysis of the
inclinometers installed on the Poppy Trail landslide. Councilmember Pernell seconded the
motion which carried unanimously by those Councilmembers in attendance.

On January 19, 2010, representatives of Group Delta Consultants, Inc. (GDC)
performed a site visit of the Poppy Trail Landslide in the City of Rolling Hills, to
observe the condition of the existing landslide repair project and evaluate the
winterization of the repair work. The landslide protection activities conducted in
2005 involved a partial removal of the landslide headscarp, and grading to seal
crack in the slide mass. In the fall of 2006 the protection measures were added to
include a new visqueen sheeting and a TRM fiber blanket to protect the visqueen
from degradation. Currently, visqueen sheeting protected by green TRM 50 fiber
blanket covers the landslide to protect it from erosion and/or potential failures due
to saturation. Maintenance of the cover is important to prevent exposure of the slide
area.
In general, the plastic and fiber covers were noted to be in good condition during
the site visit. However, the GDC representatives noted several areas of concern,
including:
• The visqueen placed around the upper edge of the landslide back scarp which
protects the upper slide area from erosion and/or saturation has been damaged
over time.
• PVC drainage pipes installed in 2005 for collecting and transporting water
around and over the landslide before it enters the landslide, were disconnected
and no longer operational.
• Several tears in the green fiber blanket cover and underlying visqueen sheeting
were noted in the central part of the slide (near the #1 Poppy Trails Owner
Easement), creating a potential for water to enter the landslide.

• The visqueen around the upper edge of the landslide should be repaired or
replaced to cover the exposed soil, and held in place with clean 1/2 -inch
aggregate fills bags to provide access to #1 Poppy Trail.
• The PVC drainage structures and pipes have been removed and are no
longer in service. The structures should be replaced and adequately
constructed to properly transport water away from the landslide. This may
require constructing a sandbag headwall near the #1 Poppy Trails Owner
Easement, to direct water into the drainages structures and keep water from
migrating into the slide from the road. Also, it may be necessary to secure
the piping joints with slope stakes or similar, to prevent dislodging. The
piping should extend to an appropriate water disposal location (i.e.
stormdrain) per the original mitigation plan prepared by Bolton engineering.
• Several tears were noted in the fiber blanket and underlying visqueen in the
central portion of the slide, near the easement road. The damaged area
needs to be repaired by covering exposed visqueen sheeting, recovered with
fiber blanket, and then re -spiked to the ground.
The rainy season is currently underway. To prevent storm water runoff from
increasing the possibility of erosion or failures, the above described repairs should
be completed as soon as possible.

Group Delta Consultants, Inc. (GDC) is pleased to provide our cost estimate and
scope of work for the subject project.
Background
GDC has previously installed 2 inclinomters for moniroting of the Poppy Trail
Landslide in 2005. Due to movement of the landslide, one of the inclinometers
could not be read by 2006. The 2 remaning monitors were read periodically
through July 2007, at which time monitoring was discontinued due to the fact
that the monitoring showed that the movement had become negligible. Based
on our recent discussions with you, we understand that you would like and
updated reading of the 2 inclinomteres. In addition, you have requested that the
winterization measures installed in 2005, and upgraded in 2006, be evaluated for
suitability for the upcoming winter rains.

Task 1 - Inclinometer Monitoring
The 2 inclinometers will be monitored once in approximately October 2009. A
submittal will be issued after the visit detailing the previous and new readings.
Task 2 — Winterization Evaluation
A site reconnaissance will be performed to evaluate the condition of the
winterization measures installed in 2005 and 2006. We will utilize the plans
prepared by Bolton Engineering from 2005, as well our knowledge of additional
measures installed in 2006, to evaluate whether repairs or replacement are
needed of those measures. The results will be summarized in a letter.
Cost Proposal
Our cost proposal is provided in the following Table 1. Supplemental services will
be provided, as needed, on a time and materials basis in accordance with our
standard Schedule of Fees (Attachment A).

Client recognizes that the interpretations and recommendations of Group Delta Consultants, Inc. (GDC) are based
solely on the information available to GDC. Client further recognizes that surface and subsurface conditions can
vary from those encountered at the times and locations where data arc obtained by GDC, and that the limitation on
available data results in some level of uncertainty with respect to the interpretation of these conditions despite the use
of due professional care.
GDC will not be responsible for the effect on any opinion rendered hereunder of unknowns such as acts of others on
adjacent properties, variables of nature including but not limited to earthquakes, masking of rocks by heavy ground
cover or the works of man, acts of God or other variables beyond the control of GDC.
GDC shall write reports so as to meet the administrative requirements of local governmental agencies; however, as
the decisions of such agencies are discretionary, GDC does not guarantee the approval of its reports or of Client's
project by any governmental agency.
PROFESSIONAL RESPONSIBILITY
GDC represents that the services shall be performed, within the limits prescribed by Client, in a manner consistent
with that level of care and skill ordinarily exercised by other professional consultants under similar circumstances.
No other representations to Client, express or implied, and no warranty or guarantee is included or intended in this
Agreement, or in any report, opinion, document or otherwise.
INDEMNIFICATION
Client agrees to indemnify, hold harmless and defend GDC from and against any and all loss, expenses, including
attorney's fees, injury, damage, to property or person, liability, costs and/or claims arising out of the services
performed by GDC and/or work performed by client and/or other parties upon the real property described herein
above, regardless of the negligence of GDC, its agents, employees, officers, directors or shareholders, extent where
such loss, injury, damage, liability, cost, expenses or claims are the result of the sole negligence or willful misconduct
of GDC, its agents, employees, officers, directors or shareholders; provided, however, that any such liability resulting
from any design defects (as defined in California Civil Code Section 2782.5) shall be the sole responsibility of the
client.
LIMITATION OF LIABILITY
In the event the indemnification clause contained herein is found to be void, unenforceable, against
public policy or otherwise inapplicable to claims advanced against GDC by Client or others, the liability
for damages due to the professional negligence of GDC shall be limited to an amount not to exceed
$50,000 or the fee of GDC, whichever sum is more.
For any damage caused by negligence other than professional negligence, GDC's liability, including that of its
employees, agents and subcontractors, in the aggregate trader this Agreement, shall not exceed the limits of GDC's
comprehensive general and automobile liability insurance coverage.
In no event shall either GDC or Client be liable for consequential damages, including, without limitation, loss of
use, loss of profits or the additional costs of completing the development of the property described herein above due
to delays, incurred by one another or their respective subsidiaries or successors, regardless of whether such claim is
based upon alleged breach of contract, willful misconduct or negligent act or omission, whether professional or non-
professional, of either of them or their agents, employees, subcontractors, officers, directors or shareholders.
METHOD OF CHARGING AND PAYMENT CONDITIONS
GDC will submit the invoices to Client as stated in the proposal or periodically and a final invoice will be submitted
upon completion of our services. All retainers are held for credit to the final invoice. Payment is due upon
presentation of invoice and is past due thirty (30) days from invoice date. Client agrees to pay a finance charge of one
and one-half percent (1-l/2%) per month, or the maximum rate allowed by law, on past due accounts. Payments
shall first be applied to accrued interest and to the principal unpaid amount. Client specifically agrees further to pay
all expenses and costs, including but not limited to GDC's staff time at GDC's current Schedule of Fees, attorneys'
fees, and court and other costs associated with collection of past due accounts.

If any invoice for work performed by GDC is outstanding and unpaid for a period in excess of 90 (ninety) days, the
Client agrees that, in addition to any other remedy which may be available to it, GDC may stop work, withhold
reports/plans, and submit such invoice to binding arbitration under the Commercial Arbitration Rules of the
American Arbitration Association, as the same may be in effect at the date of such submission, and that judgment
upon the award rendered in such arbitration may be entered in any court having jurisdiction thereof.

GDC charges are only estimated and shall not he regarded as "lump sum" or "fixed price" or "guaranteed maximum"
compensation unless it is expressly so stated in writing.
ESTIMATED TIME SCHEDULE
Because of the uncertainties inherent in the services contemplated hereunder, time schedules are only estimated
schedules which are subject to revision unless specifically described as otherwise herein.
RIGHT OF ENTRY
The Client will provide for right of entry for GDC personnel, and for any other personnel and all equipment
necessary in order to complete the work. While GDC will take all reasonable precautions to minimize any damage to
the property, it is understood by Client that in the normal course of work some damage may occur, the correction of
which is not part of this Agreement. The client agrees to indemnify and hold GDC harmless from any liability for
any damage so caused by the performance of such work, unless caused by the gross negligence or willful misconduct
of GDC or its personnel.
SUBTERRANEAN STRUCTURES OR UTILITIES
Client shall indemnify and hold GDC harmless for damage or injury arising from damage to subterranean structures
or utilities (pipes, tanks, telephone cables, etc.) that are not called to the attention of GDC or are not correctly shown
on the plans furnished to GDC, in connection with work performed by GDC.
CONSTRUCTION PROCEDURES
GDC shall not specify construction procedures, manage or supervise construction, or implement or be responsible
for health and safety procedures; shall not he responsible for the acts or omissions of contractors or other parties on
the project; and shall not have control or charge of and shall not be responsible for construction, means, methods,
techniques, sequences or procedures, or for safety precautions and programs. GDC testing or inspection of portions
of the work of other parties on project shall not relieve such other parties from their responsibility for performing
their work in accordance with applicable plans and specifications.
SAMPLES
GDC will retain all soil and rock samples for thirty (30) days following exploration. Further storage or transfer of
samples can be made at an agreed expense upon Client's written request.
HAZARDOUS SUBSTANCES
Unless specifically included in the "Scope of Services," this Agreement does not include any services (including
detection or identification) relative to any substances which might be considered hazardous by an applicable
regulations.
OWNERSHIP OF DOCUMENTS
All reports, boring logs, field data and notes, laboratory test data, calculations, estimates and other documents
prepared by GDC, as instruments of service, shall remain the property of GDC. Client agrees that all reports and
other work furnished to the Client or its agents, which are not paid for, will be returned upon demand and will not
be used by the Client for any purpose whatever.
NO THIRD PARTY RIGHTS
This Agreement shall not create any rights or benefits to parties other than Client and GDC.
TIME BAR TO LEGAL ACTION
All legal actions by either party against the other for breach of this Agreement, or for failure to perform in accordance
with the applicable standard of care, however denominated, that are essentially based on such breach or failure, shall
he barred in two (2) years from the time claimant knew or should have known of its claim, but, in any event, not later
than four (4) years from the substantial completion of GDC's services.

DISPUTES
In the event that a dispute arises relating to the performance of the services to be provided under this Agreement,
and should that dispute result in litigation, it is agreed that the prevailing party shall be entitled to recover all
reasonable costs incurred in connection with such dispute, including GDC's staff time at GDC's Schedule of Fees in
effect at the time of such dispute, court costs, attorneys' fees and all other claim related expenses.

Group Delta Consultants, Inc. (Group Delta) collected inclinometer readings on
May 15, 2006 to establish a baseline for the pre -construction for the placement of a
stability fill above the wall on the temporarily access road and to measure any creep,
after this last winters rainstorms. Data was collected at the replacement
inclinometer (PT -2R) and PT -3 on the temporary ATV access road on February 4,
13, 21, March 6 and May 15, 2006.
PT -2R inclinometer had a cumulative movement of about 0.4 -inches between
February 4 and May 15, 2006 indicating that the landslide still has very slow creep.
PT -3 is off the new landslide mass and has very minimal to no movement (see
attached graph PT -2R A -axis, downhill direction and PT -3). Since movement on the
landslide has slow creep, additional readings shall be scheduled weekly until the
completion of the stability fill. During this summer, readings can be terminated unless
movement of the landslide increases or there was acceleration of the creep after the
stability fill construction.

Group Delta Consultants, Inc. (Group Delta) collected inclinometer readings on
May 15, 2006 to establish a baseline for the pre -construction for the placement of a
stability fill above the wall on the temporarily access road and to measure any creep,
after this last winters rainstorms. Data was collected at the replacement
inclinometer (PT -2R) and PT -3 on the temporary ATV access road on February 4,
13, 21, March 6 and May 15, 2006.
PT -2R inclinometer had a cumulative movement of about 0.4 -inches between
February 4 and May 15, 2006 indicating that the landslide still has very slow creep.
PT -3 is off the new landslide mass and has very minimal to no movement (see
attached graph PT -2R A -axis, downhill direction and PT -3). Since movement on the
landslide has slow creep, additional readings shall be scheduled weekly until the
completion of the stability fill. During this summer, readings can be terminated unless
movement of the landslide increases or there was acceleration of the creep after the
stability fill construction.

inclinometers on the new Poppy Trail Landslide and on the inactive landslide adjacent to the
Poppy Trail Landslide. On July 30, 2007 Group Delta monitored and provided this updated
report with inclinometer PT -2R and PT -3 on the Poppy Trail temporary ATV access road.
Inclinometer PT -2R had additional movement from the last reading from March 23, 2007 to
July 30, 2007 of about 0.15 -inch in 4 -months indicating that the Poppy Trail Landslide still has
an insignificant creep. PT -3 is on the older (presently inactive) landslide mass which is stable
(see attached graphs PT -2R and PT -3, A -axis, downhill direction).
Since movement on the Poppy Trail Landslide has been insignificant since the past few
readings, future monitoring shall continue to be scheduled every one to four months to
determine further movement of the landslide or until no further landslide movement is
detected. If a series of large rainstorms develop at the site in the future, the inclinometer
monitoring may be re -scheduled to twice a month and during the rainy periods.

During the monitoring of the inclinometers, it was noticed that the construction of the new
geofabric covering of the Poppy Trail Landslide was completed. The contractor did an
appropriate job covering and fastening the fabric to the landslide surface with a good overlap
on the Poppy Trail Landslide edge.

Poppy Trail Landslide
Near the Intersection of Portuguese Bend Road and Poppy Trail
Rolling Hills, California

At your request, this proposal addresses the need for continued inclinometer
monitoring, plotting of the results and presenting the data to the city in
memorandum form. This proposal includes our proposed scope of work and the
associated budget.
1.0 SITE DESCRIPTION
A portion of Poppy Trail has been over -ridden by slide debris, which blocked access
to the residences down canyon from the landside. To open the canyon to vehicular
traffic, an alternate alignment has been constructed below the toe of the landslide.
During the construction of the alternate ATV road, three inclinometers were installed
with two installed in the Poppy Trail Landslide. During the construction on the back
scarp of the landslide, to help stabilize the landslide, the two inclinometers in the
landslide mass sheared off from heavy equipment movement. An additional
inclinometer (P -2R) was installed in the middle of the Poppy Trail Landslide, on the
temporary ATV road, so any continued movement could be monitored.
2.0 SCOPE OF SERVICES
2.1 Continued Inclinometer Readings
It is proposed to continue monitoring the inclinometers.
• Our access to the property and work schedule will be coordinated through your
designated representative to minimize any impact on existing activities.
• Staff level GDC personnel will monitor the inclinometers every two weeks or as
needed during any construction on or near the landslide, during the rainy season
or if the landslide movement seems to be accelerating.

• During dry months, such as summer, the inclinometer monitoring will be
reduced to once a month if the landslide seems to be stable. The monitoring
will be more frequent if the landslide movement increases.
The data collection and reduction of the data shall be reviewed by a GDC
engineer or geologist.
3.0 TIME SCHEDULE
We will commence our work upon receipt of your Notice to Proceed (NTP). The
following time schedules are estimated to complete the proposed tasks described in
this proposal.
4.0 ESTIMATED FEE
We propose to perform the above Scope of Work to monitor the inclinometers on a
time -and -materials basis with a not -to -exceed amount of $10,000. The task will
consist of 4 hours of fieldwork including travel from the office and back by a staff
person qualified to monitor inclinometers and office time including data reduction,
review and a letter memorandum. The following table summarizes the breakdown
of the estimated fee for this task.

Before we proceed with any additional services, your written approval will be
required. If the city needs to stop the monitoring for any reason, an email or a
written notice shall be sent to GDC to put the task on hold. A similar email or
written notice can be sent to re -activate the task. If the city of Rolling Hills wishes to
terminate the monitoring task for any reason, the city must submit within (10) days
minimum, a written notice to Group Delta Consultants, Inc. to terminate the work.
INDEMNITY
In agreeing to the scope of work contained in this proposal, the city if Rolling Hills
acknowledges that the existing site is currently unstable and agrees to defend,
indemnify and hold harmless Group Delta Consultants, Inc. its employees and
subcontractors from and against any and all liability expense (including defense and
legal costs) or claim for damages of any nature whatsoever, arising from or
connected in anyway with the work performed for "The City" from this proposal,

RECOGNITION OF RISK
Client recognizes that the interpretations and recommendations of Group Delta Consultants, Inc. (GDC) are based
solely on the information available to GDC. Client further recognizes that surface and subsurface conditions can vary
from those encountered at the times and locations where data are obtained by GDC, and that the limitation on available
data results in some level of uncertainty with respect to the interpretation of these conditions despite the use of due
professional care. GDC will not be responsible for the effect on any opinion rendered hereunder of unknowns such as
acts of others on adjacent properties, variables of nature including but not limited to earthquakes, masking of rocks by
heavy ground cover or the works of man, acts of God or other variables beyond the control of GDC. GDC shall write
reports so as to meet the administrative requirements of local governmental agencies; however, as the decisions of such
agencies are discretionary, GDC does not guarantee the approval of its reports or of Client's project by any
governmental agency.
PROFESSIONAL RESPONSIBILITY
GDC represents that the services shall be performed, within the limits prescribed by Client, in a manner consistent with
that level of care and skill ordinarily exercised by other professional consultants under similar circumstances. No other
representations to Client, express or implied, and no warranty or guarantee is included or intended in this Agreement,
or in any report, opinion, document or otherwise.
INDEMNIFICATION
Client agrees to indemnify, hold harmless and defend GDC from and against any and all loss, expenses, including
attorney's fees, injury, damage, to property or person, liability, costs and/or claims arising out of the services performed
by GDC and/or work performed by client and/or other parties upon the real property described herein above, regardless
ef--the-negligenee-ef--G herehelflersT except where such loss, injury,
damage, liability, cost, expenses or claims are the result of the sole negligence or willful misconduct of GDC, its

In no event shall either GDC or Client be liable for consequential damages, including, without limitation, loss of use,
loss of profits or the additional costs of completing the development of the property described herein above due to
delays, incurred by one another or their respective subsidiaries or successors, regardless of whether such claim is based
upon alleged breach of contract, willful misconduct or negligent act or omission, whether professional or non-
professional, of either of them or their agents, employees, subcontractors, officers, directors or shareholders.
METHOD OF CHARGING AND PAYMENT CONDITIONS
GDC will submit the invoices to Client as stated in the proposal or periodically and a final invoice will be submitted
upon completion of our services. All retainers are held for credit to the final invoice. Payment of undisputed invoice
amount is due upon presentation of invoice and is past due thirty (60) days from invoice date. Client agrees to pay a
finance charge of one and one-half percent (1-1/2%) per month, or the maximum rate allowed by law, on past due
accounts. Payments shall first be applied to accrued interest and to the principal unpaid amount. Client specifically
agrees further to pay all expenses and costs, including but not limited to GDC's staff time at GDC's current Schedule of
Fees, attorneys' fees, and court and other costs associated with collection of past due accounts.

ESTIMATED CHARGES AND PAYMENT CONDITIONS
GDC charges are only estimated and shall not be regarded as "lump sum" or "fixed price" or "guaranteed maximum"
compensation unless it is expressly so stated in writing.
ESTIMATED TIME SCHEDULE
Because of the uncertainties inherent in the services contemplated hereunder, time schedules are only estimated
schedules which are subject to revision unless specifically described as otherwise herein.
RIGHT OF ENTRY
The Client will provide for right of entry for GDC personnel, and for any other personnel and all equipment necessary
in order to complete the work. While GDC will take all reasonable precautions to minimize any damage to the
property, it is understood by Client that in the normal course of work some damage may occur, the correction of which
is not part of this Agreement. The client agrees to indemnify and hold GDC harmless from any liability for any
damage so caused by the performance of such work, unless caused by the gros n negligence or willful misconduct of
GDC or its personnel.
SUBTERRANEAN STRUCTURES OR UTILITIES
Client shall indemnify and hold GDC harmless for damage or injury arising from damage to subterranean structures or
utilities (pipes, tanks, telephone cables, etc.) that are not called to the attention of GDC or are not correctly shown on
the plans furnished to GDC, in connection with work performed by GDC.
CONSTRUCTION PROCEDURES
GDC shall not specify construction procedures, manage or supervise construction, or implement or be responsible for
health and safety procedures; shall not be responsible for the acts or omissions of contractors or other parties on the
project; and shall not have control or charge of and shall not be responsible for construction, means, methods,
techniques, sequences or procedures, or for safety precautions and programs. GDC testing or inspection of portions of
the work of other parties on project shall not relieve such other parties from their responsibility for performing their
work in accordance with applicable plans and specifications.
SAMPLES
GDC will retain all soil and rock samples for thirty (30) days following exploration. Further storage or transfer of
samples can be made at an agreed expense upon Client's written request.
HAZARDOUS SUBSTANCES
Unless specifically included in the "Scope of Services," this Agreement does not include any services (including.
detection or identification) relative to any substances which might be considered hazardous by an applicable
regulations.
OWNERSHIP OF DOCUMENTS
All reports, boring logs, field data and notes, laboratory test data, calculations, estimates and other documents prepared
by GDC, as instruments of service, shall remain the property of GDC. Client agrees that all reports and other work
furnished to the Client or its agents, which are not paid for, will be returned upon demand and will not be used by the
Client for any purpose whatever.
NO THIRD PARTY RIGHTS
This Agreement shall not create any rights or benefits to parties other than Client and GDC.
TIME BAR TO LEGAL ACTION
All legal actions by either party against the other for breach of this Agreement, or for failure to perform in accordance
with the applicable standard of care, however denominated, that are essentially based on such breach or failure, shall be
barred in two (2) years from the time claimant knew or should have known of its claim, but, in any event, not later than
four (4) years from the substantial completion of GDC's services.
DISPUTES
In the event that a dispute arises relating to the performance of the services to be provided under this Agreement, and
should that dispute result in litigation, it is agreed that the prevailing party shall be entitled to recover all reasonable
costs incurred in connection with such dispute, including GDC's staff time at GDC's Schedule of Fees in effect at the
time of such dispute, court costs, attorneys' fees and all other claim related expenses.

Mr. Dahlerbruch:
On December 18, 2006, Group Delta Consultants, Inc. (GDC) reoccupied
inclinometers PT -2R and PT -3 to determine if there was any continued movement
on the Poppy Trail Landslide. From September 20, 2006 to December 18, 2006,
PT -2R moved about 0.20 inches down slope with a total movement of little less than
0.80 inch from February 4, 2006 to December 18, 2006. PT -3 had 0.25 inch of
movement total from the aforementioned February to December dates.
On December 19, 2006, GDC was informed that during the removal of the plastic
sheeting from the initial Poppy Trail Landslide covering, a large tension crack was
discovered. After a field visit, the discarded plastic sheeting was covering the crack
and most of it was filled with soil from equipment and people walking over the
crack. The location of the crack was pointed out and is in the same area as the
crack documented during a walkover on September 1, 2005. Since the area is
loose, not compacted, it should not be unusual to see tension cracks appear as the
loose soil continues to settle.
Conclusion
The Poppy Trail Landslide is moving much less than the initial movement after the
landslide first failed. This is evident by the observation of the data collected while
monitoring the inclinometers.
The plastic sheeting has reduced the movement of the landslide mass by protecting
the landslide surface from surface water infiltration. Presently, the old cover is being
replaced with a new plastic cover since the old plastic sheeting was getting brittle from
sun exposure. To make the surface more esthetic; a green low glare synthetic geo-fiber
blanket is going to be secured on top of the plastic sheeting to reduce glare.
The tension crack was the result of differential settlement and minor movement of the
un-compacted soil and rock within the landslide mass. With the small amount of
movement measured from observations taken from the inclinometers between

On December 18, 2006, Group Delta Consultants, Inc. (GDC) reoccupied
inclinometers PT -2R and PT -3 to determine if there was any continued movement
on the Poppy Trail Landslide. From September 20, 2006 to December 18, 2006,
PT -2R moved about 0.20 inches down slope with a total movement of little less than
0.80 inch from February 4, 2006 to December 18, 2006. PT -3 had 0.25 inch of
movement total from the aforementioned February to December dates.
On December 19, 2006, GDC was informed that during the removal of the plastic
sheeting from the initial Poppy Trail Landslide covering, a large tension crack was
discovered. After a field visit, the discarded plastic sheeting was covering the crack
and most of it was filled with soil from equipment and people walking over the
crack. The location of the crack was pointed out and is in the same area as the
crack documented during a walkover on September 1, 2005. Since the area is
loose, not compacted, it should not be unusual to see tension cracks appear as the
loose soil continues to settle.
Conclusion
The Poppy Trail Landslide is moving much less than the initial movement after the
landslide first failed. This is evident by the observation of the data collected while
monitoring the inclinometers.
The plastic sheeting has reduced the movement of the landslide mass by protecting
the landslide surface from surface water infiltration. Presently, the old cover is being
replaced with a new plastic cover since the old plastic sheeting was getting brittle from
sun exposure. -To make the surface more esthetic; a green low glare synthetic geo-fiber
blanket is going to be secured on top of the plastic sheeting to reduce glare.
The tension crack was the result of differential settlement and minor movement of the
un-compacted soil and rock within the landslide mass. With the small amount of
movement measured from observations taken from the inclinometers between

February 4, 2006 and December 18, 2006, the landslide can be considered more
stable. If properly covered, the landslide mass should continue to stabilize. Cracks
may continue to appear on the slide mass but the inclinometer readings should be
used to indicate the true movement.
Monitoring ground -displacement of the inclinometers should continue on a bi-weekly
basis during the replacement of the plastic sheeting and during the rainy season. Any

On July 26, 2006, GROUP DELTA CONSULTANTS, INC. (GDC), the GDC soil
technician observing the placement of backfill at the Poppy Trail site called the GDC
geologist to explain that there was a small rock pop out on top of the fill that is
presently being placed. After observing the pop out it was determined that a rock
layer was fractured into large angular blocks with near horizontal and near vertical
fractures. This rock layer consisted of one -foot thick dolostone/siliceous bed
daylights out of a cut vertical at about 10 degrees. The pop out was approximately
15 feet wide by 5 to 6 feet high. Since this hard bed is blocky, large chunks, they
can be dislodged and drop out of slope.
After observing the conditions in the field, it was determined to lay the broken rock
pop out back 1:1 horizontal to vertical and backfill the removal.
It was also observed that in the area on the north side of the present fill placement,
near the curve about midway, good rock was exposed. This area was to be filled
with a 1:5 fill slope. Since the rock was hard and not unstable, it was determined
not to continue the fill to the north beyond the curve.
All the changes in the placement of the fill will need to be observed by the project
geologist.

On December 22, 2005, GROUP DELTA CONSULTANTS, INC. (GDC) with an ICBO
masonry inspector observed about 75% of the north portion of the block wall, along the
Poppy Trail Temporary Access Road, for code compliance. After observing the existing
placement of the wall, there were some code deficiencies. The deficiencies were not
corrected before grouting but the grout mix strength was increased and a reinforcement
fiber was added as a compromise. During placement of the grout, the block cells were
vibrated during placement and again after placement of the grout as part of the
compromise.
After observing the wall, it was decided that the wall should be waterproofed and a
burrito drain should be installed along the bottom of the wall on the slope side. Both
the waterproofing and burrito drain should increase the longevity of the wall.
The area along the cut slope from Stake 259 through 275 needs to be stabilized since
the slope was not in bedrock but slopewash and alluvium. It was suggested to
construct a stability fill with a 5 foot key with a 1:1 (horizontal to vertical) back cut to
prevent erosion and sloughing. After the Temporary Road Rough Grading was
completed, it was decided that the stability fill would be constructed after the wall was
erected. After the completion of the wall through the area of concern, it was suggested
to place jute netting and plant the slope. The use of jute and seeding was accepted but
it is noted that there may be a maintenance problem in that area. If the problems
become too much of a costly maintenance or a danger to the public, the slope will need
to be stabilized by other methods.

On December 15 and 16, 2005, GROUP DELTA CONSULTANTS, INC. (GDC)
observed the remaining southern portion of the retaining wall footing excavation
along the Poppy Trail Temporary Access Road. The area along rough grading
elevation 777 south to 778 where the bottom materials consisted of weathered rock
and layers of soft to medium stiff sandy clay with abundant gravels and cobbles was
removed to acceptable earth materials. That portion of the excavation was filled
with a low strength concrete to the original footing bottom elevation on December
15, 2005. The remaining footing, to the south, was excavated to acceptable earth
materials on December 15 and 16, 2005 with no over excavating needed.
The remaining open footing observed on December 15 and 16, 2005 is acceptable
for concrete and steel. Before placing concrete, all soil and rock material that
sloughed into the excavation or any soft areas from foot traffic that occurred along
the excavation bottom when placing steel should be removed.

On December 13, 2005, GROUP DELTA CONSULTANTS, INC. (GDC) observed
the retaining wall footing excavation along the Poppy Trail Temporary Access Road
in the area along rough grading elevation 777 south to 778. The bottom materials
consisted of a loose light brown silty to clayey sand and weathered rock with layers
of soft to medium stiff gray to gray green sandy clay with abundant gravels and
cobbles. The soil probed for 18 inches in the key area of the footing excavation.
While onsite, backhoe pits were excavated in the soft to loose areas to determine the
depth to competent rock. To the south of the excavated footing trench, rock was
found in the test pits.
The final solution determined in the field was to over excavate the footing in the soft
and loose material areas with an excavator. After the over excavation is complete, a
low strength concrete will need to be placed in the excavation to replace the
excavated soil.

The city needs to address the locations of the septic tanks and pits above the
landslide at Poppy Trail #1 in the City of Rolling Hills. When the winterization of the
landslide resumes, the back cut may encroach into the septic systems at Poppy Trail
#1. Prior to cutting back the slope, the septic tank(s) effluent should be pump and
exported offsite to be disposed of at an appropriate dump. If septic tanks or pits are
encountered during the cutting back of the slope, the tanks should be removed and
pits backfilled with 2 -sack slurry to 2 -feet from the surface. The upper 2 -feet should
be filled with compacted fill.

deepened due to the presence of soft unstable alluvial soils. Simich Construction was
requested to remove the soft alluvium to bedrock and have the bottom approved by the
project geotechnical engineer or engineering geologist before the placement of steel
and concrete. Concrete was placed into the deepened excavation prior to approval of
the bottom.
To observe if the concrete was placed on competent bedrock, a 1 -foot wide backhoe
trench was dug along side the placed concrete to evaluate if the bottom was on
competent bedrock. The exposed bottom in the trench was observed to be on bedrock.
The 1 -foot wide trench was deepened to about 2 -feet into bedrock. Structural concrete
is to be placed in the trench at the time the final footing is poured.

is to be placed in the trench at the time the final footing is poured.
Another issue that needs to be addressed is the presence of the septic tanks and pits
above the landslide on Poppy Trail #1. When the winterization of the landslide
resumes, the back cut may encroach into the septic systems of Poppy Trail #1. Prior to
cutting back the slope, the septic tanks effluent should be pump and exported offsite to
be disposed of at an appropriate dump. If septic tanks or pits are encountered during
the cutting back of the slope, the tanks should be removed and pits backfilled with 2 -
sack slurry to 2 -feet from the surface. The upper 2 -feet should be filled with compacted
fill.

GROUP DELTA CONSULTANTS, INC. (GDC) has been informed that the soil to
be removed from the Poppy Trial #1 landslide headscarp is proposed to be
exported to an open space area on Poppy Trail #4. After briefly reviewing the
geology for Poppy Trail #4, the lot appears to be on a landslide and the geology
appears to be adverse with respect to the existing slopes (Cleveland, 1976). With the
stockpiling of soil on the slopes of Poppy Trail #4, the weight of the exported soil
could reactivate any part of the landslide or the adverse geology could fail creating a
new landslide. Please note, however, that we have performed only a cursory review
of the geology of #4 Poppy Trail to identify potential hazards. We have not
performed any field explorations or analyses.
The City should be aware that there is a possibility of a failure caused by the
stockpiling of the soil on Poppy Trail #4, and the City could therefore be responsible
for the damage that occurs. The owner of #4 should retain a geotechnical
engineer/engineering geologist to evaluate the area where the soil is proposed to be
stockpiled to ensure that a geologically stable stockpile area is established. The
evaluation may include drilling deep bucket auger borings, backhoe pits and a slope
stability analysis. In addition, the City should consider obtaining a letter from the
landowner releasing the City from liability for stockpiling of soil on any part of #4
Poppy Trail.
Closure
This letter summarizes the opinion of GDC. We have not as yet performed any
detailed geologic mapping, subsurface exploration, laboratory analyses or
engineering calculations on #4 Poppy Trail. As such, this letter is based only on our
opinion.
