A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by
Chairman Hill at 8:32 a.m. on Thursday, January 28, 2010, in the City Council Chambers, at City Hall, 2

MINUTES OF SEPTEMBER 24, 2009.
Commissioner Virtue moved that the Traffic Commission approve the minutes of the September 24,
2009 regular meeting of the Traffic Commission. Commissioner Margeta seconded the motion, which
carried unanimously by those Commissioners in attendance with Commissioner Black abstaining due to
an excused absence from the previous meeting.
SPECIAL PRESENTATION
PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT, LOMITA STATION, ON QUARTERLY TRAFFIC STATISTICS FOR THE
CITY OF ROLLING HILLS.
Sergeant Paul Creason presented the traffic statistics for the third quarter (July thru September) 2009. He
stated that there was one hit and run collision in July. He stated that there were 32 citations in July, 40

in August and 18 in September for an average of 30 citations per month during the reporting period. He
stated that there was also one DUI arrest in September.
OLD BUSINESS
CONTINUED DISCUSSION OF STAGING LOCATIONS FOR REFUSE HAULER'S
"MOTHER TRUCK"
City Manager Dahlerbruch presented the staff report, providing the background of the Traffic
Commission's consideration of the staging locations for the Allied Waste's "Mother Truck". He stated
that in total 14 locations in 3 different areas were proposed to be used as staging locations and that with
the exception of the Crest Road East/Eastfield Drive location, all of the locations have been
recommended as acceptable by the Traffic Commission. He stated that before the Commission is a letter
from a resident adjacent to the Crest Road East/Eastfield Drive location expressing their concerns
regarding that specific location. He stated that the resident met with Allied Waste and staff on
Wednesday to discuss where the truck would be located and to discuss the timeframes during which it
would be used. He further stated that Allied Wasted has indicated that they would like that staging
location approved for use, but at this time they do not intend to use it and it would be used as a back up
if the need arises in the future. He stated that the Traffic Engineer has reviewed the location and feels it
meets the criteria to be used as a staging location. The Traffic Commission recommended approval of
the staging location at Crest Road East and Eastfield Drive and directed staff to present the summary list
of recommended staging locations to the City Council for approval. Hearing no objection, the Chairman
so ordered.
Stephanie Culver, 76 Eastfield Drive addressed the Traffic Commission stating that she was encouraged
by the meeting that she had with Allied and her hope is that her concerns will be addressed.
Discussion ensued concerning the feasibility of the location, the duration of the truck being located at
the location and the fact that Allied is proposing to only use the location as a back up. Following further
discussion, the Traffic Commission recommended approval of the staging location at Crest Road East
and Eastfield Drive and directed staff to present the summary list of recommended staging locations to
the City Council for approval. Hearing no objection, the Chairman so ordered.
NEW BUSINESS
CONSIDERATION OF A NEW DRIVEWAY APPROACH AT 40 EASTFIELD DRIVE
(TONSICH).
City Manager Dahlerbruch presented the staff report and background regarding a new driveway
approach at 40 Eastfield Drive. He stated that in 2007 the Traffic Commission considered a driveway at
this location and the applicant is requesting re -consideration of new configuration and wider driveway.
He further reviewed the plans for the proposed driveway stating that three properties would be affected •
by the driveway and showed how the three properties would be accessed.

Roy Cootes, 42 Eastfield Drive addressed the Traffic Commission stating that his property is adjacent to
the proposed driveway. He stated that he expressed concern for the driveway as it was proposed in 2007
and that he is still concerned that the driveway is not wide enough and that there is a large drop off the
edge of the narrow driveway. He further stated that they would like to work with the property owners to
come to a resolution regarding the driveway access.
Nancy Cootes, 42 Eastfield Drive addressed the Traffic Commission stating that she requests that the
driveway be wider so that each property could have their own access.
Dan Baer, 38 Eastfield Drive addressed the Traffic Commission stating that he would like to get as
much of his front yard back as possible and that it not be at any cost to him.
Doug McHattie, Bolton Engineering, representative for the applicant stated that it may be possible to
make the driveway wider.
Discussion ensued concerning the options for the driveway access. Following discussion regarding the
proposed new driveway approach at 40 Eastfield Drive (Tonsich), consideration of the new driveway
approach at 40 Eastfield Drive was continued so that the parties may have the opportunity to come up
with a plan that would be acceptable to all the parties involved.
CONSIDERATION OF A REQUEST FROM THE SOUTH COAST CHAPTER OF THE
CALIFORNIA NATIVE PLANT SOCIETY FOR A GARDEN TOUR AT 4 APPALOOSA
LANE AND 20 CINCHRING ROAD.
,City Manager Dahlerbruch stated the California Native Plant Society is requesting approval for a garden
• tour at 4 Appaloosa Lane and 20 Cinchring Road on Saturday, April 17, 2010.
'Ric Dykzeul addressed the Traffic Commission regarding their request and offered to answer any
question that the Commission may have.
Following brief discussion;, the Traffic Commission recommended that the City Council approve the
request from the SouthrCoast Chapter of the California Native Plant Society for a Garden Tour at 4
Appaloosa Lane and120;Cinchring Road on Saturday, April 17, 2010. Hearing no objection, Chairman
Hill so ordered. .•

REQUEST
The applicant at 40 Eastfield Drive proposes constructing a 24 -foot wide driveway
apron on his property to serve 42 Eastfield Drive. With construction of the new
approach to 42 Eastfield Drive, the existing shared driveway 'apron for 40 and 42
Eastfield Drive will be reconfigured to singularly serve 40 Eastfield Drive.
BACKGROUND
Mr. and Mrs. Tonsich (applicant), 40 Eastfield Drive, currently share a driveway apron
with 42 Eastfield Drive. The driveway apron is physically located on the property of 38
Eastfield Drive. The driveway entry for 38 Eastfield Drive is located a few feet to the
northwest of the 40/42 Eastfield Drive entry.
The applicant wishes to construct a new driveway apron on their property to solely
serve 42 Eastfield Drive, and thus eliminate the common driveway apron. A new
driveway apron is being proposed south of the existing common driveway approach. It
would connect to the existing driveway.

In July 2007, the Traffic Commission reviewed the applicant's request for a driveway
apron that was 16 feet wide and was in a slightly different configuration relative to the
current proposal. In review of the request, the Traffic Commission recommended that
the proposed driveway apron not be approved. It suggested that the applicant consider
repositioning the apron northwest. However, this would have resulted in positioning
the new driveway apron on the property of 38 Eastfield Drive, which would result in
three individual driveway aprons on that property.
Currently, the applicant is proposing a 24 -foot wide driveway apron in basically the
same location as was previously submitted in 2007. However, the proposed driveway
approach would connect to the existing driveway along a lesser slope than previously
proposed.
At its meeting of January 28, 2010, the Traffic Commission considered the applicant's
request and received input from the applicant's representative and the residents of 38
and 42 Eastfield Drive. In response to the applicant's representative, the matter was
continued to a future date to provide an opportunity for the group to develop a
mutually agreed concept.
The City has received a letter from the applicant requesting that the matter be
agendized for the Traffic Commissions consideration at its meeting of March 25, 2010.
There are no changes from the proposal considered by the Traffic Commission on
January 28, 2010.
The City's Traffic Engineer has preliminarily reviewed the proposed apron for 42
Eastfield Drive and has no objections from a technical perspective. She recommends the
Traffic Commission visit the site.
If the proposed apron for 42 Eastfield is approved, it will be required that the pavement
from 40 Eastfield Drive to the driveway serving 42 Eastfield be removed, restored to its
prior condition, and landscaped. If grading is required, the grading will have to be
reviewed and approved by the Planning Commission. •
NOTIFICATION
Along with the applicant, the residents of the adjacent properties at 38 Eastfield Drive
(Baer) and 42 Eastfield Drive (Cootes) were notified of this item being considered by the
Traffic Commission.
RECOMMENDATION
It is recommended that members of the Traffic Commission consider this request and
provide appropriate direction to staff.

This memorandum is in response to the 42 Eastfield Drive driveway plan check. I
understand the previously suggested location for the proposed driveway does not seem
feasible at this time due to the need for an easement or right of way acquisition from the
property owner on 38 Eastfield Drive.
In order to verify the proposed driveway location for 42 Eastfield Drive and field verify
visibility conditions, we request it be field staked and the traffic commission do another
field visit to ensure the location is acceptable. Additionally in order to have the driveway
location approved, the driveway plan must be revised to comply with the City guidelines
which were supplied to the engineer of record and the driveway approach width must be
at least 20 -feet wide. .. .

RECOMMENDATION
It is recommended that members of the Traffic Commission review and consider a 28 -foot
wide driveway apron constructed at 60 Eastfield Drive for as the property owner's access
to their motor court and stable.
BACKGROUND
In 1999, access to the stable was approved via an established approach over a Water
Company easement that is located north of the 60 Eastfield Drive. At the time, access to
the motor court was through a driveway about half way between the apron under
consideration and the existing driveway to the garage.
During construction of the residence, access to the stable became unavailable when the
Water Co. determined that its driveway is located on a private property. Permission to
use the driveway was needed from the adjacent property owner and it was not granted.
Therefore, the alternate access to the stable was developed.

When the property owners constructed the alternative access to the stable, they then
decided to relocate the access to the motor court, merging both accesses into one 28 -foot
wide apron. In doing so, they avoided having three separate driveways onto Eastfield
Drive in the front of their property.
While no plans or authorizations appear in the files supporting this existing condition, the
property owner states that verbal permission was granted by the City Manager at the time
the driveway apron and access was constructed. Because there is no record in the files, the
as -built condition is being presented to the Traffic Commission for consideration.
DISCUSSION
The applicants, Mr. and Mrs. Wolfenden, constructed a 28 -foot wide driveway apron to
access a motor court and a stable. The stable is located in the rear of the residence. An
existing driveway leading to an attached garage is located on the same property,
approximately 80 feet to the north. The Traffic Commission is being requested to review
the stable/motor court driveway apron and make a recommendation accordingly.
The City's Traffic Engineer has reviewed the proposed apron for 60 Eastfield and finds
that it is acceptable from a technical perspective. Per the attached report, she recommends
that future landscaping within 10 -feet of the driveway apron be no more than 2.5 feet high
to avoid impairing sight visibility. The Traffic Commission may want to visit the site.
NOTIFICATION
The property owners of 60 Eastfield Drive have been forwarded a copy of this staff report
to advise them that the Traffic Commission will be reviewing the driveway apron.
CONCLUSION
The Traffic Commission's recommendation will be incorporated into the Planning
Commission's review of as -built site plan modifications for final consideration by the City
Council.

This memorandum is in response to the request by the City to review and provide input to
the existing driveway. The existing driveway apron on 60 Eastfield Drive is approximately
30 -foot wide and has two driveways merging into it within the property. South of the
driveway along Eastfield Drive we have a combination horizontal/vertical curb and North of
the driveway along Eastfield Drive we have a vertical curb
Base on my field visit on 3/16/10, the location of the existing driveway is acceptable. The
exiting driveway location provides adequate sight visibility and the width allows for ease of
movement in and out of the property. Proposed landscape within 10 -feet of the driveway
apron should be no more than 2.5 -feet high to avoid eliminating the sight visibility.

RECOMMENDATION
It is recommended that members of the Traffic Commission consider the request by the
Palos Verdes Woman's Club and make an appropriate recommendation to the City
Council.
BACKGROUND
The Palos Verdes Woman's Club is proposing to include the Ramsdell residence, at 8
Williamsburg Lane, in their May 15, 2010 Garden Tour. This event is scheduled between
the hours of 10:00 a.m. and 4:00 p.m. Shuttles are proposed and attendees will park
outside of the City.
Historically, the Traffic Commission has reviewed requests for home and garden tours
to determine if there are any issues of traffic safety that need to be addressed. Final
approval would be subject to the following:
■ The location of the event will be 8 Williamsburg Lane between the hours of
10:00 a.m. and 4:00 p.m. on Saturday, May 15, 2010. The address and name
shall not appear on event tickets or in advertisements.

• An insurance certificate/endorsement showing the City as additionally
insured on the Palos Verdes Woman's Club's Liability Insurance Policy shall
be presented within 15 days prior to the scheduled date of this event.
• The Palos Verdes Woman's Club shall provide shuttle bus transportation
(smaller, 22 passenger buses) for Tour attendees and provide event parking
areas outside the City. The Art Center will also remind the shuttle bus drivers
to observe the City's traffic speed regulations.
NOTIFICATION
Ms. Marilouise Huff, Chairperson of the event; the Ramsdells; and the Rolling Hills
Community Association have been sent a copy of this report to advise them that this
matter is being considered by the Traffic Commission.

Re: Palos Verdes Woman's Club Annual Garden Tour.
The Palos Verdes Woman's Club is planning its 54th "Springtime Splendor" Garden
Tour for the benefit of various philanthropic organizations and scholarships for Palos
Verdes High School students.
The location this year in your City is at #8 Williamsburg Lane, Rolling Hills. The Tour is
between the hours of 10: am and 4: pm on Saturday, May 15, 2010. The address and
name of owner will not appear on the ticket or in publicity.
-The PV Woman's Club will provide shuttle bus transportation for tour attendees, and -
provide event parking outside of the City and remind the bus drivers to observe the
City's traffic laws.
An insurance certificate/endorsement will be presented to you within 15 days of the
scheduled date of the event. This certificate will show the City of Rolling Hills and the
Rolling Hills Community Association as additionally insured on the PV Woman's Club
Liability Insurance Policy.

CALL TO ORDER
A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by
Chairman Hill at 8:30 a.m. on Thursday, March 25, 2010, in the City Council Chambers, at City Hall, 2
Portuguese Bend Road, Rolling Hills, California.

APPROVAL OF MINUTES
MINUTES OF JANUARY 28, 2010.
Commissioner Wilson moved that the Traffic Commission approve the minutes of the January 28, 2010
regular meeting of the Traffic Commission. Commissioner Margeta seconded the motion, which carried
unanimously.
SPECIAL PRESENTATION
PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT, LOMITA STATION, ON QUARTERLY TRAFFIC STATISTICS FOR TI-IE
CITY OF ROLLING HILLS.
Sergeant Paul Creason presented the traffic statistics for the fourth quarter (October thru December)
2009. He stated that there were no accidents reported during that time period and that there were an
average of 38 citations written per month which, as an average, is up one from 2008 and down compared
to 2007.

NEW BUSINESS
CONSIDERATION ION OF AN AS BUILT DRIVEWAY APPROACH AT 60 EAST FIELD
DRI VF (WOL.FEN DEN)
City N4anager Dahlerbruch stated that the applicant is requesting that the Traffic Commission review the
driveway at 60 Eastfield Drive as submitted in existing condition. He further reviewed the plans for the
driveway noting that in its original state there were three driveways providing access to the property and
that two of those have been merged into one. Ile noted that it is not in its final condition and has yet to
be paved and landscaped. Ile stated that the Traffic Engineer has reviewed the project and a memo
containing her recommendation for approval, with a suggestion that landscaping be limited in height is
included with the staff report. Traffic Engineer Munoz stated that the driveway is acceptable from a
traffic perspective and that she has reviewed it for safety and site visibility. Following brief discussion
and a consensus that a field visit by the Traffic Commission is not necessary, the Members of the Traffic
Commission recommended approval of the driveway approach at 60 Eastfield Drive with scoring, the
standard conditions and, as recommended by the City Traffic Engineer, proposed landscape within 10 -
feet of the driveway apron be no more that 2.5 -feet high.
CONSIDERATION OF A REQUEST FROM 'HIE PALOS VERDES WOMAN'S CLUB FOR
A GARDEN TOUR AT 8 WiLLIAMSBURG LANE ON SATURDAY, MAY 15, 2010
Marilouise Buff of the Palos Verdes Woman's Club addressed the Traffic Commission concerning the
Palos Verdes Woman's Club's request for a garden tour at 8 Williamsburg Lane on Saturday, May 15,
2010; noting that this year's event will include two 20 passenger buses. She stated that she would leave
copies of the invitation for the Members of the Traffic Commission. Following brief discussion, the
Tratiic Commission recommended .approval of the request from the Palos Verdes Woman's Club for a
Garden Tour at 8 Williamsburg Lane on Saturday, May 15, 2010.
OPEN AGENDA - COMMENTS FROM THE PUBLIC ON ITEMS NOT ON THE AGENDA
Fred Ripley, 91 Crest Road East addressed the Traffic Commission concerning the stop sign at Crest
Road East and Eastfield Drive stating that motorists often fail to stop at the stop sign, thus creating an
unsafe situation. Ile suggested that there he increased traffic enforcement at that location.

MATTERS FROM STAFF
PALOS VI:.RDES ART CENTER HOMES TOUR ON APRIL 16 AND 17, '2010 TO
FEATURE HOMES AT 7 CINCIIRING ROAD), 14 CINCIIRING ROAD' AND 56
EASTFIEI.D DRIVE (ORAL). -
City Manager Dahlerbruch reported that due to the short time frame and routine nature of the request,
City staff administratively approved the Palos Verdes Art Center's request for a Homes Tour on April
16 and April 17 subject to the standard conditions.
1 -le also reported that, as recommended by the Traffic Commission at their last meeting, the City Council
approved the recommended staging locations for the refuse hauler's "Mother Truck". Lastly, he reported
that the dates of May 8 and May 15 have been set for the City's annual Spring Clean-up.
