Traffic Commission Agenda 09-23-2010MINUTES OF A REGULAR MEETING OF THE TRAFFIC COMMISSION OF THE CITY OF ROLLING HILLS THURSDAY, SEPTEMBER 23, 2010 CALL TO ORDER A regular meeting of the Traffic Commission of the City of Rolling Hills was called to order by Chairman Hill at 8:30 a.m. on Thursday, September 23, 2010, in the City Council Chambers, at City Hall, 2 Portuguese Bend Road, Rolling Hills, California. ROLL CALL Commissioners Present: Heitzler*, Margeta, Virtue, Wilson and Chairman Hill. *Arrived at 8:35a.m. Commissioners Absent: None. Others Present: Anton Dahlerbruch, City Manager. Vanessa Munoz, Traffic Engineer. Heidi Luce, Deputy City Clerk. APPROVAL OF MINUTES MINUTES OF JULY 22, 2010 Commissioner Virtue moved that the Traffic Commission approve the minutes of the July 22, 2010 regular meeting of the Traffic Commission. Commissioner Margeta seconded the motion, which carried without objection. Sti' SPECIAL PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON QUARTERLY TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Deputy Reece Souza presented the traffic statistics for the 2"d quarter of 2010. He reported that there were no accidents reported during that time period and that an average of 51 citations were written per month. Chairman Hill asked if the Sheriff's Dept. can report how many citations were written to residents compared to non-residents. Deputy Souza replied that they could provide that information in the future. OLD BUSINESS None. NEW BUSINESS CONSIDERATION OF THE LOCATION OF TWO DRIVEWAY APRONS SERVING TWO LOTS ON POPPY TRAIL. City Manager Dahlerbruch presented the staff report pertaining to the project which involves remediation of a landslide on Poppy Trail and will ultimately lead to the creation of two lots. He reported that the Planning Commission approved the subdivision and associated components of the project at its meeting of September 14, 2010 and those recommendations are being forwarded to the City Council for their consideration at meetings scheduled for September 27 and October 4, 2010. He then reviewed the diagram which identifies the location of two driveway aprons from Poppy Trail serving the two lots created by the subdivision. He stated that the Traffic Commission is requested to review the driveway aprons noting that both driveway locations and their corresponding aprons have been evaluated by the City's Traffic Engineer and that per the memorandum included in the staff report, she has no objection to the apron locations. -1- Following brief discussion and concurrence that a site visit is not necessary, Commissioner Virtue moved that the Traffic Commission recommend that the City Council approve the location of the driveway aprons serving two lots on Poppy Trail that will be created as a result of the landslide remediation project. Commissioner Margeta seconded the motion which carried without objection. OPEN AGENDA - COMMENTS FROM PUBLIC ON ITEMS NOT ON THE AGENDA None. MATTERS FROM MEMBERS OF THE TRAFFIC COMMISSION Commissioner Heitzler commented that the RHCA has received a complaint from a resident concerning people gathering in the view site area near the fire station daily between 1:00-1:30 pm. He stated that the resident has reported that the individuals use profane language and play loud music. He asked if there are any measures that can be taken to eliminate this nuisance. Deputy Souza suggested that the resident contact the Sheriff's Dept. for their response to such a nuisance. Commissioner Heitzler asked if the Sheriff's Dept has data available regarding Breathalyzer usage in the City of Rolling Hills. Deputy Souza stated that the Sheriff's Dept does not maintain that data specifically by City. Commissioner Virtue commented that there is vegetation blocking traffic control signs in following locations along Eastfield Drive: 1.) heading north toward Hackamore Road, the stop sign is blocked, 2.) on the last curve heading north before the Eastfield Gate, the "Curve Ahead" sign is blocked and 3.) coming into the City at the Eastfield Visitor's Gate, the stop sign is blocked. Staff was directed to request that the Rolling Hills Community Association trim the trees and vegetation so as to maintain visibility of the traffic signs. Commissioner Wilson commented that the stop ahead sign on Portuguese Bend Road northbound just before Crest Road is down. Staff was directed to have the sign reinstalled. MATTERS FROM STAFF City Manager Dahlerbruch stated that the next regularly scheduled Traffic Commission meeting date falls on Thanksgiving and requested that an alternate date be selected. Following discussion, the Traffic Commission selected December 2, 2010 at 8:30 a.m. as an alternate date. SPECIAL PRESENTATION PRESENTATION BY REPRESENTATIVES OF THE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT, LOMITA STATION, ON QUARTERLY TRAFFIC STATISTICS FOR THE CITY OF ROLLING HILLS. Deputy Reece Souza presented the traffic statistics for the 1 st quarter of 2010. He stated that there were no accidents reported during that time and that 21 citations were issued in January. OLD BUSINESS NONE NEW BUSINESS CONSIDERATION OF A REQUEST FROM THE PALOS VERDES ART CENTER FOR AN ARTISTS' STUDIO TOUR AT 1 ACACIA LANE, 14 CINCHRING ROAD AND 6 RUNNING BRAND ROAD ON SATURDAY AND SUNDAY SEPTEMBER 11-12, 2010. City Manager Dahlerbruch provided the staff report outlining the Artists' Studio Tour proposed by the Palos Verdes Art Center. Mrs. Carrie Lieb, representing the Palos Verdes Art Center, addressed the Traffic Commission concerning the Tour, she indicated that it will be held from 10:00 am — 4:00 pm both days, and that proper insurance certificates will be provided. Following brief discussion, the Traffic Commissioners in attendance unanimously recommended approval of the request from the Palos Verdes Art Center for an Artists' Studio Tour at 1 Acacia Lane, 14 Cinchring Road and 6 Running Brand Road on Saturday and Sunday, September 10-11, 2010. • TRAFFIC CONTROL AT THE INTERSECTION OF SADDLEBACK ROAD AND PORTUGUESE BEND ROAD. City Manager Dahlerbruch provided the staff report outlining Mrs. Dorin's concern pertaining to drivers disregarding the stop sign on Portuguese Bend Road at Saddleback Road. Mrs. Sharon Dorin, 16 Saddleback Road, addressed the Traffic Commission reporting how dangerous this intersection is. She stated that for the past 5 years she observed cars running that stop sign, vehicles speeding in the vicinity of the sign and recently her husband almost got hit because a vehicle did not stop at the stop sign. She reported that a driver in a black Mercedes constantly disregards the stop sign and that the driver of that vehicle almost hit her husband. Following resident's concern that drivers disobey the stop sign on Portuguese Bend Road at Saddleback Road, the Traffic Commission recommended to increase traffic patrol at that intersection. The Sheriff's Department was requested to report back to the Commission with an update. CONSIDERATION OF "NO PARKING" SIGNS ON THE CUL-DE-SAC ON PINE TREE LANE. City Manager Dahlerbruch provided the staff report outlining the Rolling Hills Community Association's request that "no parking" signs be placed on the cul-de-sac at the end of Pine Tree Lane. He indicated that the Traffic Engineer Munoz reviewed the location and reported that the proposed signage is not necessary, parking has not been observed on Pine Tree Lane and the roadway is wide and typical of many roadways in the community. To be consistent with the rest of the community the Traffic Engineer recommendations is that "no parking" signage at this location is not necessary. Following discussion, the Traffic Commissioners in attendance unanimously recommended that "no parking" signs are not necessary on the cul-de-sac on Pine Tree Lane. Minutes Traffic Commission Meeting 07-22-10 Commissioners suggested that an article be placed in the citywide newsletter to remind residents of no overnight parking allowed on any of the streets including cul-de-sacs. REVIEW OF SAGEBRUSH LANE TRAFFIC MARKINGS. City Manager Dahlerbruch provided the staff report outlining the Rolling Hills Community Association's request that the City evaluate Sagebrush Lane for traffic and pavement markings. He stated that the Traffic Engineer recommended painting the edge of the street with a white edge line to better delineate the roadway and that at this time additional sign installation along Sagebrush Lane is not necessary. Following discussion, the Traffic Commissioners in attendance unanimously recommended that a white -edge solid line should be marked on Sagebrush Lane to be consistent with the rest of the City. FY 2010-11 EXTRA TRAFFIC ENFORCEMENT PROPOSAL. City Manager Dahlerbruch presented the staff report outlining the proposal from the Los Angeles County Sheriffs Department for extra traffic enforcement in the City. Following brief discussion regarding the locations where the extra enforcement would be conducted and the successfulness of this program, the Traffic Commissioners in attendance unanimously recommended to support the Sheriff's Department proposal for increased traffic enforcement in the City during FY 2010/2011. City Manager Dahlerbruch informed the Commission of the planned resurfacing of Palos Verdes Drive North (from Rolling Hills Road to Crenshaw Blvd.). He reported that Rolling Hills Estates scheduled the project to start on July 26 and the project should be completed by August 20. City Manager Dahlerbruch updated the Commission on the Poppy Trail settlement agreement. He reported that the Traffic Commission members will be contacted to schedule a field review sometime in August to review the proposed plan and identify driveway aprons on Poppy Trail. DATE: SEPTEMBER 23, 2010 ATTACHMENTS: Diagram of Poppy Trail lot split Memorandum from the Traffic Engineer RECOMMENDATION It is recommended the Traffic Commission review the location of the driveway aprons for two lots created from 1 Poppy Trail, review the Traffic Engineer's assessment of the locations and recommend their approval to the City Council. BACKGROUND On March 5 of 2005, a landslide occurred in the City of Rolling Hills. The landslide originated on property located at 1 Poppy Trail (the "Sheen property") and terminated just below the roadway easement for Poppy Trail. The landslide buried a portion of Poppy Trail, which was the sole means of ingress and egress for nine residential lots, eight developed and one vacant lot. Poppy Trail traversed the parcel of land owned by the City of Rolling Hills. Following the landslide, the City and the Rolling Hills Community Association (RHCA) undertook various improvements within their respective areas of jurisdiction and responsibility in the vicinity and on the landslide mass including winterization of the landslide mass, widening of some of the trails, construction of an access road at the toe of the landslide, and construction of a debris wall along Poppy Trail. Over the ensuing months, various legal actions were initiated among and between parties that were impacted by the landslide. The disputes were ultimately resolved through a Settlement Agreement ("Agreement") that was approved by all parties in April 2010. Success of the Agreement is contingent on the fulfillment of certain conditions and requirements. Among the Agreement conditions is a requirement calling for approval by the City and by the Rolling Hills Community Association of a subdivision map creating two or three parcels where a single parcel now exists. The Agreement further stipulates a time line, by which the remediation of the landslide must be accomplished. Remediation of the land and improvements that were impacted by this landslide would be incorporated into the subdivision map and associated submittals and documents including a lot line adjustment, a grading plan, a zone change, site plan review and variances, and legal procedures related to the transfer and ownership of parcels created or modified through implementation of the Agreement. The property owner/ developer, the California Joint Powers Insurance Authority (CJPIA), assembled a team of consultants for the project consisting of experts in grading, civil engineering, traffic engineering, landscaping, and environmental issues. Several of the residents along Poppy Trail (although all were invited) and their attorney were included in the planning and designing of this project. Several meetings were held with the consultants and the residents prior to finalizing this proposal. The CJPIA and their consultants considered the residents' opinion and recommendations and incorporated them into the design of this project. The outcome of the collective effort is represented on the attached diagram. The Planning Commission approved the subdivision and associated components of the project at its meeting of September 14, 2010. For the Traffic Commission's review and recommendation, the diagram identifies the location of two driveway aprons from Poppy Trail to the two lots created by the subdivision. DISCUSSION The Traffic Commission is requested to review the driveway aprons for the two lots on Poppy Trail. While the project results in two lots, one of the driveways and its apron exist for the house currently located at 1 Poppy Trail. It will stay substantially the same. Both driveway locations and their corresponding aprons have been evaluated by the City's Traffic Engineer who is also in the technical role of reviewing the plans submitted to the City by the applicant. Per the attached memorandum, she has no objection to the apron locations. FISCAL IMPACT There is no fiscal impact associated with the location of the driveway aprons. NOTIFICATION The property owners on Poppy Trail have been notified that this matter is being considered by the Traffic Commission. CONCLUSION The Traffic Commission's recommendation will be forwarded to the City Council at their meeting of September 27, 2010 for approval. The Poppy Trail project will develop two parcels with each property proposing a driveway approach that will be 20 -foot wide. The proposed driveway width is acceptable and allows for easy maneuvering in and out of the properties, additionally the retaining walls at the driveway locations will be below the 2.5 foot height that is required to provide adequate intersection sight distance. Based on my review of the plans provided to me, the proposed driveway are acceptable.
