PRESERVATION COMMITTEE REGARDING A REQUEST TO
COLLECT SEEDS IN THE CANYONS WITHIN THE CITY OF
ROLLING HILLS.

BACKGROUND
At the regular meeting of the Wildlife Preservation Committee held Monday,
November 18, 1996, the Committee took action to recommend support for the
collection of seeds in the canyons within the City of Rolling Hills by Angelika
Brinkmann-Busi. Ms. Brinkmann-Busi is working as a consultant to the
Department of the Navy to restore the coastal sage scrub habitat at the fuel depot in
San Pedro.
This request by Ms. Brinkmann-Busi is currently pending before the Rolling Hills
Community Association as well.
Members of the Wildlife Preservation Committee are personally familiar with the
efforts of Angelika Brinkmann-Busi and feel that she would undertake appropriate
measures in any activities in the City of Rolling Hills. A copy of the staff report that
was presented to the Wildlife Preservation Committee is attached for your
information.
RECOMMENDATION
It is recommended that members of the City Council receive and file this report
approving the recommendation of the Wildlife Preservation Committee and that
staff be directed to communicate this support to the Rolling Hills Community
Association.

Rolling Hills
Dear Mr. Henke:
As a consultant, I work together with Ms. Dawn Lawson, Department of The Navy, to
restore coastal sage scrub habitat at the Fuel Depot in San Pedro, which is Navy property.
On this property there is a population of the federally endangered Palos Verdes blue
•butterfly and there also occurs the federally threatened California gnatcatcher, a song
bird.
To repair fuel lines which are covered by habitat for the above named species, the U.S.
Fish and Wildlife Service requires the restoration of habitat for the two species on other
parts of the property, whereby the seed material used needs to be from the local area.
We have collected seeds from the Navy Fuel Depot, but because the coastal sage scrub
there is fragmented, small and of limited diversity, adequate quantities of seeds for the
needed species are not available.
For this reason, we request the permission to collect seeds in the canyons of the City of
Rolling Hills along the existing trails. Could you; as the President of the Community
Association, please discuss this issue with your Board of Directors.
We would also like to receive the permission to drive inside Rolling Hills to the nearest
trail access.
If approved, the contractor S & S Seeds would collect the seeds for our projects, starting
in April 1997. The contractor is insured and could provide proof of insurance to you.
There would be a maximum of three people collecting the seeds, which would come in
one car.

It is our goal to collect seeds of coastal sage scrub plants, whereby not more than 10 -
15% of the available seeds of each species would be collected.

BACKGROUND
Attached to this staff report is correspondence from Angelika Brinkmann-Busi
requesting to collect coastal sage scrub seeds from canyons in the City of Rolling
Hills. '
It is recommended that members of the Rolling Hills Wildlife Preservation
Committee consider this matter but limit their consideration to the impact of the
removal of the seeds to the local habitat. Since it is requested that permission be
granted to remove the seeds adjacent to trails and access into the City be provided, I
have requested that Ms. Angelika Brinkmann-Busi approach the Community
Association to consider this request as well.
It would be appropriate for members of the Rolling Hills Wildlife Preservation
Committee to consider this matter and provide appropriate direction to staff
regarding any recommendation appropriate. for City Council consideration.
