Acting City Manager Jenkins presented the staff report providing background regarding the
Wildlife Preservation Committee's recommendation to host a Wildlife Event on November 20,
2006 and their request for funding in the amount of $500 to the South Bay Wildlife
Rehabilitation to conduct the event for Rolling Hills residents.
Councilmember Pernell moved that the City Council approve the recommendation of the
Wildlife Preservation Committee to host a Wildlife Rehabilitation event on November 20, 2006
and authorize funds in the amount of $500 to the South Bay Wildlife Rehabilitation to conduct
this event. Councilmember Heinsheimer seconded the motion, which carried unanimously.

Councilmember Lay moved that the City Council approved the recommendation of the
Wildlife Preservation Committee to host a Wildlife Rehabilitation Event and authorize an
honorarium between $350 and $400 to the South Bay Wildlife Rehabilitation Organization to
conduct this community event. Councilmember Hill seconded the motion, which carried
unanimously.

BACKGROUD
Over the years, the City has hosted a presentation on Birds of Prey for residents, which
includes displays of live birds and information relating to wildlife rehabilitation. The
presentation, which is provided by the South Bay Wildlife Rehab Organization, is held
in the City Council Chambers.
Staff has contacted the South Bay Wildlife Rehab representative Anne Lynch.
According to Ms. Lynch, South Bay Wildlife Rehab representatives are available on the
evening of Monday, May 17, 2010 at 6:30 pm to conduct an event. Staff will provide
appropriate refreshments. Staff will prepare articles for the Citywide Newsletter
advertising this event.
Ms. Lynch requests that the South Bay Wildlife Rehab be provided a minimum of $250
to conduct this event. In 2007, the City provided $500 to South Bay Wildlife Rehab
Center and it is proposed the City match this amount for the 2010 presentation. Funds
are available in the budget.
RECOMMENDATION
It is recommended that members of the City Council approve this request or provide
appropriate direction to staff. .

Attached to this memorandum is the staff report that was approved by the City Council
permitting the Rolling Hills Wildlife Preservation Committee to host a Native Bird
Seminar to be conducted by. the South Bay Wildlife Rehab organization.
At the 5/17/04 meeting of the Wildlife Preservation Committee, Committee Members
elected to provide the honorarium of $400 to the South Bay Wildlife Rehab. Please
prepare a $400 check payable to the South Bay Wildlife Rehab for this event. I will
provide this check to the Rehab representatives on 6/21/04.

Members of the Rolling Hills City Council approved the attached staff report at their
regular meeting held Monday, April 26, 2004.
Staff has confirmed the participation of the South Bay Wildlife Rehabilitation,
Organization. The event is scheduled for 6:00 p.m. on Monday, June 21s1. Staff will
provide appropriate refreshments. Staff will prepare articles for the Citywide
Newsletter advertising this event.
The Committee should discuss the preparation of posters for the RHCA Gates and
determine the appropriate level of funding for South Bay Wildlife Rehabilitation for this
event.
RECOMMENDATION
It is recommended that members of the Wildlife Preservation Committee receive and
file this report or provide additional information to staff.

Here are our two new wildlife ambassadors, who
will help us with education. "Eddie" is our new
Great Horned Owl. He was hit by a car and
sustained head trauma which damaged his eye
and made him very calm! "Tempi" is our new
Western Screech Owl. She came to us from Ojai
Raptor Center because she was unable to hunt.
This immature Turkey Vulture was
brought to us severely emaciated.
Turkey Vultures are very unusual. They
are one of only a few bird species with a
good sense of smell. It is important for
them because they are carrion eaters.
They are not birds of prey because they
don't hunt and kill their food. This one
was one of four we received this year.
The Turkey Vultures were wing -tagged
with federal bands before release.
Christina is working with Pete Bloom
to wing -tag the Turkey Vultures being
released.
Here are some of the more than 400 hummingbirds we
take in every year. Jean, our hummer specialist, is
amazing!
We no longer take in mammals but
this was an exception! This Grey Fox
was trapped at LAX. We sent it on to
California Wildlife Center for
relocation. Grey Fox are not very
common anymore around Southern
California. Their niche has been taken
over by the non-native Red Fox.
This Great Horned Owl was photographed and
released by our volunteer, Charles Pan. The photo
was also on National Geographic online! This is
one of this year's many Great Horned Owl orphans
we received.
These orphaned Barn Owls were
some of the many we received
this year. Although they have
MANY places to perch and hide
in their 60' flight, they chose this
ladder, left by workers repairing
the netting!
Also unusual is this
Northern Rough -winged
Swallow, not usually
found here.
Two of our patients were placed with
education groups because they were not
releasable. The Peregrine Falcon went
to a group in Portland and the Red -
shouldered Hawk to Northern Calif. The
latter was an illegal captive, an imprint
with a severely damaged eye. She was
very tame and they love her!

Ahoy up there! Ann is returning a
baby American Kestrel to its
nesting place at the top of the
hanger doors at Torrance Airport,
thanks to the city's cherry picker.
The bird had fallen out and was
not old enough to fly.
With the help of El
Dorado's cherry
picker, these baby
Great Horned were :re -
nested in a make -shift
nest. Mom was
watching! These two
and its two siblings
have fledged
successfully.

2011
SBWR certainly has been busy this year, with over 1400 critters taken in so far. What a variety
of species we have seen! Here are some of the highlights:
This White-tailed Kite was found as a youngster by
the side of the road in Somis. These birds arc very
high-strung and we were happy to return it to its
parents soon after.
No wild bird should ever be kept as a
pet and no bird deserves to be abused.
Most of the 140 Cooper's Hawks
received this year were juveniles and
have been released. This Cooper's
Hawk was brought to us with all of its
talons, wings and tail trimmed and
permanent purple marker on its body.
The bird has now developed his
beautiful rusty adultchest plumage
and will be released soon.
This Long-eared Owl is the very first one we have ever seen:
Another high-strung bird, he came to us as a youngster from
another rehabber. He was found in Palmdale and needed
"mouse school" to learn to hunt. LEO was released recently,
back where he came from.
Carmageddon, when half of the Mulholland bridge over
the 405 freeway was removed, proved to be no big deal to
motorists but a life -changer for 8 White -throated Swifts.
The biologist who works with the contractor, Kewit
Construction, asked us if we would take all swifts that had
to be removed from the overpass. We, of course, said yes,
not knowing if there would be none or 50! The biologist
brought us 5 naked nestlings and 3 near fledglings, which
have been raised and released, along with over 22 others.
Swifts are time-consuming since they can never be taught
to pick up food. All food is caught while flying.
This orphaned Rufus Hummingbird was found on the
ground as a tiny nestling. One of over 400 hummers taken
in this year, it was raised and released and is now the
subject of a children's book soon to be published by our
hummingbird volunteer who raised it. You can see him
again on the envelopes, shown just prior to release.
This is one of over 60 Barn Owls received
this year. Many of these owls come in on
hay loads from out in the countryside. These
stacks of hay, awaiting pick-up along the
side of the road, scan ideal sites for the
parents of these cavity dwellers.
Unfortunately, when the truck picks up the
load and delivers it to a local feed store or
racetrack, many surprises can be found!
This Greater Roadrunner was found in the middle of
Hwy 15 in Baker, CA (3.5 hours away!). She was a
juvenile and looked like a porcupine because she was
still covered with pin feathers. The bird was hit by a car
and suffered severe head trauma and some minor
fractures in her face. She has recovered and is now
learning to hunt. These birds eat insects and mice,
among other things, so she is in "mouse school" now,
learning to hunt. Roadrunners are very fast (they can run
up to 15 mph) so they are difficult to photograph!
We are pleased to introduce our
newest education birds, two Western
Screech and two Burrowing Owls.
These birds have injuries that prevent
them from being released so they will
join our other wildlife ambassadors to
educate the public. By the end of
2011 we will have presented at 25
different venues for children and
adults.
