Mayor Heinsheimer introduced the item and called for a motion. City Manager Nealis
explained that the Council would be elevating Gordon Schaye to full membership on the
Committee due to Committee Member DeRoy's indication that she was no longer able to
serve on the Committee and that staff will advertise for an Alternate Member.
Counciimember Hill moved that. the City Council re -appoint Brent Barnes, Ralph Black, Pia
Raine and Gordon Schaye to four-year terms on the Wildlife Preservation Committee which
will expire on January 1, 2009 and direct staff to advertise for an Alternate Member of the

Council appoint Terry L. Rhodes and Lisa Margolis as Alternate Members Of the Wildlife
Preservation Committee. Mayor Pro Tem Lay seconded the motion, which carried
unanimously.

PRESERVATION COMMITTEE.
City Manager Nealis presented the staff report outlining the vacancy on the Wildlife
Preservation and the letters of interest submitted by two residents. Councilmember Black
suggested that both interested residents be appointed.
After discussion, staff was directed to prepare appropriate documents to amend the
membership of the Rolling Hills Wildlife Preservation Committee to accommodate both
residents as alternate members on the Committee.

Foye, Gales, Shultz and Sommer indicating that they all wish to be re -appointed.
Mayor Pro Tern Heinsheimer moved that the City Council re -appoint Pam Crane, Inez Foye,
Don Gales, Steve Shultz and Roger Sommer to four year terms on the Wildlife Preservation
Committee, which will expire on January 1, 2008. Councilmember Lay seconded the motion,
which carried unanimously. Councilmember Pemell expressed thanks and support to all
Commissioners and Committee Members for their efforts.

Councilmember Pernell reported that the Personnel Subcommittee met and interviewed
five well qualified residents who were willing to volunteer their time to fill the vacancy
on the Traffic Commission and serve as an alternate member on the Wildlife Preservation
Committee. He stated that the Committee was pleased to see that so many residents were
interested in serving the City and that the choice was difficult.
Councilmember Pernell stated that it is the recommendation of the Personnel
Subcommittee that Dr. Val Margeta be appointed to fill the unexpired term of the Traffic
Commission and that Mrs. Inez Foye be appointed as an alternate member on the Wildlife
Preservation Committee.

In response to Mayor Murdock, City Manager Nealis reported that the vacancy was
advertised and that letters of interest were accepted through June 27, 1996. He reported
that four letters from Rolling Hills residents have been received.
Mayor Murdock requested that the Personnel Subcommittee interview the candidates for
the alternate member of the Wildlife Preservation Committee and return to the City
Council with a recommendation when the interviews have been completed.

reported that the Subcommittee recommends that Brent Barnes and Loren DeRoy be
appointed as members of the Wildlife Preservation Committee.
Councilmember Murdock indicated that all three applicants were exceptional and that the
Subcommittee felt that an alternate position should be added to the Committee to take
advantage of the resources that could be provided by all three candidates.
Councilmember Murdock moved that the City Council appoint Brent Barnes and Loren
DeRoy as members of the Wildlife Preservation Committee and Margaret Higgins as an
alternate member of the Wildlife Preservation Committee. Councilmember Hill seconded
the motion which carried unanimously.
CONSIDERATION OF EXPANDING THE ROLLING HILLS WILDLIFE
PRESERVATION COMMITTEE FROM SEVEN TO NINE MEMBERS.
Wildlife Preservation Committee Chair Roger Sommer presented the Committee's
request to increase its membership from seven to nine members. Chair Sommer stated
that this increase is requested due to the number of projects that the Committee has
planned for the upcoming year and their need for more manpower to complete them.
Committee Member Arvel Witte explained the criteria for membership.

Whitcraft to remain as an active participant on the Committee until the completion of the video
project or his return as a resident of Rolling Hills. Councilmembers concurred that Dr. Whitcraft

member.

Over the past several months, as you know, the Wildlife Preservation Committee has
been working to redefine its goals and scope of responsibilities. This effort successfully
culminated on June 23, 2008 with the City Council's approval of the attached
Resolution. On behalf of the City, thank you very much for your efforts to achieve this
new milestone. Your hard work and achievements as a Wildlife Preservation
Committee member has been integral to maintaining the City's rural environment and
have resulted in the Committee graduating to this new era of importance.
Looking to the future, the Natural Environment and Sustainability Committee will now
focus on data collection, "green" plans and programs, and community education and
outreach. Members will be working actively in subcommittees and as a full committee
to address issues, communications and programs regarding the Rolling Hills natural
habitat. The Committee will be meeting monthly; member's attendance and
participation in meetings will be essential for the Committee to be successful in
achieving its new goals.
This letter is to ask if you are interested in serving on the new Natural Environment and
Sustainability Committee and working in the new directions the Committee will be
headed. We encourage your consideration of this invitation and request a response in
writing no later than July 15, 2008. If you have questions about the Committee or level

RECOMMENDATION
It is recommended that the City Council consider the proposed Resolution redefining
the name, scope and responsibilities of the Wildlife Preservation Committee with two
specific modifications recommended by staff. With approval of the Resolution, staff
will work with the City Council Personnel Committee to fill the expired terms on
Wildlife Preservation with new members on the Natural Environment and
Sustainability Committee.
BACKGROUND
At its meeting of May 12, 2008, the City Council reviewed the Wildlife Preservation
Committee's concept for updating its goals and objectives. With the City Council's
input, the attached Resolution was subsequently prepared for formal approval and
implementation of the Committee's new focus. The Wildlife Preservation Committee
reviewed and discussed the proposed Resolution at its meeting of June 5, 2008 and
unanimously supported recommending its approval to the City Council.
DISCUSSION
Since July 2007, the Wildlife Preservation Committee (Committee) has discussed its
goals with the objective of updating its charge and scope. The conversation was
initiated for the purpose of improving the Committee's effectiveness. It appeared that
the Committee's goals were dated and, with meeting every -other -month, the
Committee frequently would not have a quorum, feedback was not being provided to

the Committee from Planning Commission field trips and, there were few agendized
topics for discussion. The Committee's discussion primarily focused on recreating the
Native Plant Garden although the project does not appear to be directly related to the
Committee's goals as defined by Resolution.
As an outcome of its meetings and culminating with a presentation to the City Council
on May 12, 2008, the Wildlife Preservation Committee has prepared a new Resolution
establishing an updated focus and structure. In summary, the Committee recommends
the creation of three subcommittees under the umbrella of a newly named
oversight/ coordinating Committee entitled Natural Environment and Sustainability
Committee (NESC). The NESC with its' three subcommittees would annually create a
workplan that is provided to the City Council for review and concurrence. The three
subcommittees are proposed to be "Environmental Assessment," "Green Plans and
Programs," and "Education and Outreach." City residents and professionals with skills
and specific interests would be invited to participate on one or more of the NESC
subcommittees.
Staff further recommends the City Council consider two additions to the proposed
Resolution that were not originally contemplated with the Wildlife Preservation
Committee.
To be consistent with the Planning Commission, add the following as Section 5A: If
a member of the Committee is absent for five meetings in any twelve-month period, the office
becomes vacant automatically. The Commission shall immediately notify the City Council
of the vacancy.
Modify Section 7. Meetings as follows: The Rolling Hills Natural Environment and
Sustainability Committee shall conduct regular meetings at a frequency monthly on
a predetermined schedule and time to be established by the Committee. Special
meetings may be called by the Chair as deemed necessary in the manner prescribed
by law. The Committee shall observe the following rules in the conduct of their
meetings and business:...
In anticipation of the Committee's renewed charge, it has met with Bill Toone,
Conservation Biologist, Executive Director and Founding Trustee of ECOLIFE, a 501c3
organization that is "dedicated to implementing conservation by addressing human
needs...through education and by providing water, food and shelter in biologically
sustainable ways." Once the NESC is established, it will be considering a
recommendation to work with ECOLIFE for developing biological base data (through
surveying) of the City's natural environment and for addressing the balance between
maintaining habitats and fire prevention.
In the course of this dialogue, the terms of four Committee members (Inez Foye, Don
Gales, Steve Shultz and Roger Sommer) expired (as of January 1, 2008). Recognizing
that the members would remain on the Committee until the matter was addressed, the
City Council decided not to initiate the process for filling the expired terms until the
goals and structure of the Committee were discussed. As directed by the City Council
at its' meeting of May 12, 2008 and with approval of the proposed Resolution for the
NESC, staff is working with the City Council Personnel Committee in this process.

NOTIFICATION
The Wildlife Preservation Committee hasbeen advised that the attached Resolution is
being considered by the City Council.
FISCAL IMPACT
At this time, there is no fiscal impact associated with the proposed scope and structure
of the Natural Environment and Sustainability Committee. However, the Committee
anticipates proposing specific programs and projects (e.g., data collection and
assessment, Native Plant Garden / park space, etc.) for future funding.
CONCLUSION
In summary, it is recommended that the City Council consider the Wildlife Preservation
Committee's recommendations for a revised scope and structure along with staff's
modifications and approve the proposed Resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROLLING HILLS REPEALING RESOLUTION NO. 753,
RESOLUTION 967 AND RESOLUTION NO. 974 AND
PROVIDING FOR A CITY OF ROLLING HILLS NATURAL
ENVIRONMENT AND SUSTAINABILITY COMMITTEE,
PRESCRIBING ITS MEMBERSHIP, DUTIES, AND
RESPONSIBILITIES.
The City Council of the City of Rolling Hills does resolve as follows:
Section 1. Formal Establishment. There is hereby formally established a City
of Rolling Hills Natural Environment and Sustainability Committee, which shall, as a body, be
an advisory body to the City of Rolling Hills City Council.
Section 2. Membership. The Rolling Hills Natural Environment and
Sustainability Committee shall be composed of nine members. The nine members of the
Committee will be approved by majority vote of the City Council.
Section 3. Qualifications of Committee Members. Members of the Rolling
Hills Natural Environment and Sustainability Committee shall be :
a) a resident of the City of Rolling Hills, and
b) at least 18 years of age, and
Section 4. Volunteers. From time to time, the Committee may invite
volunteers to assist in specialty areas on projects and topics of discussion on an as -needed
basis. Volunteers shall be :
a) a resident of the City of Rolling Hills, or
b) a professional and/or practitioner in the topic or project being addressed
by the Committee, or
c) a representative of a community -based organization, or
d) a City designated expert.
Section 5. Quorum. A quorum consists of five (5) of the nine (9) Rolling Hills
Natural Environment and Sustainability Committee members.
Section 6. Voting. Each of the nine (9) members of the Rolling Hills
Natural Environment and Sustainability Committee are entitled to vote on matters before the
Committee.
Section 7. Committee Structure. Within the Rolling Hills Natural
Environment and Sustainability Committee, there will be three standing subcommittees that
may meet on an as -needed basis. The subcommittees will be as follows:
a) Environmental Assessment. For the purpose of maintaining the Rolling
Hills ecological environment, the Environmental Assessment Subcommittee is responsible for
the assessment of flora and fauna, tracking changes in the environment, evaluating City
policies and procedures, data collection and identifying outcomes from actions affecting the
Resolution No. 1040 -1-
environment. The Subco. ittee shall consist of three (3) of nine (9) members of the
Rolling Hills Natural Environment and Sustainability Committee.
b) Green Plans and Programs. The Green Plans and Programs Subcommittee
is responsible for developing and recommending environmentally sustainable policies,
practices and programs for Rolling Hills. The Subcommittee shall consist of three (3) of the
nine (9) members of the Rolling Hills Natural Environment and Sustainability Committee.
c) Education and Outreach. The purpose of the Education and Outreach
Committee is to promote, support and recommend programs and activities in Rolling Hills
pertaining to the Rolling Hills Natural Environment and Sustainability Committee and to
liaison with area -wide organizations on environment and sustainability matters pertaining to
Rolling Hills. The Subcommittee shall consist of three (3) of the nine (9) members of the
Rolling Hills Natural Environment and Sustainability Committee.
Each subcommittee will consist of three (3) distinct, non -overlapping members of the Rolling
Hills Natural Environment and Sustainability Committee. From time to time, not more than
one additional member of the Rolling Hills Natural Environment and Sustainability
Committee may participate in a non -designated subcommittee activity or meeting as needed.
Each subcommittee shall self-select a Chairperson for the purpose of leading and facilitating
meetings. A quorum of a subcommittee shall consist of two (2) of the three (3) members.
Subcommittees shall report their work, findings and recommendations to the Rolling Hills
Natural Environment and Sustainability Committee.
Each Subcommittee may solicit volunteers to assist with addressing topics or projects.
Section 4. Terms of Office. Each member of the Rolling Hills Natural
Environment and Sustainability Committee shall serve a four-year term. Existing members of
the Wildlife Preservation Committee shall serve their remaining term on the Rolling Hills
Natural Environment and Sustainability Committee.
Section 5. Removal From Office. Members of the Rolling Hills Natural
Environment and Sustainability Committee serve at the pleasure of the City Council and may
be removed at any time by majority vote of the City Council. If a member no longer satisfies
the qualifications required, his or her removal shall be automatic and no action by the City
Council shall be necessary to declare the seat vacated.
Section 6. Vacancy. Vacancies for the permanent members to the Rolling
Hills Natural Environment and Sustainability Committee shall be filled by appointment by
majority vote of the City Council. Persons appointed to fill a vacancy shall serve only for the
unexpired term of the member whose vacancy they fill.
Section 7. Meetings. The Rolling Hills Natural Environment and
Sustainability Committee shall conduct regular meetings at a frequency and time to be
established by the Committee. Special meetings may be called by the Chair as deemed
necessary in the manner prescribed by law. The Committee shall observe the following rules
in the conduct of their meetings and business:
a) All meetings of the Rolling Hills Natural Environment and Sustainability
Committee shall be open to public attendance, and conducted in compliance with the Brown
Act (Government Code Sections 54950 et seq.).

Section 8. Duties, Responsibilities, Authorities, and Limitations. The
authority of the Rolling Hills Natural Environment and Sustainability Committee is limited to
making reports in the form of recommendations for City Council consideration.
Section 9. Compensation. Members of the Rolling Hills Natural Environment
and Sustainability Committee shall not receive compensation for their services.
Section 10. This Resolution shall become effective immediately upon adoption.
Copies of the Resolution shall be provided to each permanent member of the Rolling Hills
Natural Environment and Sustainability Committee.
Section 11. The Mayor, or presiding officer, shall affix his or her signature to
this Resolution signifying its adoption by the City Council of the City of Rolling Hills, and the
City Clerk or his duly appointed deputy, shall attest thereto.
Section 12. Resolutions Nos. 753, 967 and 974 are hereby repealed.

BACKGROUND
At the regular City Council Meeting held Monday, June 27, 1994, City Councilmembers
considered a staff report and request from Wildlife Preservation Committee Member Dan
Whitcraft. Dr. Whitcraft has relocated his residence outside of the City of Rolling Hills and
has requested to continue serving as a member of the Wildlife Preservation Committee. At
the July 11 Meeting, staff was directed to research all options relating to memberships on
this Committee.
The Municipal Code is silent in regards to establishment of the Wildlife Preservation
Committee. However, under Chapter 2.20 of the Rolling Hills Municipal Code, Planning
Commissioners are required to be residents of the City. The Municipal Code also does not
specifically require members of the Traffic Advisory Commission to be residents of the City.
However, advertisements for vacancies of all City Commissions have indicated at residency
requirement and that members be at least 18 years of age.
In discussing this with City Attorney Mike Jenkins, he indicates that since the Municipal
Code is silent on this matter, there is no legal requirement for residency. Therefore, the
City Council could allow a non-resident to be a Committee Member. However, the City
Council may also adopt requirements specifying a residency requirement. From a practical
standpoint, it would be difficult to adequately advertise for vacancies if membership were
not limited to Rolling Hills residents.

COMMITTEE MEMBERSHIP -HISTORY
In reviewing historical data, the issue of establishment of a Wildlife Preservation Committee
began on November 9, 1987 when Mr. Falvio Bisignano addressed the City Council
regarding the decrease and disappearance of ground animals in Rolling Hills.
On December 14, 1987, the City Council considered inquiries from interested Rolling Hills
residents desiring to serve on a Wildlife Preservation Committee. At that time, six residents
responded favorably to serving on a Committee. Although at that meeting the desire to
have a Committee consisting of nine members was expressed, no action was taken on that
suggestion. However, Herb Agid, Flavio Bisignano, Don Gales, Krista Hawkins, Dotha
Welbourn, and Arvel Witte were appointed to. an Ad Hoc Committee on Wildlife
Preservation and membership was left open to additional interested residents.
On July 10, 1989, members of the City Council appointed Steve Shultz to fill a vacancy
created by the resignation on Dotha Welbourn. In previous minutes, there seemed to be
some confusion as to the authorization for Committee appointments in that the Wildlife
Committee had apparently appointed Committee Member Shultz without presenting his
appointment for City Council consideration. However, City Councilmembers ratified this
Committee appointment on July 10, 1989.
CURRENT COMMITTEE MEMBERSHIP
Currently there are 8 members serving on the Wildlife Preservation Committee. This
membership includes Daniel Whitcraft. In the absence of direction of the Municipal Code,
it appears that appointments to the Committee are left to the discretion of the City Council.
From a staff perspective, an infinite number of members is beneficial in order to prepare
a specific number of agendas and supporting materials and to determine a quorum of
attendance at each meeting.
RECOMMENDATION
It would be in order for members of the Rolling Hills City Council to provide direction to
staff in this matter.

will vote in the City Selection process. Councilman Heinsheimer
said the Mayor will vote at the meeting on December 3, and he
invited all members of the City Council to attend the meeting
on that date. Councilman Heinsheimer said he will campaign
vigorously for a seat on the District. Mayor Swanson said that
she will cast her vote for Councilman Heinsheimer on behalf of
the City Council.
MATTERS FROM STAFF
Regional Law Enforcement Meeting
The City Manager reported that the meeting of the Regional
Law Enforcement meeting, which was originally scheduled for
November 11 has been rescheduled to November 19, since some of
the participating cities will observe the Veterans' Day holiday
on November 11.
South Bay Cities Meeting `;c`,
The Manager reported that :the South Bay Cities Meeting;, has::.
been rescheduled to November 12,' to avoid conflict with 4the
Thanksgiving_holidays.
•Annual Mayors' Luncheon
The Manager said the Annual Mayor's Luncheon sponsored
by the Palos Verdes Peninsula Chamber of Commerce and the Rotary
Club of Palos Verdes will be held on Friday, November 20, 1987
at the Palos Verdes Country Club. Mr. Belanger said reservations
will be made for members of the Council who plan to attend.
Duration of Building Permits
Mayor Swanson said it is her understanding that building
permits remain effective for five years from the date of issue,
providing progress on the project for which they were issued
continues. She asked staff to report at the next meeting on
the status of the building permits which have been issued for
the residence at 1 Chuckwagon Road, stating that although the
permits were issued several years ago, no work is being done
at the site.
OPEN AGENDA
Mayor Swanson invited members of the audience to comment
on items not on the agenda. She explained that presentations
are limited to five minutes, and no action will be taken at the
meeting on the matter presented to the Council.
Mr. Flavio Bisignano, 18 Crest Road East, addressed the
Concil and expressed his concern about the decrease and gradual
disappearance of ground animals from Rolling Hills. Mr. Bisignano
said that when he and his family moved to Rolling Hills in 1964
pheasants and quail were in abundance, and occasional roadrunners
were seen. He said that in recent years there has been a steady
diminution of those birds, and in red foxes and other ground
animals, including skunks, and he theorized that the decrease
is attributable in part to construction and development; also
the lack of a leash law and the large numbers of dogs, both
domestic and wild, that run at large, especially at night. Mr.
Bisignano said he would be interested in participating in any
effort that might be made to preserve and increase the number
of birds and animals that are native to the area.
Councilman Pernell suggested that the matter be referred
to the Environmental Quality Board for study, and he said further
that there are naturalists and hobbyists within the community
who may wish to act as a resource on a committee to study and
make recommendations on the matter presented by Mr. Bisignano.
Councilman Heinsheimer suggested that a notice be put in the
Newsletter advising residents of the concerns expressed, and
asking for volunteers to assist in studying and evaluating the
situation.

Mayor Swanson thanked Mr. Bisignano for his presentation
and asked that he provide the City Manager with a telephone number
where he can be reached to discuss the matter further.
Sewer Feasibility Survey
Dr. David Basque, 49 Eastfield Drive,'• asked, .whether
preliminary information was available . regarding the Sewer
Feasibility Survey recently conducted in Rolling Hills.,- Mayor
Swanson asked the City Manager to report on the matter.
Mr. Belanger said ASL, the consulting firm which is conducting
the survey, has advised that more than 40% of the quesionnaires
have been returned, and the responses are being evaluated. They
indicated that a draft report would be presented for review in
mid -November, and the Manager said that after the draft report
has been presented and additional information is added, the final
report will be provided for study by the City Council.
Mayor Swanson asked that a notice be placed in the Newsletter
reminding residents who have -'not yet done so to return the Sanitary
Sewer Feasibility Study questionnaires to the City.
ADJOURNMENT
Mayor Swanson adjourned the meeting to Wednesday, _November,
11, 1987 at 11:00 a.m. The Mayor said the Council would" meet.
in an adjourned session at the Goodyear Airship Station in: Gardena
and would take a trip in the Goodyear blimp to view theislide

Council expressed a desire that the committee consist of
approximately nine (9) members, and that staff prepare a work program
for —the committee and sist with the responsibilities once these
have been formally established.
The City Manager explained that it is his intention to have
the committee develop what they feel should be the scope of
responsibilities of the committee, and then present it to Council for
review and eventual ratification.
It was the decision of the City Council to appoint Herb Agid,
Flavin Bisignano, Don Gales, Christa Hawkins, Dotha Welbourn and

The City Manager presented a proposed resolution which would
establish a Service Authority for Freeway Emergencies (SAFE). This

would allow the Department of Motor Vehicles to charge a one dollar
.� ($1.00) surcharge on all registered vehicles in Los Angeles County,
to generate revenue to be used for call box system improvements.
Councilman Heinsheimer suggested that this item be held over
for further consideration because various aspects of the proposal
were unclear, in particular, the

technological choices regarding upgrade of
the installation of a new system.
Mayor Swanson also expressed concern regarding the
disbursement of revenue generated for upgrading the call box system
going for CHP dispatch personnel and asked that the City Manager get
a clarification on this policy.
The City Council held this item on the agenda for further
clarification of the concerns mentioned above.

Councilman Heinsheimer moved approval of exchange of
Proposition A funds. Councilman Pernell seconded the motion and it

OLD BUSINESS
STATUS OF FLYING TRIANGLE
The City Manager briefly discussed Congressional decisions
that are under consideration regarding possible budget cuts which
might have an impact on the implementation language in the Water
Resources Bill. It was explained that there are two alternatives
which the Congress is considering: to cut $2.6 billion on an item by
item basis out of this legislation, or to allow Graham -Rudman to take
effect, which would result in an 8.5% across the board cut. If one
of these alternatives is going to occur, the City would prefer that
it be the latter.

Mayor Swanson opened the meeting to comment from any person

Councilwoman Swanson asked if the proposed figure for equipment
would include the cost of a new wall map.
The City Manager explained hat, as a part of the bidding for
revisions to the General Plan }and Zoning Ordinance, the zoning map
will be amended as a by-productofthe revisions to the General Plan
and Zoning Ordinance.
The City Treasurer suggested that the Council consider, before
the budget is adopted, the first page, which would change the City's
policy from a 1 -year budget to a 2 -year budget; a 2 -year budget would
indicate that the rates are frozen for 2 years. Mr. Courtright
remarked that the term "budget" needs to be carefully defined. The
City Treasurer believes that the intent is to have a 1 -year budget and
a 1 -year plan.
A lengthy discussion ensued regarding this issue. It was the
consensus of the Council that the City adopt a 1 -year budget and a
1 -year advance plan. Thus, each year the proposed plan would be
adopted as the budget, with modifications, afterwhich, another plan
for the subsequent year would be projected.
Councilman Heinsheimer pointed out some inaccuracies in the
"variation" column figures.
Mayor Leeuwenburgh directed staff to make the appropriate
corrections, and to present a corrected budget with the new figures to
the Council for their next meeting. Also, the Mayor requested that
the budget subcommittee, consisting of staff, Councilwoman Murdock,
and Councilwoman Swanson, meet and report back to the Council at their
next meeting on May 22. Although Councilwoman Murdock is out of town,
the budget subcommittee will meet and brief Councilwoman Murdock upon
her return.

MATTERS FROM MEMBERS OF THE CITY COUNCIL
AERIAL PHOTOS
-Councilman Heinsheimer requested that staff research the
possibility of displaying, on sliding panels, aerial photos of
sections of the City, including contours. He feels that this would be
very beneficial for the Planning Commission, as well as for the City
Council.
WILDLIFE COMMITTEE VACANCY
Councilman Pernell noted that the recent appointment of Steven
Shultz to the Wildlife Preservation Committee had not been presented
to the Council, and reminded staff that any committee appointments
need to be made by the Council. The City Manager commented that he
had explained this to the Wildlife Committee, and that this matter
will be coming before the Council.
Councilman Pernell also asked that staff work with the Wildlife
Committee on the agenda for the June 5 community meeting, to be held
at the South Coast Botanic Gardens.
COUNCIL COMMITTEE ASSIGNMENTS
Mayor Leeuwenburgh distributed copies of proposed Council
committee assignments for 1989. The Mayor noted that one committee
has been added, a committee on "Policy - Goals - Objectives", which
will be concerned with items from the Council's retreat. The CEQA
Committee and the Bicentennial Committee for the Peninsula have been
deleted from the list of committees. There were no objections or
changes to the proposed committee assignments.

Wildlife Preservation Committee.
