Pro Tem Hill closed the public hearing and called for a motion. Councilmember
Heinsheimer moved that the City Council waive further reading and adopt Ordinance No.
270. Councilmember Pernell seconded the motion which carried unanimously.

Section 1. On March 18, 1997, the Planning Commission requested that staff
prepare an ordinance that would refer to the existence of a Planning Commission
building pad guideline for lot development. This action followed a discussion
regarding the guideline at a joint study session of the City Council and Planning
Commission held Monday, February 3, 1997.
Section 2. On May 20, 1997 and June 17, 1997, the Planning Commission held a
public hearing regarding the proposed ordinance referring to • the existence of a
Planning Commission building pad coverage guideline. The Commission adopted
Resolution No. 97-13, recommending that •the reference to the existence of a building
pad coverage guideline be adopted by the City Council.
Section 3. On July 14, 1997, the City Council held a public hearing regarding
the proposed ordinance referring to the existence of a Planning Commission building
pad coverage guideline for lot development. The purpose of the Ordinance is to
inform the public of the existence of the guideline.
Section 4. The Planning Department staff prepared an initial study by which it
was determined that the proposed Ordinance would not have a significant effect on the
environment. Based on this finding, staff prepared a Negative Declaration. The City
Council has reviewed the proposed Negative Declaration and finds that it represents
the independent judgment of the City and that it was prepared in compliance with
CEQA. Based upon these findings, the City Council hereby adopts the Negative
Declaration in accordance with the California Environmental Quality Act.
Section 5. Chapter 17.16 (Residential Agriculture-Surburban (RA -S) Zone) of
Title 17 (Zoning Ordinance) of the Rolling Hills Municipal Code is hereby amended to
add a new Section 17.16.097 to read as follows:
"17.16.097 Building pad coverage guideline. When reviewing a proposed
development project for General Plan and Zoning Ordinance compliance, the Planning
Commission utilizes a guideline in determining whether the proportion of the
building pad that is proposed for development is appropriate. The Planning
Commission's guideline is expressed in terms of a maximum percentage of building
pad coverage. A determination as to whether a proposed project satisfies the guideline
is determined by first calculating the square footage of the proposed structure or
structures, dividing that number by the square footage of that portion of the building
pad that is outside of required setbacks, and then comparing that percentage figure to
the Commission's guideline percentage. Proposed projects that have a percentage of
building pad coverage equal to or less than the Commission's guideline percentage
satisfy the Commission's guideline. Satisfaction of the Commission's guideline for
allowable building pad coverage is only one of several factors for determining project

Members of the City Council adopted the attached Ordinance at their regular
meeting held on July 28th. It will become effective in 30 days.
This Ordinance simply identifies in the Municipal Code that a building pad
coverage guideline exists and is utilized by the Planning Commission when
considering development within the City. It does not change the guideline nor does
it have any effect on pad coverage calculations. Members of the City Council wanted
this item included in the Municipal Code so that it would be very clear to those
reviewing the Code that a ' guideline does exist and is utilized by the Planning
Commission.

BACKGROUND
We have attached Resolution No. 97-13 recommending to the City Council that
reference to the Planning Commission's building pad coverage guideline be
included in the Zoning Ordinance as suggested at a joint study session of the City
Council and Planning Commission held Monday, February 3, 1997. Draft Ordinance
No. 270 is also attached.
The purpose of the Ordinance is to inform the public of the existence of the
guideline.
After reviewing the initial study for the Ordinance, staff has determined that this
Ordinance will not have a significant effect on the environment. Accordingly, a
Negative Declaration has been prepared.
RECOMMENDATION
It is recommended that the City Council review the proposed Ordinance and
Negative Declaration, open the public hearing, take public testimony and introduce
Ordinance No. 270.

At the regular City Council meeting held Monday, July 14, 1997, the City Council
introduced the above referenced Ordinance which simply amends the Municipal
Code to formally state that a building pad coverage guideline is utilized by the
Planning Commission in reviewing residential construction proposals. Members of
the City Council will consider this Ordinance for adoption at their meeting to be
held on Monday, July 28, 1997. If you wish to discuss this further, please do not

AN ORDINANCE OF THE CITY OF ROLLING HILLS REFERRING TO
THE EXISTENCE OF A PLANNING COMMISSION BUILDING PAD
COVERAGE GUIDELINE FOR LOT DEVELOPMENT AND
AMENDING TITLE 17 (ZONING) OF THE ROLLING HILLS
MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES HEREBY ORDAIN
AS FOLLOWS:
Section 1. On March 18, 1997, the Planning Commission requested that staff
prepare an ordinance that would refer to the existence of a Planning Commission
building pad guideline for lot development. This action followed a discussion
regarding the guideline at a joint study session of the City Council and Planning
Commission held Monday, February 3, 1997.
Section 2. On May 20, 1997 and June 17, 1997, the Planning Commission held a
public hearing regarding the proposed ordinance referring to the existence of a
Planning Commission building pad coverage guideline. The Commission adopted
Resolution No. 97-13, recommending that the reference to the existence of a
building pad coverage guideline be adopted by the City Council.
Section 3. On July 14, 1997, the City Council held a public hearing regarding
the proposed ordinance referring to the existence of a Planning Commission
building pad coverage guideline for lot development. The purpose of the Ordinance
is to inform the public of the existence of the guideline.
Section 4. The Planning Department staff prepared an initial study by
which it was determined that the proposed Ordinance would not have a significant
effect on the environment. Based on this finding, staff prepared a Negative
Declaration. The City Council has reviewed the proposed Negative Declaration and
finds that it represents the independent judgment of the City and that it was
prepared in compliance with CEQA. Based upon these findings, the City Council
hereby adopts the Negative Declaration in accordance with the California
Environmental Quality Act.
Section 5. Chapter 17.16 (Residential Agriculture-Surburban (RA -S) Zone)
of Title 17 (Zoning Ordinance) of the Rolling Hills Municipal Code is hereby
amended to add a new Section 17.16.097 to read as follows:
"17.16.097 Building pad coverage guideline. When reviewing a proposed
development project for General Plan and Zoning Ordinance compliance, the
Planning Commission utilizes a guideline in determining whether the proportion
of the building pad that is proposed for development is appropriate. The Planning
Commission's guideline is expressed in terms of a maximum percentage of building

pad coverage. A determination as to whether a proposed project satisfies the
guideline is determined by first calculating the square footage of the proposed -
structure or structures, dividing that number by the square footage of that portion of
the building pad that is outside of required setbacks, and then comparing that
percentage figure to the Commission's guideline percentage. Proposed projects that
have a percentage of building pad coverage equal to or less than the Commission's
guideline percentage satisfy the Commission's guideline. Satisfaction of the
Commission's guideline for allowable building pad coverage is only one of several
factors for determining project compliance with the General Plan and Zoning
Ordinance and all other required findings for the particular approval sought must
also be satisfied."

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY

ADOPT AN ORDINANCE REFERRING TO THE EXISTENCE OF
PLANNING COMMISSION BUILDING PAD COVERAGE
GUIDELINES FOR LOT DEVELOPMENT AND AMENDING TITLE 17
(ZONING) OF THE ROLLING HILLS MUNICIPAL CODE.
THE PLANNING COMMISSION OF THE CITY OF ROLLING HILLS DOES HEREBY
RESOLVE AS FOLLOWS:

NOTICE IS HEREBY GIVEN, that the Planning Commission of the City of Rolling Hills will
hold a Public Hearing at 7:30 PM on Tuesday, May 20, 1997 in the Council Chambers of City
Hall, 2 Portuguese Bend Road, Rolling Hills, CA for the purpose of receiving public input
regarding the following:
Consideration of a proposed ordinance of the City of Rolling Hills regarding guidelines established
by the Planning Commission for building pad coverage for lot development and amending Title 17
(Zoning) of the Rolling Hills Municipal Code to be located City -Wide In Rolling Hills, CA and to
be implemented by the City of Rolling Hills.
The request is briefly described as a proposed ordinance to modify and amend the Zoning Code to
include guidelines established by the Planning Commission for building pad coverage for property
development in the residential zones.
Pursuant to the authority and criteria contained in the California Environmental Quality Act (CEQA)
and the CEQA Guidelines of the City of Rolling Hills, the Lead Agency has analyzed the project
and determined that the project will not have a significant impact on the environment. Based on this
finding, the Lead Agency prepared this NEGATIVE DECLARATION.
FINDINGS OF NO SIGNIFICANT E1-1 ECT:
BASED ON THE INITIAL STUDY, AND CONDITIONS) (IF APPLICABLE), IT HAS BEEN
DETERMINED THAT THE PROJECT WILL NOT HAVE A SIGNIFICANT EFFECT ON THE
ENVIRONMENT.
A period of at least 20 days from the date of publication of the notice of this NEGATIVE
DECLARATION will be provided to enable public review of the project specifications, the Initial

BACKGROUND
We have attached Resolution No. 97-13 recommending to the City Council that
reference to the Planning Commission's building pad coverage guideline be
included in the Zoning Ordinance as suggested at a joint study session of the City
Council and Planning Commission held Monday, February 3, 1997. Draft Ordinance
No. 270 is also attached.
The purpose of the Ordinance is to inform the public of the existence of the
guideline.
After reviewing the .initial study for the Ordinance, staff has determined that this
Ordinance will not have a significant effect on the environment. Accordingly, a
Negative Declaration has been prepared.
RECOMMENDATION
It is recommended that the City Council review the proposed Ordinance and
Negative Declaration, open the public hearing, take public testimony and introduce
Ordinance No. 270.

AN ORDINANCE OF THE CITY OF ROLLING HILLS REFERRING TO
THE EXISTENCE OF A PLANNING COMMISSION BUILDING PAD
COVERAGE GUIDELINE FOR LOT DEVELOPMENT AND
AMENDING 'TILE 17 (ZONING) OF THE ROLLING HILLS
MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DOES HEREBY ORDAIN
AS FOLLOWS:
Section 1. On March 18, 1997, the Planning Commission requested that staff
prepare an ordinance that would refer to the existence of a Planning Commission
building pad guideline for lot development. This action followed a discussion
regarding the guideline at a joint study session of the City Council and Planning
Commission held Monday, February 3, 1997.
Section 2. On May 20, 1997 and June 17, 1997, the Planning Commission held a
public hearing regarding the proposed ordinance referring to the existence of a
Planning Commission building pad coverage guideline. The Commission adopted
Resolution No. 97-13, recommending that the reference to the existence of a
building pad coverage guideline be adopted by the City Council.
Section 3. On July 14, 1997, the City Council held a public hearing regarding
the proposed ordinance referring to the existence of a Planning Commission
building pad coverage guideline for lot development. The purpose of the Ordinance
is to inform the public of the existence of the guideline.
Section 4. The Planning Department staff prepared an initial study by
which it was determined that the proposed Ordinance would not have a significant
effect on the environment. Based on this finding, staff prepared a Negative
Declaration. The City Council has reviewed the proposed Negative Declaration and
finds that it represents the independent judgment of the City and that it was
prepared in compliance with CEQA. Based upon these findings, the City Council
hereby adopts the Negative Declaration in accordance with the California
Environmental Quality Act.
Section 5. Chapter 17.16 (Residential Agriculture-Surburban (RA -S) Zone)
of Title 17 (Zoning Ordinance) of the Rolling Hills Municipal Code is hereby
amended to add a new Section 17.16.097 to read as follows:
"17.16.097 Building pad coverage guideline. When reviewing a proposed
development project for General Plan and Zoning Ordinance compliance, the
Planning Commission utilizes a guideline in determining whether the proportion
of the building pad that is proposed for development is appropriate. The Planning
Commission's guideline is expressed in terms of a maximum percentage of building

guideline is determined by first calculating the square footage of the proposed
structure or structures, dividing that number by the square footage of that portion of

story ranch style residences with agricultural outbuildings. The surrounding areas consist of undulating hillsides and
knolls covered by grasses and mature shrubs and trees with same areas being heavily wooded Native birds and
animals frequent the area such as sparrows, crows. raccoons,possum_, skunks, gophers. and an occasional fox.
