City Manager Dalilerbruch reported that Ordinance No. 307 had been amended as directed
by the City Council and it is being presented for second reading and adoption. Hearing no
discussion, Mayor Black called for a motion.
Councilmember Lay moved that the City Council waive further reading and adopt Ordinance
No. 307. Mayor Pro Tern Hill seconded the motion which carried unanimously by those
Councilmembers in attendance.
ORDINANCE 307: AN ORDINANCE OF THE CITY OF ROLLING HILLS AMENDING
THE ROLLING HILLS MUNICIPAL CODE RELATING TO THE DESIGNATION OF
THE BUILDING OFFICIAL AND CITY ENGINEER.
City Manager Dahlerbruch presented the staff report providing background information
regarding the proposed ordinance. He said that the City has the authority and discretion to
designate whom it deems its Building Official, City Engineer, Chief Plumbing Inspector and
Chief Electrical Inspector for the processing and approval of building and construction plans.
He reported that since the City's incorporation, the City has designated the County of Los
Angeles with this responsibility but that the proposed ordinance would allow residents to
have a choice of either having plans reviewed and permitted by the County or having a
private contractor to review their plans and issue permits. He explained that with the heavy
workload of the County that a private contractor would most likely be more expensive but
would be able to provided review and permitting more rapidly.
The City Attorney explained that following the amendment of the code that now specifically
names the County as the City's Building Official that the designation of more than one entity
to act as the City's Building Official would be made by a resolution of the City Council.
Comments were offered about the proposed ordinance and it was suggested that since either
the County or a private contractor would be a choice for residents that the word entity be
changed to entities and the word person be changed to persons.
Hearing no further discussion, Mayor Black called for a motion.

RECOMMENDATION
It is recommended that the City Council adopt a Resolution establishing a 25%
surcharge on Los Angeles County Department of Building and Safety fees for the
alternative use of the City -approved consultant for plan review, permitting and
inspection.
BACKGROUND
At its meeting of January 14, 2008, the City Council approved an agreement with
Willdan that provides residents with an alternative to the Los Angeles County
Department of Building and Safety for plan review, permitting and inspection. The
agreement established a two-year pilot program with the consultant who will provide
the same professional services as Los Angeles County.
DISCUSSION
As discussed when the contract was approved, the City may be subject to a loss in
revenue for covering City costs with implementation of the contract. If all residents
utilized the consultant and the consultant's time reached contract specified thresholds
for remitting fees to the City, the City could see a drop in revenue. As such, the City is
establishing a 25% surcharge to cover its costs of administering the contract and the
services it provides in support of plan review, permitting and inspection.

While the surcharge is to recover the cost of delivering the service, the City has no
actuals yet to specifically know the impact /costs of the new services provided. As
such, staff was directed at the City Council meeting of January 14, 2008 to provide the
City Council with quarterly updates on the costs of the program at which time the City
Council can consider modifications. The new services will be implemented as of March
1, 2008 with the first update to the City Council in June 2008.
FISCAL IMPACT
With the surcharge proposed, the City could potentially see a reduction in building and
inspection fees if all residents were to utilize the consultant rather than Los Angeles
County and the consultant utilized the maximum payable hours. Staff does not believe
this will be the case and will monitor the program closely.

Section 2. The following surcharge fee is established and shall be
collected for each permit:
1. BUILDING PERMIT In addition to the provisions of
paragraph 1 (A) of this resolution, a 25% surcharge on Los
Angeles County Department of Building and Safety fees shall be
charged for the alternative use of the City -approved consultant.
2. PLUMBING PERMIT In addition to the provisions of
paragraph 2 of this resolution, a 25% surcharge on Los Angeles
County Department of Building and Safety fees shall be charged

3. MECHANICAL PERMIT In addition to the provisions of

RECOMMENDATION
It is recommended that the City Council adopted the proposed Resolution that
designates the person(s) responsible for serving as the City of Rolling Hills Building
Official, City Engineer, Traffic Engineer, Chief Plumbing Inspector and Chief Electrical
Inspector.
BACKGROUND
In October 2007, the City Council modified the Municipal Code, by ordinance, to permit
more than one person, if desired, to serve as the City's building official, engineer, traffic
engineer, plumbing inspector and electrical inspector. The action modified the
definition of each position so the City was not bound solely to the County of Los
Angeles for these services.
DISCUSSION
The proposed Resolution requires that the City Manager specifically designate who will
serve in the City's position of Building Official, Engineer, Traffic Engineer, Chief
Plumbing Inspector and Chief Electrical Inspector. The Resolution provides that the
appropriate individual(s) within Los Angeles County as well as consultant(s) of the City
may serve in these capacities. The Resolution is necessary to formally fill these roles.

FISCAL IMPACT
There is no direct fiscal impact with adoption of the proposed resolution. Whether
provided by Los Angeles County or a consultant, the services of the designated
building official, engineer, traffic engineer, plumbing inspector and electrical inspector
are compensated under contract to the City.

Building and Safety has been advised of this matter on the City Council agenda.

the past year and the average of daily inspections is 5 calls. This
translate
to an average of 1200 calls per year based on 240 working days. In addition,
often the city requests inspection that are not related to any active
permits

COUNTY SERVICES:
The County Public Works Department renders the following services to the City:
• Plan check of plans for construction including pools and walls
• Plan check of plans for grading
The above include review of plans submitted by the applicants by several County
divisions: structures, grading, drainage, soils and geology.
• Collecting of all fees
• Issuance of building permits, including for structures, pools, walls, electrical,
roof, mechanical, plumbing, drainage and grading
• Inspections of all of the above
• Code enforcement -when requested by City staff, the inspector would go out to
check for compliance, or to advise if the activity requires a building permit
• Storm drain maintenance (the few that they have in the City)
• Advice on storm drains, (not theirs)
• Implementation of all of the NPDES requirements for construction and grading
• Hazardous Materials/Waste inspections (in cases of spills/improper disposal from
construction or other activities in the City -County staff would inspect and issue a
violation notice)
• Subdivisions — Subdivision committee consists of several depaituients, including
Los Angeles County Regional Planning. Subdivision applications go to the
County first (before PC or CC). They are reviewed by:
Regional Planning for any planning issues, Road Dept., Fire Dept, Health Dept. -for
septic tanks/sewers, Water division, Parks & Recreation Dept., Soils and Geology.
Prior to finaling a map, the above departments review compliance with their original
conditions, inspect monument points, review legal descriptions, obtain all necessary
signatures, and advise City whether the map is ready to final.
After City approves Final Map, the County records the map and sends a copy to City.
• Certificates of compliance to determine if lot is legal -requires research into the
background of how the lot was created including review of all title reports and
grant deeds
• Lot Line Adjustments- County reviews the legal descriptions of the new
configured lots and advises City if changes to the descriptions are needed
• Special services under a separate "Service Request" process. For the issuance of
excavation permit/fiber optics installation, or any work in the roadway (i.e. storm
drain repair) or to prepare Title Reports, if requested, etc...

AN ORDINANCE AMENDING ORDINANCE NO. 6 OF THE
CITY OF ROLLING HILLS RELATING TO THE CONSTRUCTION,
ERECTION, ENLARGEMENT, RAZING, ALTERATION,
REPAIRING., REMOVAL, MAINTENANCE, MOVING, USE
AND HEIGHT OF BUILDINGS OR STRUCTURES IN THE
CITY OF ROLLING HILLS, CALIFORNIA
The City Council of the City of Rolling Hills does ordain
as follows: •
Section 1. Ordinance No. 6 entitled. "Building Code to
Regulate the Construction, Erection, Enlargement, Razing,
Alteration, Repairing, Removal, Maintenance, Moving, Use and
Height of Buildings or Structures" adopted May 13, 1957, is
hereby amended by adopting, except as hereafter provided,
that certain building code known and designated as the Los
Angeles County Building Code, 1958 Edition,' as published in
the 1958 Edition of the Los Angeles County Building Laws,
pages 19 through 364 inclusive,shall beand become the
Building Code of the City of Rolling Hills, regulating the
erection, construction, enlargement, alteration, repair,
moving, removal, demolition, conversion, occupancy, use,
height, area, maintenance of all structures and certain.
equipment therein specifically regulated and grading within
the City of Rolling Hills, and providing for the issuance of
permits and the collection of fees therefor, providing
penalties for violation of such code, declaring and establish-
ing fire zones.
Three copies of said Los Angeles County Building Laws
have been deposited in the office of the City Clerk of the
City of Rolling Hills, and shall be at all times maintained
by said Clerk for use and examination by the public.
Said edition of the Los Angeles County Building Code,
except asprovided hereafter, is hereby substituted for, and
shall take the place of the Building Code set forth in said
Ordinance No. 6, and such amending ordinances previously adopted.

CONSIDERATION OF ALTERNATIVE PLAN REVIEW,
PERMITTING AND INSPECTION PROCESS
NOVEMBER 13, 2007
BACKGROUND
With the City Council's recent adoption of zoning code amendments to designate the
City engineer, building official, chief plumbing inspector and chief electrical inspector,
the City has positioned itself to provide residents with a choice for plan review,
permitting and inspection. The choice before residents would be between the Los
Angeles County Department of Building and Safety (Lomita office) and a consultant
who is on contract with the City. The alternative to use a consultant would provide
residents, at a higher cost, with an expedited review process. The City has an existing
contract with Los Angeles County for its services; to initiate the alternative option, the
City would need to engage a firm with an agreement. The City would also need to
approve a Resolution that designates individuals in the firm along with County officials
as City engineer, building official, chief plumbing inspector and chief electrical
inspector.
The City of Rolling Hills has a long history with Willdan for engineering services. The
firm also provides building services for many cities including the business district in
our neighboring jurisdiction, Rolling Hills Estates. To pilot the concept of the
alternative plan review, permitting and inspection process, it is proposed that the City
Council consider an agreement with Willdan. Attached for review is a proposal from
Willdan.
It is recommended that the City Council review the attached proposal. Under "Matters
from Staff" at the City Council meeting of November 26, 2007, staff will raise this matter
for the purpose of hearing City Council questions. We will subsequently return to the
City Council for formal consideration of the proposal at a meeting in January 2008.

DISCUSSION
Over the past several months, staff has been talking with representatives of Willdan in
regard to a variety of City projects — a low pressure sewer system feasibility study,
building and fire code review and building services inclusive of plan review, permitting
and inspection. Through the course of these discussions, it was determined that the
City does not have an agreement in place for the existing traffic engineering services
provided by the firm. As such, the attached proposal is intended to be an umbrella, all -
encompassing agreement that provides the City with the flexibility to utilize Willdan
for engineering and building services as needed/directed by the City. The traffic
engineering services noted in the agreement do not reflect a change in the hourly rate to
the City.
In the attached document, pages 6 — 11 outline the proposed process for Willdan to
provide an alternative, faster plan review process for development. Willdan s review
process will follow the same City/County building (and fire) codes and thus, the
outcome of plan review, permitting and inspection by Willdan will mirror the County's
outcome. A question recently came up in regard to asking Willdan to plan check a
project that is currently undergoing plan check through the County for the purpose of
comparing outcomes. For various reasons, Willdan is not interested in such an exercise.
However, for comparison purposes, they are very receptive to illustrating their turn-
around time in relation to the County's. In creating an agreement, Willdan will be held
accountable for a specific timeframe by which to complete plan review. A failure to
maintain the designated performance standard would be justification for canceling the
agreement.
In a resident's selection of either the County or the consultant for plan review, the
subsequent steps in the process — permitting and inspection — would be followed and
completed by the County or consultant, respectively. The resident and/or the City
could not/would not request the services of the other organization in the midst of a
project.
FISCAL IMPACT
With the proposed building services provided by Willdan, there is no intent by staff
that the City would incur any costs or expenses. Consistent with past practice and the
structure of the City's relationship with the County, all costs would be paid by the
applicant. Fees charged by Willdan would be based on County fees with a surcharge of
25% for an expedited review.
CONCLUSION
The intent of staff's work in regard to an alternative plan review, permitting and
inspection process and subsequently, soliciting a proposal from Willdan is to provide
residents with the option to obtain a faster service. Because of the City's long-time.
relationship with Willdan and their experience in plan review, permitting and
inspection, it seems reasonable to initiate this new program with them as a pilot. To
assess the effectiveness of the pilot, they believe a two-year agreement is necessary
although three years is preferable. The City's agreement, however, would have a

cancellation clause with appropriate notice. Toward the conclusion of the pilot project,
staff would propose an evaluation of the program for consideration of renewing or
bidding the contract.

Subject: Proposal for Professional Engineering and Building and Safety Services
Dear Mr. Dahlerbruch:
Willdan is pleased to submit this proposal to provide professional engineering services to the
City of Rolling Hills as the City Traffic Engineer, Special City Engineer, and Special City Building
Official, and to provide other as needed engineering, planning, and building and safety services
as requested by the City. Willdan is a leader in contract municipal engineering services in
Southern California and has an excellent staff of engineers and building and safety specialists in
a variety of functions.
Willdan is especially qualified to provide these services to the City of Rolling Hills for the
following reasons:
• Willdan is intimately familiar with the City of Rolling Hills through its long-term
relationship over the past 20 years. Serving the City as Traffic Engineer and on
numerous projects, many of Willdan's staff members have gained a thorough
understanding of the City's policies and procedures, likes and dislikes, and a strong
flavor for the wants and needs of the community. This familiarity provides the City with

• Ms. Vanessa Munoz, P.E., T.E., P.T.O.E., has been designated to continue to serve as
your City Traffic Engineer for this assignment, and as the Project Manager for the daily
conduct of the assignment. Ms. Munoz has more than 10 years of traffic engineering
and project management experience. In addition to currently serving your City as
Traffic Engineer, Ms. Munoz is also serving as the interim City Traffic Engineer for the
City of Fontana and as an Associate Traffic Engineer in the City of Camarillo's Public
Works Department. Ms. Munoz has extensive experience in municipal traffic
engineering, as well as knowledge of both traditional and creative traffic solutions. As a

• Mr. Stephen H. Widmayer, P.E., C.B.O., C.P.E., has been designated to serve as your
Special City Building Official. As Vice President/Division Manager of the Building and
Safety Plan Check Services for Willdan, Mr. Widmayer manages a staff of building and
grading plan checkers assigned to the Los Angeles and Anaheim Regional offices. He
oversees all aspects of the technical plan check operation, including life safety, energy,
accessibility, structural, and the administration aspects, including code interpretation,
quality control, scheduling, and training. Mr. Widmayer has previously served as the
Building Official for the City of Dana Point and the Deputy Building Official for the City of
Lake Forest and has acted as interim Building Official for the Cities of Santa Monica,
Glendale, and Anaheim.

TRAFFIC AND TRANSPORTATION DIVISION
The Los Angeles area Traffic and Transportation Division of Willdan specializes in providing
traffic engineering and transportation planning services to governmental agencies in California.
The Division's experience and expertise covers nearly all facets of traffic and transportation
engineering, from handling citizen complaints to managing multi -million dollar capital
improvement projects.
In addition to their independent projects, this division provides transportation services to support
the office's public works design services, planning services, and contract administration
services. The division also provides traffic and transportation support for a variety of projects
managed at the company's corporate headquarters in Anaheim and offices located in Anaheim,
Lancaster, San Bernardino, Ventura, and Sacramento, California; Phoenix, Arizona; and Las
Vegas, Nevada.
Since its establishment in September 1982, the Los Angeles Traffic and Transportation Division
has greatly expanded in size and service capabilities. Today, the Division has a staff of 11
individuals, four of whom are registered Civil or Traffic Engineers in the State of California.
Each of these registered engineers is a highly qualified professional with their combined
experience in traffic exceeding 100 years. This experience includes a significant amount of time

Willdan's City Engineering Division performs general engineering services for many cities in

Since 1979, Willdan's Building and Safety Division have provided Building Department Plan
Review and Inspections for numerous public jurisdictions throughout the Western United States.

PROJECT APPROACH
PROJECT UNDERSTANDING
The City of Rolling Hills is seeking a City Traffic Engineer, Special City Engineer, and Special
Building Official to provide professional municipal services.
We understand that these individuals would be expected to be knowledgeable and practiced in
all of the common engineering and building and safety concerns of a local agency. The
requested services are needed to assist City staff to provide timely project -related information to
City Officials, staff, the community, and will include among other services, the preparation and
presentation of reports at the Traffic Commission, City Council, and Planning Commission.
SCOPE OF WORK
Willdan is very familiar with the professional services typically required in providing municipal
support to Southern California cities. We have reviewed the requirements for this assignment
and find it consistent with the services we provide for other assignments.
Willdan wishes to emphasize that the Scope of Work is not all inclusive and additional tasks
may be assigned as needed. The specific duties as assigned by the City will be executed in a
prompt and efficient manner, with priority given to the critical tasks needed to keep all of the
programs moving forward.
TRAFFIC ENGINEERING
General Traffic Engineering Operations:
1. Provide analysis, review and comment on traffic and parking matters.
2. Analyze and comment on traffic and circulation patterns for proposed projects or City
functions.
3. Work with other City departments on traffic -related projects.
4. Prepare and review construction area traffic control plans and detour plans.
5. Perform other general City traffic engineering work as requested.
Management and Supervision:
1. Supervise traffic -related tasks assigned to the City Traffic Engineer.
2. Oversee and complete specific traffic -related projects and issues assigned to the City
Traffic Engineer.
Traffic Studies and Reports:
1. Perform speed zone surveys.
2. Perform stop sign warrant studies.
3. Help prepare staff agenda reports for City Council, Traffic Commission, and other
meetings.

5. Assist Planning and other departments with conditioning proposed developments for
appropriate public works improvements and coordination.
6. Assist in investigating and requesting changes to the operation, coordination, and timing
of the traffic signal systems in adjacent cities.
7. Review various traffic studies and site development plans including street lighting,
signing, striping, traffic signal, and detour plans.
8. Collect data for traffic and parking related issues as -needed.
9. Prepare written reports and staff reports as necessary.
10. Prepare and evaluate traffic calming strategies to address neighborhood complaints.
11. Assist City staff to prepare municipal code changes, fee approval packages,
development agreements, and other documents.
12. Other traffic or civil engineering work as may be requested by the City.
CITY ENGINEERING
The Special City Engineer will attend meetings of the City Council, City staff, and other agencies
to address city engineering matters, and other meetings such as with residents when directed
by the City. The Special City Engineer will assist the City in matters of city engineering and will
provide technical advise and prepare staff reports, Council agenda reports, resolutions, and
ordinances as requested.
We recognize the need to emphasize maintenance programs to protect capital investment,
particularly streets, roadways, and landscaping. For those facilities which are relatively new, we
can help formulate effective maintenance programs that will prevent accelerated deterioration
and avoid costly replacement. For older facilities, alternative strategies can be evaluated to

develop a cost-effective rehabilitation program. This is particularly important as many of the
City facilities have been in place for some time.
With our extensive knowledge and constant monitoring of the National Pollutant Discharge
Elimination System (NPDES) Permit and the Americans with Disabilities Act (ADA), Willdan can
recommend the implementation of their detailed requirements.
Willdan is prepared to provide the full range of municipal services associated with city
engineering and the Special City Engineer, will be available on an as -needed basis to perform
these services.
BUILDING PLAN CHECK
Willdan's staff of registered and certified plan examiners will be available either on -site or off -
site to provide complete plan check services.
Plan review of all projects, for compliance with the 2001 State of California Editions of the 1997
Uniform Building, 2000 Plumbing and Mechanical Codes, the 2005 State of California Electrical
Code Edition of the 2002 of the National Electrical Code, including the Los Angeles County
amendments of those codes. Willdan is also prepared to enforce the new 2007 California
Building Laws including the Los Angeles County Amendments that will become effective
January 1, 2008. Other required review would include, but not limited to, energy and
conformance to local ordinances pertaining to construction, and building security. Also, plans
will be examined to conform with any other requirements by the City of Rolling Hills. If the plans
require corrections, the correction sheet will be provided and attached to the plans submitted
and expeditiously returned to the City.
If the plans are approved, Willdan would provide that the plans are acceptable and
recommended for building permit on the title page of each copy submitted. The plan reviewer
will initial the plans signifying that they have been reviewed. When submitting for review, there
shall be two sets of plans and any other information shall be submitted in sets of two.
Transfer and Delivery of Plans:
It is understood that the City will transmit the plans after the property owner or his agent has
submitted to the City of Rolling Hills and paid any necessary fees.
Willdan will provide for FED EX or Cal Overnight service to the City for pick up and delivery of
plans. In addition to pick up and delivery of plans, Willdan can use facsimile or e-mail services
to send correction lists to both the City and applicants (if consistent with City policy). We
believe this open communication between Willdan, the City, and the applicant is the key to
excellent customer service.
Turnaround Times:
First check for all projects with a building valuation up to $2 million will be completed within 15 -
working days. All rechecks will be completed within 5 -working days. For valuations exceeding

$2 million, Willdan will first review the complexity of the structure and then commit to a specific
turnaround time generally within 20 -working days for first check.
Many smaller projects will have a turnaround time of less than 10 -working days. Special
projects as identified by the City will receive. the attention necessary to achieve the requested
accelerated turnaround time. Accelerated plan checks will have a 10 -day turnaround time.
Willdan will also work closely with applicant during the plan check process to ensure complete
communication and resolution of the comments list. For certain complex projects, a pre -
submittal review is available to resolve any potential code problems prior to completion of
submittal documents.
We believe these service enhancements will provide the City with improved customer service.
Methodology:
Willdan will establish an off -site building permit processing center at the Industry office. All
normal building department functions will be available to applicants including permit application
and issuance, inspection requests, plan review recheck meetings and over-the-counter plan
reviews for minor projects.
All administrative functions and documents will be available at this location and all permanent
records may be forwarded to the City for their use and maintenance.
Projects will be accepted at the Industry office location by appointment after first being reviewed
by City Planning for their initial clearances.
An application procedure policy will be created for use by City staff to inform applicants desiring
to submit projects to the Willdan office.
Willdan's methodology for plan review includes the following steps:
✓ Upon receipt of plans, the project is logged into Willdan's plan check tracking system
(PCTS). This process automatically assigns a complete date for first check and
subsequent rechecks.
✓ The submitted plans are checked for completeness including required structural
calculations. In the event that the submission is incomplete, Willdan will immediately
contact the applicant and/or City to request any missing information.
✓ The project size and complexity is evaluated and then assigned the appropriate plans
examiner.
✓ Willdan's PCTS system is continuously used to monitor the progress of these reviews for
timely completion.

✓ Upon completion of our review, plans are either stamped "approved ready for issuance
by City" or a detailed correction list would be laser printed including the appropriate code
sections, and forwarded back to the City.
Depending upon City policy, the approved plans or plans with correction list are sent
back to the City or returned directly to the applicant.
✓ The pick up and delivery of plans is by the delivery company (see Transfer and Delivery
of Plans), while any correction list can be transmitted via facsimile or e-mail.
Applicants would process Fire Department reviews through the local Los Angeles
County Fire Department field office.
Wilidan personnel are also available by telephone and by appointment to confer with the City or
applicant regarding the status of any review, to discuss any correction list, or to meet directly
with the applicant at our offices to resolve the correction items. Upon authorization of the City,
Wilidan personnel are also available to meet with staff and applicants at the City Hall to review
projects and corrections.
Training
Wilidan provides up-to-date training for all of its inspection and plan check staff. This training
includes review and application of new State and County codes as well as federal requirements,
such as NPDES.
Investigations
Wilidan provides complete complaint and investigation services including inspection, violation
notice referral to City Attorney, and follow up and preparation of cases for prosecution if
required.
SCOPE OF WORK STANDARDS
• Willdan will maintain required insurance coverage during the agreement term.
• Wilidan will maintain work -related records, notes, and supporting documents, including
both electronic or hard copy formats, that are prepared or obtained during the agreement
term. The City will have unrestricted and reasonable access to the same. The records
will be considered the property of the City. Original records, notes, and documents
maintained at the City will remain at the City; however, Willdan may make copies as
required within the Scope of Work.
• Willdan will remain in compliance with applicable local, county, state, and federal
procedures, policies, laws, and ordinances during the course of the work.
• All work products, including engineering survey data and electronic drawings will be the
property of the City of Rolling Hills. Property and publication rights for preliminary and
final data generated as part of the services will be reserved to the City of Rolling Hills.

Willdan's employees and their relationship with their fellow employees are its most valuable

and in the future. We also believe in matching the appropriate staff to the required tasks. In this
way, the City of Rolling Hills will maximize Willdan's labor resources, while gaining the reward of
reduced labor costs.
Our in-house of engineers and building and safety professionals ensure that we will have the
ability to provide these services efficiently and without the use of subconsultants. As a full -
service multidisciplinary civil engineering firm, we have a full complement of staff available to
provide engineering and municipal support services to our assigned staff. The City may also
choose to take advantage of Willdan's other professional services as the needs arise.
Willdan is well -versed in working closely with City staff, consensus building and public meetings
through its frequent assignments as contract "employees" for numerous public agencies.
PRINCIPAL -IN -CHARGE
Mr. Lew Gluesing, P.E., T.E., P.T.O.E., Vice President and Division Manager of Willdan's
Los Angeles Area Traffic and Transportation Division, will serve as Principal -in -Charge. In
this role, he will supervise the general conduct of the City's services, ensure allocation of
Willdan staff, and provide quality assurance and technical assistance. He has over 40 years of
experience in traffic engineering and municipal services, making him a valuable and integral
part of the team for the successful completion of this project.
TRAFFIC ENGINEERING
Ms. Vanessa Munoz, P.E., T.E., P.T.O.E., Supervising Engineer, has been chosen to be the
City Traffic Engineer, and Project Manager responsiblefor the daily conduct of the
professional services provided to Rolling Hills. Ms. Munoz has extensive experience in local
traffic engineering duties and responsibilities, as well as knowledge of both traditional and
creative traffic solutions. Ms. Munoz has over 10 years of design experience. Her area of
expertise includes traffic signals design and modification, signing and striping, and street
lighting. She has designed over 300 signalized intersections for local cities, outside agencies,
and Caltrans projects, and has managed a variety of projects covering street improvements and
traffic design. Ms. Munoz is currently serving as interim City Traffic Engineer for the City of
Fontana, and as an Associate Traffic Engineer in the City of Camarillo's Public Works
Department.
Ms. Munoz will meet with the City regularly and often to receive direction and provide progress
reports. She can be dedicated to the City of Rolling Hills on -call or up to 4 hours every other
month on a regularly schedule basis at the City offices to perform the Scope of Work, help
manage all active projects, and aid in maintaining full contact with City staff. Ms. Munoz will
also ensure that Willdan's staff works as a single "employee" if other staff are assigned to work
on particular tasks.

When not present at the City, Ms. Munoz will remain in close contact with the City via telephone,
cellular telephone, and e-mail. Ms. Munoz, in consultation with the City, may assign one of a
select group of staff members to work on specific tasks as they arise or as special abilities are
required.
Ms. Munoz will ensure that any Willdan staff assigned to specific tasks are matched to
appropriate level work. For example, a project manager will not be assigned to drafter level
work. In this way, Rolling Hills maximizes Willdan's labor resources, while gaining the reward of
reduced labor costs.
Mr. Kenneth H. Hanson, Senior Design Manager, will serve as primary support staff to the
Traffic Engineer. Mr. Hanson has over 43 years of traffic engineering experience. As Traffic
Engineer for the City of Compton, he was responsible for all aspects of the traffic engineering
division, including City traffic signal maintenance and parking regulations. Mr. Hanson is
experienced in preparing proposals and staff reports, implementing and managing programs,
surveying and evaluating traffic data and formulating recommendations. His experience as a
City employee for 18 years makes him an excellent choice for this assignment. Mr. Hanson will
have the support of the full traffic and transportation staff, planning staff, and finance staff to
assist him.
Mr. Reggie Greene, Senior Design Engineer I, will serve as design support staff on an as -
needed basis. Mr. Greene provides assistance in traffic design services for a variety of traffic
engineering projects for client cities, outside agencies, and California Department of
Transportation (Caltrans) projects. Mr. Greene offers 9 years of traffic -related experience
including but not limited to traffic signal, signing and striping and interconnect design and has
experience using AutoCAD and MicroStation. Additionally, he has experience using Caltrans'
Standard Plans, Traffic Manual, Highway Design Manual, MUTCD, and MUTCD California
Supplement. His experience in design makes him an excellent choice for this assignment. Mr.
Greene will have the support of the full traffic and transportation staff, planning staff, and finance
staff to assist him, as well.
Ms. Joanne Itagaki, Senior Design Manager, will provide in-house support and technical
expertise for traffic studies and implementation plans. She has more than 21 years of
experience in providing consulting services to local government clients. She has prepared
numerous plans and planning studies, including land use studies, general plans, specific plans,
and site plans. Ms. Itagaki has also managed or had a major role in the preparation of more
than 25 Environmental Impact Reports and Environmental Assessments. As Traffic
Engineering Deputy for the City of Rosemead, she is very familiar with resolving traffic and
parking issues. She has a diverse background in project management, research and analysis,
policy formulation, land use planning, environmental review, technical writing, and public
presentation.
CITY ENGINEERING
Mr. Elroy Kiepke, P.E., will serve as Special City Engineer for the City of Rolling Hills. He will
be available to respond to engineering and public works inquiries from the public, City staff, and
other Willdan staff. Mr. Kiepke, a registered Civil Engineer in California, has over 30 years of

municipal engineering experience with various public agencies. Mr. Kiepke is the City Engineer
for the Cities of Bradbury and Lawndale, and is Special City Engineer for the City of Rolling Hills
Estates.
BUILDING AND SAFETY
Mr. Stephen H. Widmayer, P.E., C.B.O, C.P.E., Vice President and Division Manager of
Building Plan Check Services, will serve as Building Official, and will provide plan review
services and will coordinate, assign, and supervise all plan review functions, including building,
plumbing, mechanical, electrical, and grading. Mr. Widmayer brings over 27 years of building
and safety experience to this assignment. Mr. Widmayer's expertise is in providing full plan
check services to client cities that utilize a variety of building codes. Willdan has the following
plan check engineers and plans examiners available to provide plan check services:
Mr. Arthur S. Perez, P.E., C.P.E., Plan Check Engineer, has over 27 years of experience as a
registered Civil Engineer specializing in structural plan reviewing and building code expertise.
He is responsible for the complete plan checking for a variety of projects, including complex
commercial, industrial, institutional, and residential. Mr. Perez is bilingual, fluent in the Spanish
language.
Mr. Kirk H. Miya, P.E., C.P.E., Plan Check Engineer, is a civil engineer with over 23 years
experience in structural design, project planning, consulting, construction management, and
plan check experience. His diverse experience includes industrial, institutional, commercial,
residential (Type 1, Type 11, Type IV, and Type V structures) and various transportation projects
(airports, railway stations, and bridges).
Mr. Robert N. Snyder, C.E.I., Plan Check Engineer, is currently a Senior Electrical Plans
Examiner and Senior Combination Building Inspector for Willdan. Mr. Snyder performs
electrical plan review for all electrical installations, including but not limited to hotels, new
commercial shopping centers, office complexes including high rise office buildings, emergency
generator retrofit projects for high rise office buildings, including UCLA, large industrial
installations, multi -family complexes including high-rise apartments, restaurants, retirement
homes, and churches. He is currently involved in the plan review for a 2.5 million square foot
computer chip manufacturing plant in Utah including the primary building power system of
138,000 volts and the medium power system of 14,760 volts.
Mr. Carl L. Wilson, P.E., C.P.E., Plan Check Engineer, possesses extensive structural and life
safety plan checking experience. He is responsible for the complete plan checking for a variety
of projects, including complex commercial, industrial, institutional, and residential. For the past
31 years, Mr. Wilson has provided computer generated plan corrections for disabled
accessibility, life safety, structural, and energy compliance. He is responsible for all plan check
phases, including coordination, scheduling, rechecking, code interpretation, and communicating
and meeting with applicants.
Mr. Johnny E. Lee, E.I.T., Plan Checker, is a Plans Examiner 11 in the Plan Check Services
Division at Willdan, and works from the firm's Los Angeles Regional office. Mr. Lee provides
building plan checking for residential projects. Mr. Lee is proficient in: the following CAD

Mr. James M. Guerra, C.B.O., Vice President and Division Manager of Building Inspection
Services, will be responsible for any requested building inspection services. Mr. Guerra has
over 38 years of experience in building and safety, including 10 years with Los Angeles County
Department of Public Works Building and Safety Division. Mr. Guerra will provide direct
supervision to fellow ICBO certified inspectors who are available for assignment to the City. Mr.
Guerra's expertise includes transition from Los Angeles County service. He has established
over 20 new building departments including 12 that previously contracted with Los Angeles

Mr. Lawrence J. Winston, Senior Building Inspector, has over 38 years of inspection and

Mr. Ross Khiabani, P.E., G.E., President of Arroyo Geotechnical, a Willdan Company, will

in performing diversified geotechnical assignments involving soil mechanics and foundation

Project: City Traffic Engineering
Willdan provided City traffic engineering support services, which included traffic investigations,
accident analyses, plan checking, and grant applications. Other duties included coordination
and implementation of a new zone using Econolite's Zone Monitor Central Traffic Signal
System. Other responsibilities included review of the installation and testing of fiber optic cable,
microwave transmission stations, and one intersection's use of Autoscope, Video Detection
system. The assignment also included a review of each of the 39 signalized intersection
timings. This included the collection of existing timing and phasing through site visits and/or
downloading timing through the City's Traffic Operation Center. Prior to an evaluation of
intersection signal timing parameters, guidelines for basic signal timing setting were developed
which included minimum greens, yellow, and red clearances, advance detection timings, etc.
Many of the signal timing adjustments were complete as remedial measures to collision patterns
determined through periodic reviews of collision data from SWITRS. The 1 to 2 day a week
assignment consisted of operating as City staff under direction from the Transportation Manager
and included participation in the City's Traffic Advisor Committee.

Project: Deep Valley Streetscape
Provided for Phase One of the project, design survey, base plan preparation, and a traffic study.
The project limits were on Deep Valley Drive from the public library site to approximately 1,000
feet easterly. The traffic study consisted of collection of traffic count data, parking demand
analysis, review of geometric feature analysis of pedestrian requirements, and evaluation of
traffic calming measures. The results of the traffic study, along with the base plan, was
provided to the City's urban architect for preparation of conceptual improvements.

Project: Neighborhood Traffic Management Plans
In response to growing concems expressed by many neighborhood community groups, as well
as, individual citizens regarding local traffic issues, City of Long Beach officials undertook an
extensive neighborhood traffic management program aimed at evaluating traffic issues in 23
neighborhoods throughout the City. Willdan was selected as the prime consultant to lead a
team of senior engineers to study all 23 neighborhoods in a 1 year period. To meet this
accelerated schedule, Willdan assembled a highly qualified team of 15 senior traffic engineers
whose individual experience ranged from 7 to 35 years. Drawing on the resources of Willdan
and four other local engineering and data collection firms, the Willdan team worked closely with
City traffic engineering and planning staff, City Council members, and numerous citizen
neighborhood groups and steering committees to evaluate each project neighborhood and
recommend specific traffic management measures for implementation. The specific traffic
issues evaluated included the following:

Project: The Rancho Providencia Neighborhood Protection Plan
A Neighborhood Traffic Management Study has been conducted to evaluate the current traffic
conditions for the Rancho Providencia Neighborhood. Data collection included speed
measurements, traffic counts, accident data, and an evaluation of existing conditions.
Community outreach meetings were held and questionnaires were developed and have been
received from the residents. The project determined the estimated changes in the
neighborhood traffic conditions based on the proposed changes in traffic control devices to be
installed in the neighborhood. Preliminary and final recommendations were made to complete
the neighborhood protection plan.

FEE PROPOSAL
TRAFFIC ENGINEERING
The City Traffic Engineer would be available to the City on an on -call basis or up to 4 hours
every other month on a regularly scheduled basis, as mutually agreed upon, at a reduced hourly
rate of $145.00 based on the enclosed Schedule of Hourly Rates. Other team members would
be available. for specific tasks as mutually agreed upon, at their normal hourly rates. The fee
includes all typical overhead charges, attendance at meetings and reimbursable travel
expenses to the City offices. In addition, the City Traffic Engineer will remain accessible to the
community and City staff by telephone .and/or e-mail during normal business hours.

rate of $160.00 based on the enclosed Schedule of Hourly Rates. Other team members would
be available for specific tasks as mutually agreed upon, at their standard hourly rates. The fee
includes all typical overhead charges, attendance at meetings and reimbursable travel
expenses to the City offices: In addition, the Special City Engineer will remain accessible to the
community and City staff by telephone and/or e-mail during normal business hours.
BUILDING AND SAFETY
Plan Review:
Willdan proposes to provide an alternate, accelerated plan review process. This process
will be at the request of applicants desiring a more expeditious plan review. This
process is based on the City collecting an additional 25% fee based on the City adopted
accelerated plan review service fee.
Willdan's compensation for this alternate process is based on our normal schedule of
hourly rates not to exceed 65% of the City collected accelerated plan review fee for each
project.
Inspection:
Projects started within the alternate accelerated process will be inspected by Willdan
staff. Since inspections are normally provided the next day or by appointment, there
would be no accelerated procedure or accelerated fee required..
Willdan compensation for inspections will be based on our normal schedule of hourly
rates not to exceed 75% of the City collected permit fee for each project.
Additional, as requested services may be provided at Willdan's schedule of hourly rates.

Geotechnical Engineering and Engineering Geology Services would be available for projects
requiring or submitting soils and geology reports for Willdan selected building and safety

Should additional professional services be required, Willdan will promptly prepare a change
order proposal to be mutually signed with a lump SLIM or not -to -exceed fee for the additional
services in accordance with the enclosed Schedule of Hourly Rates.
Willdan will maintain the Schedule of Hourly Rates at its current rate for a period of one year
following the contract execution date for each classification of personnel who .will be providing
any services included in this proposal. At the end of each year of service to the City, Willdan
will jointly review the then current fees being charged to the City and mutually agree upon
changes requested by Willdan, if any.

Manager, Ms. Munoz oversaw the preparation of plans, specification, and
estimate (PS&E) for Highway 111 from west City limit to east City limit
(three miles). Project consisted of widening Highway 111 to add a thru lane.
for the eastbound and westbound traffic, as well as landscape medians.
Project included preparation of street, storm drain, traffic signal,
interconnect, signing and striping plans, preparation of environmental
impact report, legal deeds with plaits, topographic survey, geotechnical
report, coordination with adjacent development and agencies and utility
companies for substructure research and relocation and right of way
appraisal and acquisition.
City of Moreno Valley, Traffic Signal and Street improvements for Day
Street and Dracaea Avenue — Ms. Munoz was the Project Manager for this
project. The project involved the preparation of plans, specifications, and
engineering (PS&E) estimate for the traffic signal and street improvements
for Day Street and Dracaea Avenue. Work includes, utility coordination,
legal deeds and platt preparation, topographic survey, environmental
processing, geotechnical and project report, traffic signal, signing and
striping and street improvement plans and potholing.
City of Fontana, Alder/Randall and Alder/Merrill Improvements - Ms.
Munoz was the Project Manager for this project which involved preparation
of street and traffic signal improvement plans, and engineering construction
estimate for the location of Alder Avenue/Merrill Avenue and Alder
Avenue/Randall Avenue. Services rendered consisted of preparation of
plans for traffic signal, storm drain, street, and signing and striping plans.
Other services included utility coordination, topographic survey, legal
description with plat, potholing, and assistance during advertisement and
bidding. Project consisted of widening the intersection to ultimate
improvement for the traffic signal installation.
City of Fontana, South Highland Avenue Widening - As Project
Manager, Ms. Munoz supervised and developed PS&E for the design of two
traffic signal modifications on Citrus Avenue/South Highland Avenue and
Sierra Avenue/South Highland Avenue, as well as traffic control, street
lighting, and signing and striping design plans on South Highland Avenue.
The project involved the widening of South Highland Avenue between
Citrus Avenue and Sierra Avenue requiring right-of-way document, street
improvement plans, storm drain, sewer and landscape plans, utility
relocation, and coordination between Caltrans and consultant that were
designing adjacent projects.

resurfacing, raised center medians, and center median landscaping

obtain permit and performed utility coordination, right-of-way survey,
pavement analysis, and streetscape design.
City of Indian Wells, Highway 111 Street Improvements — Mr. Greene
was the Senior Design Engineer of this project which involved the
preparation of plans, specification, and estimate (PS&E) for Highway 111
from west City limit to east City limit. Project consisted of widening Highway
111 to add one thru lane for the eastbound and westbound traffic, as well as
landscape medians. Project included preparation of street, storm drain,
traffic signal, interconnect, signing and striping plans, preparation of
topographic survey, geotechnical report, coordination with adjacent
development and agencies and utility companies for substructure research
and relocation.

Traffic Signals
City of Norwalk, Traffic Signal Installation at Firestone Boulevard and
Paddison Avenue — Mr. Greene was the Senior Design„Engineer of this
project which involved the installation of a new traffic signal at the
intersection of Firestone Boulevard and Paddison Avenue. The project
required a traffic signal, signing and striping plans, preparation of bid
documents, construction cost estimate, timing chart, utility notice, and
record drawings.
City of Fontana, Alder Avenue/Miller Avenue Traffic Signal
Improvements Project - Mr. Greene was the Design Engineer of this
project that involved the preparation of plans, specification, and estimate
(PS&E) for the traffic signal installation at Alder Avenue and Miller Avenue.
Street improvements included modification of curb return to 35' radius and
widening of the northeast corner property to 32' from centerline. Project
scope included preparation of signing and striping, traffic control, traffic
signal and street improvement plans as well as topographic survey, utility
notices preparation, potholing, and grand deed preparation for the northeast
corner.
Public Agency Support
City of Fontana, City Traffic Engineering Support — Mr. Greene's
assignment included working at the City of Fontana's City Hall (East Annex
Building) in the Traffic Section. Mr. Greene's duties included the
investigation of various traffic issues, including intersection sight distance,
signing and striping, and street lighting. Mr. Greene's duties also included
plan checking traffic plans. Mr. Greene prepared work orders, signing and
striping plans, traffic signal installation and modification plans, concept
plans, and signal interconnect plans.
City of Santa Monica, City Traffic Engineering Support — Mr. Greene's
assignment included working at the City of Santa Monica's City Hall under
the direction of the Parking and Traffic Engineer and later the
Transportation Planning Manager. Mr. Greene was assigned responding to
the department's backlog of citizen's letters due to recent staff reductions.
In addition to responding to the letters, Mr. Greene's duties included
preparation of work orders, investigation of various traffic issues, as well as
other projects.
City of Long Beach, On -Call Traffic Engineering — Mr. Greene provided
field surveys and technical support for various intersection locations based
on citizen requests for additional traffic control devices. Field surveys and
technical support included radar studies, existing and proposed condition
exhibits, stop sign warrant analyses, etc.

Mr. Kenneth H. Hanson brings to Willdan over 43 years of traffic
engineering experience. Prior to joining Willdan, Mr. Hanson was the
Traffic Engineer for the City of Compton for the past 18 years. He was
responsible for traffic engineering functions, including traffic paint and sign
maintenance, as well as, the programming and maintenance of the citywide
computerized traffic control system, 106 signalized intersections, and city
owned streetlights. Other duties included warrant studies, review of new
subdivisions, conditional use permit reviews, EIR reviews, and expert
representation for the City in litigation of traffic matters.
Other relevant experience for Mr. Hanson includes 19 years experience in
the design and implementation of traffic control systems and related
equipment while working for Eagle Signal, a Division of Gulf & Western
Industries, as a Senior Systems Engineer; and for Econolite Control

City of Lawndale, School Area Traffic & Parking Study — As Project
Manager, Mr. Hanson provided professional engineering services to
conduct a school area traffic and parking study in the vicinity of Jane Adams
Middle School in the City of Lawndale. The project included an analysis of
the expected changes in pedestrian and vehicle traffic to determine what
improvements, if any, would be appropriate based on the expected traffic
changes. This study examined traffic flow around the school, inventoried
the traffic control devices, conduced warrant analysis on several
intersections, provided a safe route to school map, and conducted a one-
way street feasibility study on 153rd Street westbound between Mansel
Avenue and Firmona Avenue.
Traffic Signals
City of Rancho Cucamonga, Signal Interconnect and Signal
Coordination Timing Plans — Mr. Hanson was the Project Coordinator of
this project which consisted of the preparation of traffic signal interconnect
plans and signal coordination timing plans for 23 intersections along Day
Creek Boulevard, Archibald Boulevard, Victoria Gardens Lane, and Church
Street. The design included a field inventory of the existing traffic signal
controllers cabinets and existing signal interconnect cable. Upon
completion of the field review, recommendations were made for upgrades to
the cabinet to interface with the City's Aries master system. Design plans
were prepared for areas where traffic signal interconnect cable was missing
and required to tie the intersections together. The final phase of the project
was the preparation of traffic signal timing plans using Synchro analysis and
implementation of the timing plans into the City's traffic management center.
City of Paramount, Downey/Madison Traffic Signal — Timing Charts —
Mr. Hanson was responsible for the preparation of timing charts for this
project which also involved the preparation of plans and specifications for
the installation of new traffic signals at Downey Avenue and Madison Street.
City of Compton, Traffic Signal Design for Palmer Street/Willow
Avenue — As Project Manager, Mr. Hanson provided professional
engineering design services for the traffic signal at Palmer Street and
Willow Avenue. The project included traffic turning counts for a before and
after traffic study comparing the existing stop signs to the new traffic signal.
The project included preparing plans, specifications, and cost estimates as
well as research for utility and other existing conditions that may have
affected the design.

Ms. Joanne Itagaki is a Senior Design Manager at Willdan with more than
21 years of experience in traffic and transportation engineering. She serves

projects, including preparation of traffic impact studies, engineering and

the development opportunities in the Downtown District. This parking study

will include public and private facilities whether on -street or off-street. A
product of this parking study will be the development of parking policies to
address future parking needs. Financing options will be presented to fund
parking improvement recommendations.
City of Irwindale, Traffic Impact Report for a Decorative Specialties
Facility - As Project Manager, Ms. Itagaki determined the traffic impacts
related to the proposed Decorative Specialties Facility in the City of
Irwindale. The proposed project is located on the northeast corner of Azusa
Canyon Road and Cypress Street.

Ms. Itagaki has served as Traffic Engineering Deputy or assisted the Traffic

National Pollution Discharge Elimination System

Pollution Prevention Plan which best meets the needs of ail parties involved
with the project and complies with Clean Water Act requirements.
City of San Marino, NPDES Compliance — Mr. Kiepke provides NPDES
services to include advising staff in required NPDES actions, complete
annual NPDES report, and attend NPDES meetings.
City of Agoura Hills NPDES Permit Compliance - Mr. Kiepke, while
acting as City Engineer for the City, was responsible for attending meetings,
reviewing and proposing Ordinances, preparing reports, and communicating
with the community to maintain the Cities NPDES compliance efforts. This
activity went from the issuance of the early permit in 1990 through August
1997. Mr. Kiepke has worked extensively with the City on compliance with
NPDES permit for separate storm sewer systems. He has been
instrumental in preparing ordinances for improving management practices
for projects which discharge to the storm drain. On behalf of the City, he
attended meetings and attended seminars to gain a better understanding of
how to better shape the program's goals.
Cities of Rosemead, Paramount, and Bell Gardens NPDES Permit
Compliance- Mr. Kiepke due to his familiarity and availability, took over the
permit programs for the above cities in October 1997, and continues his
efforts in this area. This includes preparation of the Site Visit database for
each city budget report preparation and attendance at Watershed meetings
representing the cities. Mr. Kiepke has also conducted training classes for
more than 150 City personnel as required by the Permit.

checkers assigned to the Los Angeles Regional and Anaheim offices. He

City of Los Angeles, Department of Building and Safety, Senior Staff
Engineer/Structural Engineering Associate 111- Mr. Perez reviewed and
approved building products used in construction. He evaluated testing
procedures, reviewed data based on acceptance to standards as outline by
the City, ICC (ICBO), UBC Standards and ASTM. Performance reviews
were done on various hold-downs/tie-down systems, epoxy bolts, metal
deck and composite deck systems, bolts/screws for retrofit uses for
concrete and masonry, fiberwraps, fireproofing materials, etc. He
conducted independent engineering calculations for structural products in
order for the City to tabulate and compose the approval reports and publish
them on the list of approved products on the department's website.
Mr. Perez checked plans and calculations for major commercial
complexes/buildings, including several mid -rise buildings and multi -family
residential buildings with subterranean parking garages, along with
performing plan check on seismic retrofit buildings. He verified that
unreinforced brick buildings were being strengthened to comply with
Chapter 88(68) of the Los Angeles Building Code as a Supervising
Engineer. Evaluation of damaged buildings were done by Mr. Perez after
the Whittier Narrows earthquake of 1987 and the 1994 Northridge
earthquake.

BACKGROUND
With the City Council's recent adoption of zoning code amendments to designate the
City engineer, building official, chief plumbing inspector and chief electrical inspector,
the City has positioned itself to provide residents with a choice for plan review,
permitting and inspection. The choice before residents would be between the Los
Angeles County Department of Building and Safety (Lomita office) and a consultant
who is on contract with the City. The alternative to use a consultant would provide
residents, at a higher cost, with an expedited review process. The City has an existing
contract with Los Angeles County for its services; to initiate the alternative option, the
City would need to engage a firm with an agreement. The City would also need to
approve a Resolution that designates individuals in the firm along with County officials
as City engineer, building official, chief plumbing inspector and chief electrical
inspector.
The City of Rolling Hills has a long history with Willdan for engineering services. The
firm also provides building services for many cities including the business district in
our neighboring jurisdiction, Rolling Hills Estates. To pilot the concept of the
alternative plan review, permitting and inspection process, it is proposed that the City
Council consider an agreement with Willdan. Attached for review is a proposal from
Willdan.
It is recommended that the City Council review the attached proposal. Under "Matters
from Staff" at the City Council meeting of November 26, 2007, staff will raise this matter
for the purpose of hearing City Council questions. We will subsequently return to the
City Council for formal consideration of the proposal at a meeting in January 2008.

DISCUSSION
Over the past several months, staff has been talking with representatives of Willdan in
regard to a variety of City projects — a low pressure sewer system feasibility study,
building and fire code review and building services inclusive of plan review, permitting
and inspection. Through the course of these discussions, it was determined that the
City does not have an agreement in place for the existing traffic engineering services
provided by the firm. As such, the attached proposal is intended to be an umbrella, all -
encompassing agreement that provides the City with the flexibility to utilize Willdan
for engineering and building services as needed / directed by the City. The traffic
engineering services noted in the agreement do not reflect a change in the hourly rate to
the City.
In the attached document, pages 6 — 11 outline the proposed process for Willdan to
provide an alternative, faster plan review process for development. Willdan s review
process will follow the same City/County building (and fire) codes and thus, the
outcome of plan review, permitting and inspection by Willdan will mirror the County's
outcome. A question recently came up in regard to asking Willdan to plan check a
project that is currently undergoing plan check through the County for the purpose of
comparing outcomes. For various reasons, Willdan is not interested in such an exercise.
However, for comparison purposes, they are very receptive to illustrating their turn-
around time in relation to the County's. In creating an agreement, Willdan will be held
accountable for a specific timeframe by which to complete plan review. A failure to
maintain the designated performance standard would be justification for canceling the
agreement.
In a resident's selection of either the County or the consultant for plan review, the
subsequent steps in the process — permitting and inspection — would be followed and
completed by the County or consultant, respectively. The resident and/or the City
could not/would not request the services of the other organization in the midst of a
project.
FISCAL IMPACT
With the proposed building services provided by Willdan, there is no intent by staff
that the City would incur any costs or expenses. Consistent with past practice and the
structure of the City's relationship with the County, all costs would be paid by the
applicant. Fees charged by Willdan would be based on County fees with a surcharge of
25% for an expedited review.
CONCLUSION
The intent of staff's work in regard to an alternative plan review, permitting and
inspection process and subsequently, soliciting a proposal from Willdan is to provide
residents with the option to obtain a faster service. Because of the City's long-time
relationship with Willdan and their experience in plan review, permitting and
inspection, it seems reasonable to initiate this new program with them as a pilot. To
assess the effectiveness of the pilot, they believe a two-year agreement is necessary
although three years is preferable. The City's agreement, however, would have a

cancellation clause with appropriate notice. Toward the conclusion of the pilot project,
staff would propose an evaluation of the program for consideration of renewing or
bidding the contract.

RECOMMENDATION
It is recommended that the City Council conduct the first reading for adoption of the
proposed ordinance that modifies the Municipal Code with new and amended
definitions for the City Engineer and for administering the City's Building Code
inclusive of plumbing, mechanical and electrical code approval responsibilities. The
ordinance provides that the City Council may designate by Resolution the City's
Building Official, Engineer, Chief Electrical Inspector and Chief Plumbing Inspector.
BACKGROUND
The City has the authority and discretion to designate whom it deems its Building
Official, City Engineer, Chief Plumbing Inspector and Chief Electrical Inspector for the
processing and approval of building and construction plans. Since the City's
incorporation, the City of Rolling Hills has designated the County of Los Angeles with
this responsibility.
While the County of Los Angeles performs this function for many municipalities, some
cities either have in-house staff or consulting companies (e.g., Willdan Associates or
Charles Abbott Associates, for example) to perform building and construction plan
review and permitting. In some cases, a combination system is used. In Rolling Hills
Estates, for example, construction in the business area is reviewed and approved by a
consulting company while residential construction is reviewed and approved by the
County. Whether the County, in-house staff or a consulting company is utilized for
plan review and permitting, all follow at a minimum the State Building Code.

DISCUSSION
As a small city, it is not practical for the City of Rolling Hills to have an in-house
Building Department and all the supporting staff. However, it may be of value to have
a consulting company on retainer for building and construction plan review and
approval. The County of Los Angeles has served as an invaluable resource to the City
having both the depth and breadth of staff to assist the City in many ways. However,
their approval processes are routinely at least six weeks. A consulting company, on the
other hand, would -be under contractual obligation to the City to process plans within a
shorter time frame while also being responsive to specific City goals and objectives.
With adoption of the proposed ordinance, the City Council would be providing itself
with the' opportunity to designate one or more Building Official, City Engineer, Chief
Plumbing Inspector and Chief Electrical Inspector. In other words, the City Council
could maintain its relationship with the County of Los Angeles for plan review and
approval as well as appoint a consulting company with these responsibilities. Both
would be responsible for implementing the same exact Building Code and engineering
standards:
FISCAL IMPACT
There is no fiscal impact associated with adopting the proposed ordinance.
If the City were to contract with a consulting company for plan and construction review
and permitting, it is likely that application fees would be higher than the fees charged
by the County of Los Angeles. The fees would be higher in return for providing
applicants with a faster plan review and permitting process.
If the City, in turn, were to designate both the County and a consulting company with
the plan review and approval responsibilities, an applicant would have a choice of
utilizing the County at base rates or paying a premium to use the consulting company.
Fees charged to applicants directly represent the cost of providing services.
CONCLUSION
With the proposed ordinance, the City Council will provide itself with the authority to
designate one or more Building Official, City Engineer, Chief Plumbing Inspector and
Chief Electrical Inspector. However, at this time and with this ordinance, the City
Council is not changing its relationship with the County of Los Angeles for the
provision of these services. The County will remain as the sole agency for plan review
and approval until the City Council considers a Resolution to add an alternative.
